EXECUTIVE ORDER
No. 2019- 005, Series of 2019

“CREATING THE TECHNICAL SUPPORT TEAM IN THE IMPLEMENTATION


OF THE KALAHI CIDDS –NATIONAL COMMUNITY DRIVEN
DEVELOPMENT PROGRAM (NCDDP) AND THE MUNICIPAL COMMUNITY
DRIVEN DEVELOPMENT PROGRAM (MCDDP) IN THE MUNICIPALITY OF
SABLAYAN, OCCIDENTAL MINDORO”

WHEREAS. Art. 2 Section 9 of the 1987 Philippine Constitution provides that the
State shall promote a just and dynamic social order that will ensure prosperity and free
the people from poverty through policies that provide for adequate social services,
promote full employment, a rising standard of living, and an improved quality of life for
all.
WHEREAS, in response to the aforesaid constitutional mandate, the current
administration as part of its MANDATO flagship program of “Mula sa Masa, Tungo sa
Masa” as its main platform for social services;

WHEREAS, KALAHI-CIDSS (NCDDP) are programs which aims to improve


governance systems, empower the citizenry and uplift the quality of life of the poorest
sector of the society;

WHEREAS, Special Ordinance No. 2016-11-011 institutionalized the principle of


KALAHI-CIDSS in the system of the Local Governance in the Municipality of Sablayan,
Occidental Mindoro;

WHEREAS, to implement the identified priority projects the creation of the


Municipal Technical Support Team is necessary to assist the Community Stakeholders in
the implementation of the program;

NOW THEREFORE, I, ANDRES D. DANGEROS by virtue powers vested in


me as the Local Chief Executive of the Municipality of Sablayan Occidental Mindoro, do
hereby order the creation of the Municipal Technical Support Team to ensure the orderly,
efficient implementation of the KALAHI-CIDSS or the National Community
Driven Development Program (NCDDP and the Municipal Community Driven
Development Program.

Section 1. Composition – The Municipal Technical Support Team of the Municipal


Government of Sablayan shall be composed by the Municipal Inter-Agency Committee
(MIAC) and the Municipal Coordinating Team (MCT).

MIAC – The Municipal Inter-Agency Committee shall be compose as follows:


Municipal Planning & Development Officer
Municipal Social Work & Development
Municipal Engineer
Municipal Health Officers
Municipal Local Government Operation Officer
Municipal Budget Officer
Municipal Accountant
Municipal Assessor
Municipal General Services Officer
Municipal Disaster Risks Reduction Officer
Municipal Environment & Natural Resources Officer
Community Environment & Natural Resources Officer
Internal Audit System

1.2 The MIAC shall have the following functions:

a. Facilitate the conduct of the MIBF


b. Conduct technical session process of the various programs & project proposals
by the community
c. Provide technical assistance in criteria setting identification and prioritization
of the progress projects submitted vis-avis the financial resources available;
d. Provide technical assistance to the community volunteers in the preparation
and in securing the documentary requirements of the programs or projects for
identified priority projects and programs;
e. Determine the forms, processes and procedures, mechanisms and rules of
decorum for the MIBF in the participatory resources allocation.

1.3 The MCT- Municipal Coordinating Team shall be composed by the


following:

1.3.1. MUNICIPAL AREA COORDINATOR: LUZVIMINDA C. ALTO


MPDC

1.3.2 Functions:

a. Facilitate and ensure that all workshop outputs are carried out properly.
b. Ensure that all documents and reports are properly accomplished and
submitted on time.
c. Monitor the project implementations and if needed provide coaching to
the team.
d. Ensure that logistics needed by the team are provided.
e. Ensure proper, timely and close coordination with other office or
agencies, NGO and CBOs.

2. DEPUTY AREA COORDINATOR: ALFREDO B. SARONA


Mun. Engineer

2.1 Functions:

a. Assist in identifying options for appropriate interventions/technology


designs for proposals with infrastructure components or those with legal
procurement requirements.
b. Assist in the preparation and review of technical plans and specifications
for infrastructure projects that are suitable for community.
c. Together with CEF, provide guidance on potential adverse environmental
and social safeguards.
d. Ensure cost estimates for infrastructure components are within the
regional cost parameters
e. Provide coaching on technical and infrastructure elements of community
proposals to other of the team, as the need arises.

f. Coordinate with the supervising engineers and head of the projects


implementation, Procurement Team, Inspection Team and provide
assistance to the volunteers.
3. MUNICIPAL ROVING BOOKKEEPER: FE T. SANTOS
Mun. Budget Officer
3.1 Functions:

a. Assist the team and community volunteers in the preparation and review
of feasibility particularly the financial and economic aspect of the
proposal.
b. Assist the CEF and AC in conducting organizational diagnosis of sub-
systems related finance.
c. Ensure the LCC commitments are properly documented
d. Coaching to team members on financial matters.

4. COMMUNITY EMPOWERMENT FACILITATORS: CEFS


EMELIE B. SALAMANCA
JERRY G. CALUB
JHONALYN P. SARONA
LODY I. PERIDA

4.1 Functions:

a. Ensure mobilization of planning committees.


b. Mobilizes volunteers for critical analysis in the range of interventions that
can be integrated in the proposal.
c. Facilitates organizational formation for operation and maintenance
arrangement (if no CBOs are present)
d. Provide technical assistance to community volunteers in ensuring
required documents are compiled with
e. Conducts periodic consultations to follow up BAP and BDP
implementation plan.

5. MUNICIPAL FINANCIAL ANALYST: CHELZEE DRIZ

5.1 Functions:

a. Review financial documents of the Sub-projects


b. Submit periodic financial reports

6. DATA ENCODER: CLYDE CEDRIC G. CANALS

6.1 Functions:

a. Maintain updated data base/project profile


b. Perform administration support and encoding for the team
c. Submit periodic reports
d. Act as filing clerk/Record officer for the team
e. As as Supply Officer
Section 2.Effectivity- This Executive Order shall take effect immediately and a copy
shall be published at the municipality’s official website.
