“NHAI has the appetite to take the maximum funding that NIIF has to invest, given the size

The Jal Marg Vikas project for capacity augmentation of navigation on national waterways
is aimed at smoothening internal trade carried through inland water transport. These
initiatives will improve logistics tremendously, reducing the cost of transportation and
increasing the competitiveness of domestically produced goods, she added.

Sitharaman said with the changing economic scenario, it is important to upgrade roads
connecting villages to rural markets and for this PMGSY-III is envisaged to upgrade
1,25,000 km of road length over the next five years, with an estimated cost of Rs 80,250
crore.

Saying that the schemes like UDAN were bridging rural-urban divide, She said as the
world's third largest domestic aviation market, the time was ripe for India to enter into
aircraft financing and leasing activities from Indian shores.

About metro rail projects, she said a total route length of 300 kilometres have been
approved during 2018-19 and 657 km of metro rail network has become operational in the
country.

The finance minister said India's first indigenously developed payment ecosystem for
transport, based on National Common Mobility Card (NCMC) standards, launched by the
Prime Minister in March, 2019 will enable people to pay multiple kinds of transport
charges, including metro services and toll tax, across the country.

About highways, she said the government will carry out a comprehensive restructuring of
National Highway Programme to ensure that the National Highway Grid of desirable length
and capacity is created.

On waterways, she said the country needs to develop it to shift a significant portion of
inland cargo movement from road and rail.

This government envisions using the rivers for cargo transportation, which will also help to
decongest roads and railways, she added.

As part of the Jal Marg Vikas Project for enhancing the navigational capacity of Ganga, a
multi-modal terminal at Varanasi has become functional in November 2018 and two more
terminals at Sahibganj and Haldia would be completed in 2019-20, Sitharaman said.

"The movement of cargo volume on Ganga is estimated to increase by nearly four times in
the next four years. This will make movement of freight, passenger cheaper and reduce
our import bill," Sitharaman said.

The budget estimated railway infrastructure would need an investment of Rs 50 lakh crore
between 2018-2030.

The minister also said that large public infrastructure can be built on land parcels held by
central ministries and Central Public Sector Enterprises across the country.

Stressing the need for innovative financing for infrastructure, she said India has had a
reasonable success in brownfield asset monetisation and aditionally, NHAI carried out one
ToT (toll operate transfer) transaction garnering Rs 24,000 crore.

Highlighting PMGSY, Sitharaman said it has brought many socio-economic gains in the
rural areas and all weather connectivity has now been provided to over 97 per cent of such

vehicles (SPVs) and enhance metro rail network through PPPs," she said.

The government envisions using rivers for cargo transportation, which will also decongest
roads and railways, Sitharaman said.

Railway stations modernisation will be launched this year, she added.

The finance minister said as the world's third largest aviation market, time is ripe to enter
aircraft financing and leasing from Indian shores.

She further noted that last mile delivery stood out and asserted that the government's
objective has been and continues to be "Mazboot desh ke liye mazboot nagarik".

"The target of USD 5 trillion economy in the next few years is imminently achievable," she
noted.

"We have shown by our deeds that principles of 'perform, reform, transform' can indeed
succeed," she said adding that the NDA government in its first term had set the ball rolling
for a 'New India' with strident commitment to fiscal consolidation.

While stressing on the need for switching to cleaner technology in the transport sector, the

alone adopt electric mode of operation.

Sinha said the immediate focus is towards developing infrastructure for electric vehicles in
the country.

"In the initial stages, the plan is to attract a larger fleet operators like state transports and
taxi services," he added.

Earlier this year, the central government had issued a set of guidelines to set up charging
stations for electric vehicles across the country, outlining ways to build such fuelling points
every 25 km.

The government expects 25 per cent of the total vehicles on roads will be electric vehicles
by 2030, necessitating to erect robust electric vehicle (EV) charging infrastructure across
the country, according to the Union Housing and Urban Affairs Ministry.

The ministry had made amendments to the Model Building Byelaws (MBBL) 2016 and
Urban Regional Development Plans Formulation and Implementation (URDPFI) Guidelines
2014, making provisions for establishing EV charging infrastructure.

June 2015 with the objective of providing housing facilities to all the eligible families or
beneficiaries by 2022.

So far 4,427 cities or towns have been included under PMAY(U). The duration of the
mission is seven years (2015-16 to 2021-22) and has four components: “Insitu” Slum
Redevelopment, credit linked subsidy scheme, affordable housing in partnership with
public or private sector and beneficiary-led individual house construction or
enhancements.

Also stressing the need for creating "next generation infra", it said physical infrastructure
attained a rapid pace with more than 20 per cent of the existing highway length of 132,000
km being constructed in the last four years, creation of additional 40 lakh seating capacity
under UDAAN and expansion of key bridges.

"In order to create a USD 10 trillion economy by 2032, India needs a robust and resilient
infrastructure. Public investment cannot fund the entire infrastructure investment
requirements of the country," the survey said.

Private players are usually eager to bring their capital only into developed Indian states
and therefore, the real challenge lies in bringing adequate private investment across the
country with the collaboration of public sector, it said.

Sustainable Development Goal (SDG) number 9 aims to "develop quality, reliable,


sustainable and resilient infrastructure, including regional and transborder infrastructure to
support economic development and human well-being, with a focus on affordable and
equitable access for all, it said.

About highways sector, it said major constraints faced are availability of funds for financing
large projects, lengthy processes in land acquisition and payment of compensation,
environmental concerns, time and cost overruns due to delays in project implementation,
procedural delays and lesser traffic growth than expected increasing the riskiness of the
projects resulting in stalled or languishing projects and shortfall in funds for maintenance.

Private sector investment has been tardy as private investors are interested in short term
investments while NHAI and NHIDCL were looking for long-term borrowing arrangements
keeping in view long gestation period of road projects, it said.

Indian railways, it said, has initiated a major electrification programme for electrifying 100
per cent of its broad gauge network which will reduce the nation's dependence on
imported diesel oil.

About the civil aviation sector, it said that in 2018-19, a total of 107 airports provided
scheduled airline operations and based on the performance of joint ventures in the airport
sector, the government has decided to lease out six brown-field airports of the Airports
Authority of India (AAI) at Guwahati, Lucknow, Jaipur, Ahmedabad, Mangalore and
Thiruvananthapuram via public private partnership (PPP) mode for enhanced revenue.

The demand and supply trends in civil aviation shows that passenger demand is higher
than seat supply, the survey document said.

Stating that shipping and ports sectors play a pivotal role in trade dynamics, the survey
said to meet the ever-increasing trade requirements, expansion of port capacity has been
accorded the highest priority with implementation of well-conceived infrastructure
development projects like Sagarmala and Unnati.

The creation of physical infrastructure accelerated significantly during 2014-19, it said


adding that electrification programme has reached almost all villages of the country.

Also, the survey made a strong case for a introducing a platform similar to Transport for
London (TfL).

"TfL has demonstrated that releasing data to the public can save users time to the
economic value of between 15 million pounds and 58 million pounds per year. An analysis
by Deloitte found that the provision of transport information through travel apps and real-
time alerts is saving 70 million to 95 million pounds per year in time...," it said.
