Good afternoon.

First, I would like to congratulate the organizing committee, the Values Restoration
Officers, led by Dr. Dolorcita Pauya for the job well done. Secondly, to the participants
coming from various campuses and offices of the University, you’ve demonstrated a very
commendable performance for 2 days. And of course, to our resource speakers from the
CSC and CRFV, thank you so much for the expertise and guidance you’ve provided us in
formulating our own Shared Values Behavioral Descriptors vis-à-vis the PIES.

Honestly, some of us here today and many of those who are not here in attendance, are
very sceptical about the consequence and ultimate outcomes of this seminar-workshop.
Why sceptical? This is the third time we undertake values program-related activity, but sad
to observe that there seemed to be no significant changes are taking place. One key official
commented that: “two seminars have been done, but still it is business as usual.” As
implied, there was no immediate and dramatic change in behaviour or work habits among
personnel as they expected to happen. Tama naman sila, dapat daw dahil gumastos ang
University ng malaki para sa lahat, meron din daw dapat na epekto. Pero wala daw silang
nakikitang pagbabago. On the other hand, mali din sila, dahil hindi naman pwede na ang
intinurong values ay simpleng matutunan ng isang tao overnight. In teaching and learning
of values, there are phases like receiving, responding, valuing, organization and
characterization. Thus, it takes time for the personnel to respond to “new values that they
learn, to value it, to organize it, and maybe, even to characterize themselves. Therefore, let
us not expect a radical shift of working styles among ourselves because values are
gradually integrated into the human system. Remember that humans are not comparable to
mosquitos or butterflies that simply transform from egg to adult over weeks or months.
This simple reality has to be understood by us. The best and important thing now is our
awareness of personal values, existence of our shared values, the need and urgency to
restore them and our decision to make our own public service values program. Hayaan po
natin kung ano ang sasabihin ng iba, ang mahalaga po ay buo ang ating paniniwala na tama
ang direksyon o ginagawa natin. Ano ba ang direksyon ng SKSU? As we advocate continual
improvement, we will certainly accomplish our envisioned team award in 5-year time – the
Golden Award of Excellence! We can only achieve this meaningful prize when our shared
values – our Life Force - is clearly defined, deeply rooted and generally observed.

Essentially, this Pamunuan ng Lingkod Bayani training was intended for the top
management or those of us who are involved in leadership and decision-making functions.
As leaders of the University, we are trained first to provide examples among our rank and
file. Let’s then do our sensitive role in setting as good example to our colleagues. Mary Hunt
said that, “values are more often caught than taught.” Also, John Maxwell quoted,
“leadership is influence; nothing more, nothing less.” Therefore, how can you influence
others when you are setting as the wrong example?
