Post Event Report – 2019 UBCM Convention

From September 23-27, 2019 – I participated in the 2019 Union of BC Municipalities or UBCM Convention in the City of
Vancouver along with my fellow 11 Electoral Area Directors from the Cariboo Regional District. As is my practice following a
Convention or Conference – find below my report on activities on behalf of the residents’ of Cariboo RD – Electoral Area ‘D’:

On Monday September 23rd – I participated in the Pre Convention session entitled Supporting Inclusive Governance in BC –
“That We May Be Good People Together”. Following the session, I took in the Electoral Area Directors’ Meet and Greet

On Tuesday, September 24th – I, along with Cariboo RD Chair Margo Wagner, participated the Mining Resource Sector
Breakfast. It was great to learn about the economic impact of the Mining Sector in BC. Following the Breakfast, I took in
the Electoral Area Director Forum, was presented with my Local Gov’t Leadership Academy Advanced Certificate in Local
Government Leadership (Level 2) then lunch for Electoral Area Directors. Following lunch – I took in a Provincial Policy
Session entitled Enhancing Resiliency through Connectivity which goes along with my work as the Chair of the Cariboo RD’s
Broadband Committee. In the evening, I took in the UBCM Welcome Reception

On Wednesday, September 25th – I took in the morning clinic entitled Elected Officials Must Themselves be Resilient,
following this clinic, I took in the Opening Ceremonies of the 2019 UBCM Convention along with the Wednesday Keynote
address from former CBC Chief Reporter Peter Mansbridge, participated in 2019 UBCM Resolutions Debate. In the
afternoon, took in briefly the 2019 UBCM Trade Show and in the evening, took in both the BC Government and CUPE BC
Receptions

On Thursday, September 26th – I took in the morning clinic entitled Modernizing BC’s Emergency Program Act (EPA),
listened to BC’s Leader of the Opposition, Mr. Andrew Wilkinson address UBCM Delegates, continued to participate in
UBCM Resolutions Debate. In the afternoon, participated in a Solid Waste Workshop and then in the evening, participated
in the Annual UBCM Banquet Dinner

On Friday, September 27th – I took in the remainder of the UBCM Resolutions Session. UBCM Resolutions not considered
were referred to the 2019-20 UBCM Executive including 2 Cariboo RD Resolutions for their consideration. It was announced
that my bid for UBCM Electoral Area rep was not successful. The 2019-20 UBCM Electoral Area rep is Kootenay-Boundary
RD Area ‘C’ Director Grace McGregor

Following the Resolution Debate, the 2019-20 UBCM President (Sooke Mayor Maja Tait) was installed and then BC Premier
John Horgan addressed UBCM Delegates and the 2019 UBCM Convention was adjourned at 12 noon

As for meetings during the 5 day UBCM Convention, I met with the following individuals/organizations:

• BC Hydro – LED Lighting in Rural Areas


• MLA Todd Stone – Progress on Building Inspection imposed for Tyee/McLeese Lake Areas & respecting the role of
Electoral Area Director on matters originating in the Electoral Areas
• ICBC – Speeding Concerns in the McLeese Lake area
• BC Assessment Authority – Property Assessment Appeal Process/Role of Property Owner & Process to get Tyee Lake
Fire Building 100% exempt from Property Assessment (similar to Big Lake Fire Hall)
• FLNRORD – Better Proactive Communication with Rural Communities regarding Logging Plans
• Hon. Jinny Simms (BC Minister of Citizen Services) re: Brief Minister Simms re: Cariboo RD Regional Plan for
Broadband Internet in Rural Areas

Costs to attend the 2019 UBCM Convention:

• Flight from Kamloops to Vancouver and return -- $386.66


• Parking Fee to leave car at Kamloops Airport - $60.00
• Daily Attendance Fees (5 days – 4 days at $133/day and 1 day at $83) at UBCM - $615.00
• Drive from Kamloops to WL - $154.98

My hotel costs are not available due to a full CRD room block for CRD Directors’ at the 2019 UBCM Convention but generally
is cheaper than booking alone
