Dear Mr. /Ms.:

1. The Federal Democratic Republic of Ethiopia herein after called Borrower has received a
credit from the International Development Association (IDA) herein after called the Bank
towards the cost of East Electricity Highway Project. The Ethiopian Electric Power, as a
lead implementing agency of the Client and on behalf of the Ethiopian Electric Utility
intends to apply a portion of this credit to eligible payments under this contract. Payments
by the Bank will be made only at the request of the client and upon approval by the Bank,
and will be subject, in all respects, to the terms and conditions of the loan agreement. The
loan agreement prohibits a withdrawal from the loan account for the purpose of any
payment to persons or entities, or for any import of goods, if such payment or import, to
the knowledge of the Bank, is prohibited by a decision of the United Nations Security
council taken under Chapter VII of the Charter of the United Nations. No party other than
the Client shall derive any rights from the loan agreement or have any claims to the
proceeds of the loan.
2. The client now invites consulting firms to submit their proposals to provide a consulting
service (hereinafter called “Services”): for Consultancy Services for Fixed Asset
 Inventory and Revaluation more details on the Services are provided in the Terms of
Reference (Section 7).

3. It is not permissible to transfer this invitation to any other firm.

4. A firm will be selected under QCBS procedures and in a Full Technical Proposal (FTP)
format as described in this RFP.

5. The shortlisted consultants shall collect a complete set of bidding documents against a
payment of a non-refundable fee of ETB 1000.00 (one Thousand Ethiopian Birr) or
equivalent amount of USD starting from 21 November 2017.

6. The RFP includes the following documents:
