Livelihood Program For Out of School Youth In Dumaguete City

1. Introduction

Increasing unemployment rate, inflation, and other economic

factors had affected some Filipinos way of living. Poverty maybe

considered as an overstatement however what we are seeing around us is

evident to think through things. For this reason, this paper will give you

an idea on possible solutions or alternative that will be able to help our

fellowmen specifically the Out of School Youth to have a better life not

just today but until they live for the future. Such initiative will be

introduced profoundly with the participation of the government as well as

non-government unit or private institution one of which is Technical

Education and Skills Development Authority or TESDA. TESDA is a

government agency that provides direction, policies, programs and

standards towards quality technical education and skills development.

2. Purpose

This paper focuses on approaches and solution to the problem most

Out of School Youth is facing. This will guide them to think of options as

well as to developed themselves as good entrepreneurs’ not just on

introducing products but to learn how to come up with one. This program

will help OSY of Dumaguete City to attain financial independence

through self-help. Such program will harness not just their knowledge but

also their skill to rise in life and move, live forward with financial security.
3. Project Description

The organization aims to energize the out of school youth (OSY) with ages

15-21, in Dumaguete City through a free livelihood program that includes

practical skills training in commercial cooking, knitting and crafting. The

expected food recipes in commercial cooking would highlight the local delicacies

of Dumaguete City. The knits and crafts are expected to be designed according to

the trademark of the city in the form of souvenirs. After the training, the output

of trainees is expected to be sold all around the city.

This project is beneficial to the government in the sense that it would

decrease the unemployment rate in the community. This would also benefit the

Department of Tourism since we are going to promote local products in the city.

Lastly, for the OSY to attain practical skills for living.

3.1 Goals

To developed and unleash the highest potential of the underprivileged

section in the society specifically the out of school youth (OSY) in Dumaguete

City through a livelihood program that would an be able to equip them with the

skills and knowledge so that they would be able to contribute in the productivity

of the community.

3.2 Objectives

Objective 1: To identify the total population of the OSY residing in

Dumaguete City.
Objective 2: To partner up with the local government and non-

governmental organizations on the implementation of Livelihood

Training Program.

Objective 3: To be able to conduct an effective livelihood program that

involves practical skills training for the OSY in Dumaguete City.

Objective 4: To produce work ready individuals equipped with life,

performance and job search skills.

3.3 Methodology

1. The organization will gather data upon the total population of OSY

in Dumaguete City. Data gathering would include classification of

qualified OSY for the training.

2. Presentation of data to the possible partners for the proposal.

3. Implementation of the Livelihood Program For OSY would be

done.

4. The final assessment for all OSY trainees would be done in order to

determine if they have meet the expected outcome of the program.

3.4 Timeline

1. Considering ethical procedures, three to four weeks, time span

would be allotted for data gathering and classification.

2. Since we would be accepting international sponsorship,

presentation of data to all possible sponsor may take a month.

3. The Livelihood Program would last for two weeks.


4. The final assessment would done for three days straight after the

program ends.

4.2 Cost

1. The estimated cost for the initial operation up to the first week of

the training would be more or less ₱1.5M, depending on the

number of OSY who are qualified for the training; this includes

accommodation, transportation and professional fee for the

trainers, venue fee and meals for the volunteers and trainees.

2. The estimated cost for the whole duration after the first week

would still be ₱1M, still, depending on the number of OSY trainees.
