◤ How can Health Promotion help
to address Measles Outbreak?
1. Risk Communication

2. Coordination with Local Government

3. Augmentation of Human Resource for Health

4. Expanding Program Coverage thru Demand-

Generating Activities
5. Delivery of Health Messages during Outbreak
Response Immunization
6. Improving management of measles in the hospitals
◤ Risk Communication
to eliminate vaccine hesitancy

1. Broad dissemination of measles outbreak advisories,

guidelines for school-based immunization, and
guidelines for primary healthcare facilities.

2. Large-scale publicity campaigns on social media, TV

and radio involving credible personality (health
secretary) to increase confidence and trust to
vaccination.

Coordination with
Local Government
1. LGU cooperation is needed in conducting an intensified
community-based information campaigns to promote
measles immunization targeting children 6-59 months.

2. Establishment of LGU task force or measles outbreak

brigade headed by public officials for active case
management and community engagement.

Augmentation of Human
Resource for Health
1. Human resource for health is essential in spreading key health
messages.

2. Deployment of more Doctors and Nurses to the Barrios program

strengthens the promotion of immunization to those far-flung areas in
coordination and collaboration with the Local Government Units.

3. Utilization of Barangay Health Workers when public health

professionals are not available as to widen the scope of reach for
immunization promotion especially in distant and remote locations.

Expanding Program Coverage
thru Demand-Generating
Activities
▪ Accelerated immunization activities have had a major
impact on reducing measles deaths. During 2000– 2017,
measles vaccination prevented an estimated 21.1 million
deaths. Global measles deaths have decreased by 80%
from an estimated 545 000 in 2000* to 110 000 in 2017
(WHO, 2019)

Expanding Program Coverage
thru Demand-Generating
Activities
▪ Demand-generating activities include mother’s class,
barangay assembly and health forums/congress.

▪ These activities are great avenues to eliminate

perceived threat and convert it to perceived benefit thru
correct information. In such way, community will realize
the advantages of having their children vaccinated with
anti-measles vaccine.

Delivery of Health Messages during
Outbreak Response Immunization
▪ Integration of health promotion activities such as short
lectures, video presentation, dissemination of IEC
materials and behavior change communication before
outbreak immunization and routine immunization
activities.

Improving Management of Measles in
the Hospitals

▪ Orientation/Re-orientation of medical staff on the

hospital management of measles cases.
▪ Integration of health education about measles in
the out-patient department (eg. video showing,
lectures)
▪ Health education regarding infection control to the
folks and family of infected patients.
