1. Brief Description Of Work:
To establish safety guideline/method statement to carry out the excavation & civil works for laying
proposed jet fuel pipe line in HEJP Terminals (except road cross area near PLR), area as marked in
the drawings (ABE-670-PIP-GA-07-REV 2). The Construction work shall carry out by eliminating all
possible safety risks/hazards and confirm that installation is as per the project standards in HEJP
Terminals.
This method statement describes below works at HEJP Terminals for proposed Jet Fuel Pipeline.
1) Excavation for pipe trench
2) Backfilling with reinstatement works

5. Methodology
General:
1) Work permit shall be obtained from HEJP before starting any site activity.
2) Safety barricade shall be provided to warn others about possible hazards. Safety sign
boards also shall be displayed at works place.
3) Competent supervisor, Safety officer and Safety watcher shall be assigned for the site
activities.
4) Periodic Gas monitoring shall be ensured.
5) Safe access to the operational area shall be ensured.
6) Permanent bench mark & reference point shall be identified for cross verification of
levels/points.
7) QC inspections by all parties (ABE, ENOC and Trakhees) shall be carried out at
intermediate execution phases to ensure quality as per agreed QC standards.
8) Inward materials inspection & reporting shall be done as per approved ITP.
9) Proper material handling & stacking shall be ensured. Cranes will be used for unloading
the Precast Protection slab and other equipments.

1. Excavation for pipe trench
1) Excavation location to be identified and marked as per approved drawings( highlighted
in ABE-670-PIP-GA-07 REV 2)
2) All underground services will be rechecked in as built drawings and confirm with CAT
scanner before starting excavation.
3) Proper barricades and safety signage to be provided for excavation works.
4) Alternate access to be provided for operations as per HEJP requirements.
Road Crossing Area (Near Sampling Room)
5) Excavation trench at road cross area to be identified and marked.
6) Access will be closed for vehicle movement and temporary man crossing bridge made
by scaffolding materials shall be provided.
7) Proper barricades and safety signage to be provided for excavation works and diversion
8) Interlock shall be removed using crow bar and hand tools.
9) Removed interlocks shall be stored at designated area.
10) Existing Concrete to be removed using Electrical/ pneumatic Jack hammer.
11) All underground services shall be identified using CAT scanner before starting
excavation.
12) Shoring/benching/slope shall be provided below 1.2 mtr, which is applicable according
to the work area and excavation depth (details to be submitted prior to starting
shoring/benching/sloping)
13) The excavated soil to be kept at 1 mtr distance from excavation trench.
14) Confined space permit to be obtained after reaching 1 mtr depth of excavation.
15) After Completion of Excavation, trench will be inspected as per specification and
Approved ITP.
16) De-watering shall be arranged in-case of any ground water accumulation.
17) Pipe laying and Installations works shall be carried out as per approved Pipe line laying
MSRA.
Note: Excavation for the balance area & Road cross area (Near PLR) civil works amendment
will be submitted later
1) After lying of pipeline back filling and reinstatement work will start as follows. (MS RA
for Laying of pipeline will be submitted for approval separately.)
2) Survey works and setting out to be carried out on proposed RCC structures and survey
reports, as-built drawings to be submitted before starting backfilling.
3) Backfilling shall be carried out layer by layer and Compaction tests shall be taken as
per specifications and approved drawings.
4) Backfilling shall be done using Bobcat where ever possible.
5) U/G cable Duct to be provided for E & I cable laying works.
6) Compaction works shall be done using plate compactor.

7) Protection slab to be provided at Road crossing area as per approved drawings
(ABE‐670‐GEN‐SK‐36 Rev A).
8) Pre‐casted protection slab of size 2m x 1.5 m x .275 mm shall be shifted to site using
40’ trailer truck.
9) Pre‐casted protection slab shall be installed with the help of mobile crane.
10) Competent employees shall be deployed for activities.
11) Area of lifting will be properly barricaded.
12) Lifting plan will be submitted prior to lifting activity for Approval.
13) Existing gravel to be refilled after completion of Backfilling.
14) Interlock paving to be re‐instated at road crossing area after backfilling.
15) Base of kerbed stone to be concreted using Transit Mixer.
16) Interlock re‐instatement to be done as per procedure.

7. Safety Precautions:
1. All workforces will attend induction training provided by HEJP terminal safety department.
2. Conduct a tool box meeting for all personnel assigned to the job prior to start activity on
daily basis and will be ensured to make them aware about potential hazards involved
within the work area and relevant safety measures to be taken.
3. Conduct a task risk assessment meeting to access the hazards involved and control
measures to be taken prior to start of activity and assign a safety officer for the job. All
control measures will be according to RA.
4. Gas testing shall be done as per HEJP guidelines and will be recorded.

5. All personnel have necessary PPEs.
6. Trained persons will be deployed for the job.
7. Obtain work permit from Horizon terminal, prior to commencing any activity.
8. Accident reporting as per safety procedure will be ensured.
9. First aid box with medicine shall be kept at site.
10. Ensure that the existing facilities are not disturbed during the work.
11. Supervise all operations by experienced supervisor/ foreman.
12. All vehicles/ diesel equipment entering into the site should be fitted with spark arrester and
inspection to be done by HEJP prior to enter the site.
13. Daily housekeeping should be done at work site inside the terminal. Debris and other
construction material shall be carted away and dumped to approve dumping area as
required.
14. Midsummer break times and Ramadan timings stipulated by Dubai Government will be
followed
15. No spark tool will be used
16. Petrol operated engine vehicles and equipment are not allowed inside HEJP area
17. Adequate earthing to be provided to the generator
