MEMORANDUM OF AGREEMENT

KNOW ALL MEN BY THESE PRESENTS:

This Memorandum of Agreement is entered into by and between:
The SANTIAGO CITY POLICE OFFICE (SCPO), a government instrumentality duly
created pursuant to Republic Act No. 6975, known as “The Department of Interior and
Local Government Act of 1990”, as amended by Republic Act No. 8551, known as the
“PNP Reform and Reorganization Act of 1998”, with principal office address at Brgy.
Victory Norte, Santiago City represented by the City Director, PCOL JUAN RAMEL
AGGASID, referred to as the FIRST PARTY;
The SCPO CITY ADVISORY COUNCIL., is a PNP Multi-Sectoral Governance Council
(MSGC) established in furtherance of the institutionalization of the Performance
Governance System (PGS) in the PNP represented by its CHAIRPERSON Dr. GILDA C
OCTAVO, herein referred to as the SECOND PARTY;

WITNESSETH

That the First Party under the Philippine National Police (PNP), the country’s
primary law enforcement agency, shall be a highly capable, effective and credible police
organization by instituting reforms and programs towards a better place for the community
to live, work and do business;

That the First Party is tasked to enforce the laws, statutes, and orderliness relative
to the protection of lives and properties; maintain peace and order and take all necessary
steps to ensure public safety, investigate and prevent crimes; effect arrest of criminal
offenders, bring them to justice, and assist in their prosecution; and conduct search and
seizure in accordance with the constitution;

That the Second Party shall set forth the Award Categories, Criteria, Parameters,
and Guidelines in the process of selecting unit and individual awardees for the 1st
Santiago City Advisory Council Outstanding Police 2019;

That the Second Party shall act as the Evaluation and Selection Board who will
scrutinize the documents submitted by the individual/unit nominated;

That the Second Party shall recognize these efforts by giving an award to
outstanding SCPO Office/unit and SCPO personnel based on their exemplary and
exceptional achievements which have contributed significantly to the attainment of the
PNP Vision and Mission as stated above;

NOW THEREFORE, for and in consideration of the foregoing covenants, the Parties have
hereunto mutually agreed, sign this Memorandum of Agreement this ____ day of ____ at
SCPO Conference Room, Brgy. Victory Norte, Santiago City.

BEFORE ME, a Notary Public and in Santiago City personally appeared the above named
re[resentatives of the City Advisory Council and the Santiago City Police Office,
presenting to me their respective Community Tax Certificates, both known to me to be
the same persons who executed this Memorandum of Agreement acknowledgeing to me
that the same constitute their free act and voluntary deed.
