SPECIFICATION FOR
EARTHQUAKE RESISTANT DUCTILE IRON PIPE,
FITTINGS & ACCESSORIES

I. PRODUCTS

A. Earthquake Resistant Ductile Iron Pipe (ERDIP), Fittings and Accessories

1. Earthquake Resistant Ductile Iron Pipe (ERDIP) for Auxiliary Water Supply System
(AWSS) shall conform to ANSI/AWWA C151, Japan Water Works Association
(JWWA) G113. Ductile iron fittings shall conform to ANSI/AWWA C110 or JWWA
G114. Joint type of ductile iron pipes and fittings shall be Earthquake Resistant (ER)
type joint.

2. Wall thickness:

The wall thickness of ductile iron pipes and fittings will be as shown in Table No. 1.

3. Joint:

Earthquake Resistant (ER) pipes and fittings for pipe size 20-inch shall be supplied with
mechanical type joint. Fittings for pipe size 12-inch and 8-inch shall be push-on type
joint. The joint parameter for ER type joint shall each be class of ISO 16134
(Earthquake and subsidence resistant design of ductile iron pipelines) as shown in Table
No.2. Joint deflection angle shall perform at one (1) joint. Manufacturer’s Pull-out
resistant performance reports shall be submitted with the bid submittal.

Pipes and fittings with spigot ends shall be provided with two (2) socket penetration
lines (two white painted lines) from the manufacturer

4. Joint performance at field cut pipe:

Joint performance at field cut pipe shall have the same pull-out resistance performances
in accordance to Table 2. To make spigot projection, field welding shall not be allowed.

5. Mechanical Properties:

The mechanical properties of pipes and fittings shall be as shown in Table No. 3 below:

6. Tolerances on Dimensions:

The tolerance on wall thickness and length of pipes will conform to ANSI/AWWA C151,
JWWA G 113. The tolerance on wall thickness and length of fittings will conform to
ANSI/AWWA C110, ANSI/AWWA C153 or JWWA G 114.

7. Factory Hydrostatic Test Pressure

The hydrostatic works test pressure at manufacturing plant for pipes and fittings will be
as shown in Table No.4.

Contractor shall submit manufacturer’s past extra hydrostatic test experiment report and
video for one (1) 45 degree socket spigot bend, one (1) double socket tee, one (1) flanged
spigot, and one (1) flanged socket of 20 in ER joint type at the pressure shown in Table 5.

8. External Coating:

Pipes and fittings will be coated externally with zinc primer followed by synthetic resin
coating in accordance with ISO 8179 or JDPA Z 2009.
The synthetic resin paint used for finishing layer will conform to JWWA K 139 or
equivalent.

9. Internal Lining and Coating:

Pipes will be lined internally with cement mortar in accordance with ANSI/AWWA C104
or JWWA A 113. The cement will be Portland cement conforming to ASTM C150 or JIS
R 5210, or Portland fly-ash cement conforming to Class A or Class B of ASTM C150 or
JIS R 5213. The lining thickness will be as shown in Table No. 6.

The surface of the lining will be seal coated with asphaltic material conforming to
ANSI/AWWA C104 or acrylic resin conforming to JWWA A 113.

The inside surface of fittings will be coated with fusion-bonded epoxy coating material
conforming to ANSI/AWWA C116 or JWWA G 112.

10. Flanges:

Flanges will be of integral grooved face (GF) type and drilled conforming to
ASME/ANSI B16.5, Class 300. Groove of flange shall conform to JWWA G 114.

11. Bolts/Studs, Threaded Rods, & Nuts:

Bolts/studs and threaded rods shall be ASTM A 193 Class 2 Grade B8M (AISI 316).
Nuts shall be ASTM A 194 Grade 8M (AISI 316). Threads shall be coated with an anti-
seize compound to prevent galling. Stainless steel washers shall be provided and shall
meet the dimensional requirements of ASTM F 436.

12. (ER) Ductile Iron Pipe Accessories

a. Accessories for pipe size 8” and 12” push-on joints: Rubber gaskets and lock
ring centering rubbers shall be of synthetic rubber (SBR) conforming to the
performance requirements of ANSI/AWWA C111/A21.11 or JWWA K 156.
Lock rings and anti-deflection rings shall be of ductile iron and coated with
fusion-bonded epoxy. Set-bolts shall be of stainless steel.

b. Accessories for pipe size 20” mechanical joint: Rubber gaskets will be of
synthetic rubber (SBR) conforming to the performance requirements of
ANSI/AWWA C111/A21.11 or JWWA K 156. Glands shall be of ductile iron
and coated with synthetic resin. Lock rings shall be of ductile iron and coated
with fusion-bonded epoxy. Tee-head bolts and hexagon nuts shall be of stainless-
steel. Backup rings shall be of polyamide resin.

c. Accessories for flanged joint: Rubber gaskets for GF type flange will be of
synthetic rubber (SBR) conforming to the performance requirements of
ANSI/AWWA C111/A21.11 or JWWA K 156. Rubber gasket (type-1) for GF
type flange will be used for the joint to valve and blind flange. Rubber gasket
(type-2) for GF type flange will be used for the joint to existing pipeline.

d. Liner: Liners will be of ductile iron and coated with fusion-bonded epoxy. Bolts
for centering of liner will be of polyamide resin.

e. Spigot ring for cut pipe: Spigot ring for cut pipe will be composed of ring and
connecting piece. The ring and connecting piece will be of ductile iron and
coated with fusion-bonded epoxy

13. ERDIP manufacturer: Kubota Corporation, Tokyo, Japan, or approved equal.

B. Installation Tools

Kubota NS Jointing, Disassembling and Pipe Cutting Tool Kit (for 8” to 20”) by Kubota
or approved equal.

C. Submittals

1. Bidder shall submit the following information as specified above:

(a) Product Data

(b) Proof of Design Tests: Certified statements that proof-of-design tests


were performed and all requirements were successfully met.

(c) Affidavit of compliance attesting pipe, fittings and accessories were


provided in accordance with these specifications.

(d) Operation & Maintenance Data and Manuals

II. Quality Assurance

Inspection of the pipe, fittings and accessories shall be made by the City and County of
San Francisco or its representative after delivery. The equipment shall be subject to
rejection at any time on account of failure to meet any the specification requirements,
regardless of previous acceptance.

III. Shipping, Handling and Delivery

(a) All importing, shipping, handling, and delivery costs in addition to all import duties
and charges shall be the responsibility of the Bidder.

(b) All ERDIP, fittings, accessories, and installation tools (equipment) are to be delivered
in their original packing and in the original shipping container.

(c) The manufacturer’s suggested equipment storage shall be placed on the outside of the
shipping container when delivered to the San Francisco Public Utilities Commission
(SFPUC) Designated Representative.

(d) Delivery shall be F.O.B. destination, delivery to University Mound Reservoir located
at 800 Bacon Street, San Francisco, CA 94134. Delivery shall occur between the
hours of 8:00 a.m. and 2:00 p.m., Monday through Friday. Deliverer shall contact
Eugene Shu (415) 239-9384 or Thanh Nguyen (415) 550-4920 three (3) days in
advance of delivery.

IV. Inspection upon Delivery

Upon delivery ERDIP pipes, fittings, accessories and installation tools shall be inspected
or tested by the SFPUC, or its representative, for compliance with these Specifications.
Any ERDIP pipe, valve, fittings, accessories and installation tools found not to comply
will not be accepted until deficiencies are corrected by the Contractor at no cost to the
City. Failure by the SFPUC, or its representative, to inspect or witness tests at the
manufacturer’s plant shall not be construed as waiving inspection upon delivery or
testing.

V. Price

(a) Prices must be shown on the City’s Bid sheets, no other bid prices will be considered.

(b) Prices must be inclusive of all costs to the City.

(c) Prices must be exclusive of any sale tax.

(d) If there is a disparity in prices between the unit price and the extended price, the unit
price will prevail.

VI. Approved Equal

If an alternate is offered as an approved equal, Bidder must submit technical


specifications, cut sheets, and any other materials that will help to determine if Bidder’s
bid is acceptable. This information must be submitted with the bid.
