Country: The Kingdom Of Morocco

In 1945, after Indonesia declared its freedom, Indonesia claims all the regions around
Indonesia are theirs including the West Papua, but The Netherlands still claim that the West
Papua region is theirs. Ever since 1962, Indonesia has been trying to merge the West Papua
region with a movement called Operation Trikora. In this case, Indonesia succeed. The
Netherlands flag in Papua was officially lowered and replaced with the Red and White flag as
sign of the beginning de jure Indonesia rule over the land of Papua under UN supervision.
The Netherlands signed the New York Agreement and The West Papua region is handed and
controlled by the United Nations and being transferred to Indonesia a year after. Papua got
"special autonomy" from the central government but not well received by Papuans and cause
underdeveloped life in Papua. The optimization development of social infrastructure are not
fully optimized, especially education, health, lack of empowering the people's economy and
the low involvement of indigenous West Papuan economic actor.1 in August 2019, the crisis
in West Papua is compounded due to the lack of tolerance among nations which has made
West Papua a minority causing riots and violating several human rights.
according to five memoranda of understanding, The Morroco and Indonesia are important
partners and The Morroco are Indonesia’s main trading partner in the North Africa region. 2
The Morroco and Indonesia encourage peace and stability in each region in the world. As we
can see on the universal declaration of human rights section 2 - 5, the crisis in West Papua are
dominated by human rights issue. As a country that have similarities, such as countries with
Muslim majorities. The Morroco praised Indonesia as a strong democratic country. Morroco
pointed out that these two countries are facing the same challenges of separatism and
terrorism.
as a country that has the same variety of opinions and views by overcoming various regional
and international problems3 we attach importance to solve this issue in diplomatic way by

seeing all perspective members of United Nation to ease the tensions between West Papua
and Indonesia. And the kingdom of Morocco willing to become mediator for the problem.

With this regard, the Kingdom of Morocco measures and propose these following actions to
solve this issue:
1. Crisis in West Papuan region has been going for long times and has not been
seriously resolve therefore delegates of morocco suggest to promote Sustainable
Development Goals 16 seriously as we can see to Advances in ending violence,
promoting the rule of law, strengthening institutions and increasing access to justice
are uneven and continue to deprive millions of their security, rights, and opportunities
and undermine the delivery of public services and broader economic development and
use that as an approach for solving the problem.

2. according to United Nations Human Rights experts, the Government of Indonesia


needs to push for the protection of the rights of activists who advocate for more
freedom and allow access to information and the internet in West Papua and
Indonesia must bring United Nations Human Rights Council ( UNHRC ) to solve
violations of human rights in West Papua

3. "put your shoes in their shoes" means that the Indonesian central government
must imagine in a situation or situation indigenous Papua, to understand or
empathize with their perspectives, opinions or point of view. West Papua is divided
into 7 regions and each region has various tribes where there are tribal chiefs, so we
suggest that the central government gather all tribal leaders throughout West Papua to
resolve the crisis because the Papua problem is not only a problem for some of
Papuan but the entire indigenous Papua under the auspices of the Chieftains
