Dear Jan,

As a follow-up to our recent phone conversation, we will be scheduling a meeting with all the stakeholders
to resolve the issues you describe below.  We will send you a few proposed times and dates for next week.

Please note that we are under a “notice of violation” order from CRMC (see attachments) and will need to
restore the area to its pre-existing condition until such time that we can finalize a plan that will work for
everyone.  Once achieved we can submit the plan for approval.

Sincerely,
Bob

Chuck: please note.  I was somewhat surprised the other day by the articles, one of which quoted
you, about the efforts of Representatives Edwards and Canario to protect the imperiled rights of
their constituents to make use a piece of the Tiverton waterfront, next to the Nanaquaket Road
bridge.  The representatives apparently did not think it worthwhile to reach out to the Town, which
has been struggling for years to address frequent complaints from their other constituents about
this particular spot being trashed on a regular basis by the people who make use of this state-
owned and state-promoted public access/fishing area in a manner that is well beyond any
constitutional entitlements and shows a lack of care for the facility, neighbors and the Town that is
very problematic and not infrequently disgusting.  I should add that not all users are to be blamed
for this conduct; to the contrary, some users, primarily local fishermen, are equally appalled by it
and concerned about how it will affect them.

The Town supported an earlier effort to improve this area that would presumably reduce negative
impacts, improve storm water management in a sensitive area where it is needed, and have
approvals from both CRMC and DEM (so as to protect public access and fishing, as well as
environmental resources).  I wonder whether the Representatives have any knowledge of that
effort and its history.  If so, I wonder what their ideas are about dealing with the trash,
parking/traffic, and public health and safety issues (from trash, human waste and small children in
the road).  Since they have apparently communicated with DOT about all of this, could you please
let me know what the plan is, both short-term and longer term, so I can update our Town Council as
well as the residents calling and emailing us every day?

The Town is willing to work with DOT and DEM to bring the trash and safety issues under control.
We have neither the authority nor the resources, however, to manage this area on a day to day
basis by ourselves.

Your assistance, and that of your Director, would be much appreciated.

Recently large groups have been congregating at the base of Nanaquaket Bridge. You can see the
resultant trash this morning - I believe the trash is under a sign that says "carry in carry out". If this
is now a public park what is the Town and Rep. Edwards going to do about providing public facilities
& cleaning the trash. Also, don't we have an open container law? You can see a Coors Lite box in the
picture. This recent party picture is from yesterday afternoon. The Town & the State need to
address this issue, thank you, Liz Colbert
