Job Summary

air navigation service (ANS).
NAV CANADA co-ordinates the safe and efficient movement of aircraft in Canadian domestic airspace
and international airspace assigned to Canadian control. Through its coast to coast to coast operations,
NAV CANADA provides air traffic control, flight information, weather briefings, aeronautical information,
airport advisory services, and electronic aids to navigation.
NAV CANADA Headquarters are located in Ottawa, ON at 77 Metcalf Street, PO Box 3411 Stn D. ANS
facilities include seven area control centres and 41 control towers. The Company also operates 55 flight
service stations and seven flight information centres. These facilities are supported by a network of over
1,000 ground-based aids to navigation located across the country.

We are currently seeking two full time experienced terminal rated IFR Air Traffic Controllers for two
positions within the Vancouver Area Control Centre (ACC) located at 7421 135th Street, Surrey, BC. The
Vancouver ACC has some of the most complex and busiest Specialties in the country. In the ACC you
will find IFR controllers directing and controlling aircraft to make sure every movement in these high-
density locations occurs safely and efficiently.

Job Description

Main Duties

Air traffic controllers perform some or all of the following duties:

 Control flow of air traffic within assigned airspace using radar monitors, radio and other
communication equipment and visual references
 Parallel Runway Arrivals and departures control, vector aircraft to final approach to the runway in
use
 Maintain radio and telephone contact with adjacent control towers, enroute controllers and other
area control centres, and co-ordinate movement of aircraft into adjoining areas
 Oversees entire specialty airspace operation, including coordination of runway changes, and
spacing requirements within the region.
 Coordinates sequencing of VFR aircraft onto final, routing of departing VFR aircraft, VFR- VFR
separation, and separation from IFR aircraft in the vicinity of the specialty.

Requirements:

 Completion of secondary school


 Must hold a valid IFR Air Traffic Controllers license
 IFR controller experience in a complex terminal environment.
 The successful candidate must meet the security requirements of the position and be legally able
to work in Canada.

Salary Ranges:

Annual salary range: $103,157 to $151,255 (equivalent hourly wage range: $58.15- $85.26)

Once qualified in the Specialty, you will be entitled to an annual ATC Premium level 3, which is an
additional $24,424.00 annually

Job Description Summary

The Flight Validation Analyst is responsible for the daily processing, tracking and quality control of
validated flight records and data for the purposes of invoicing of NAV CANADA customers. This activity
involves the identification, analysis and resolution of complex flight and billing related data problems
(including the flight identification / unknown customer identification). In addition, the Flight Validation
Analyst performs quality control of data production for statistical analysis, forecasting, and corporate
performance measurement purposes.

Key Accountabilities:

 Analyze, investigate and resolve complex flight data problems / anomalies including researching
flight related data (radar, flight plans, pilot communication messages, air traffic control and FSS
data); provide a focal point of contact for the resolution of flight data issues and problems
frequently involving complex or sensitive aircraft movement with external stakeholders e.g.
Officials of National Defense, Statistics Canada, Transport Canada, Canada Customs
 Review / validate and process flight data sets to ensure successful collection of all expected files
based upon defined business rules
 Submit and / or enter flight data set changes to the system
 Review and correct extracted messages or elements when the automated process has identified
NCAMS messages or elements as invalid (NCAMS, Military, CARS and FSS)
 Monitor flight data process to ensure that the collectors and processors are working as expected,
review reports to ensure activity levels are within normal ranges, identify trends for errors and
anomalies using experience and day to day reporting and analysis
 Correct, validate and input message data based upon defined business rules including the
standardization of messages from non-standard formats such as fax, Excel, etc.
 Correct identified data elements requiring manual intervention and flag differences or
discrepancies
 Assess flight and billing records to identify problems and prioritize investigation to resolve various
problems including errors, omissions and duplicates
 Review and correct derived flight elements based upon predefined activities and business rules
 Monitor, review and validate flight events in the Work Bench which cannot be processed without
manual intervention including applying correction override to flight data where required
 Enter data for flight and billing
 Ensure the timely execution of data backup and archiving functions
 Assist and Perform UAT on system changes and analyze results of test suites to identify errors in
system processing or manual intervention; report findings to SME
 Participate in data root-cause analysis and provide recommendations
 Inform the manager on technical data flow and system administrative issues
 Recommend updates and maintain checklists and procedures for system monitoring, referring
issues to the manager or FBS Specialist where appropriate
 Provide expertise on data production and issues, recommend enhancements to the manager
 Assist in the testing and implementation of business systems changes and enhancements
 Participate in the documentation of system policies, processes, procedures and guidelines
 Participate in applicable training
 Provide guidance on flight data to RPA colleagues and NAV CANADA internal employees.
Provide on-the-job training and peer to peer reviews to other Flight Validation Analysts

Education/Occupational Certification:

 A secondary school diploma or an acceptable combination of education, training and/or


experience.
 Post-Secondary Education would be considered an asset.

Experience:

 Experience in analyzing, investigating and resolving issues.


 Experience with billing records management and using information database systems
 Experience working with automated systems and desktop PC’s.
 Experience in the processing of aviation related information would be considered an asset.

Knowledge:

 Strong knowledge of NAV CANADA New Flight Billing System, Practices, Methods, and Charges
 Technical (aviation) knowledge
 Operational knowledge of NAV CANADA New Flight Billing System including methods, charging
structure and inter-relationships between Billing Divisions and other Departmental Divisions;
knowledge of Divisional programs
 Strong knowledge of the many flight planning and adaptation processes and procedures
(including flight itineraries) and related methods / techniques for coding / decoding messages as
well as flight monitoring processes and messages (such as radar, ADS-B and a wide variety of
other position reports)
 Working knowledge of NAV CANADA objectives, organization and operating environment, and its
inter-relationship with internal / external clients and stakeholders, relevant legislation, policies and
practices, and the organization of ATS, Finance and RPA
 Knowledge of ICAO standards concerning Air Carriers, Aerodromes and Aircraft Codes
 Working knowledge of Canadian ANS operations, including roles, services, procedures, data
generation, data interfaces of NAV CANADA and its Flight Service Stations, Area Control
Centers, Flight Information Centers and Control Towers

Abilities:

 Ability with regards to computer skills, including excellent word processing capabilities,
proficiency with e-mail and internet applications, complex database applications; experience
using systems such as NAV CANADA Flight Billing System
 Proven ability to work in complex frameworks, analyze and prioritize elevated levels of
information and convert ideas and objectives into actions. Ability to support the preparation of
detailed reports, business intelligence, and data analysis where required
 Ability to research, analyze, evaluate and process flight information on a timely manner

completing training, tower controllers work at one of 40 airports across Canada.
