“e” Procurement Notice for Civil Works.

Executive Engineer, M.I.Division, Ganjam No-I, Berhampur on behalf of Governor of Odisha

invites Percentage Rate Tender through e-procurement for Civil Works. The bid should be
submitted on-line in the website www.tendersodisha.gov.in by eligible class of contractors of
Government of Odisha or of equivalent class of other State Government / Railways/ CPWD/ MES.
The bidders should have the necessary portal enrolment (with his own Digital Signature
Certificate) of class-II or class-III. The registered bidders of outside Odisha can also participate in
this process, after necessary portal Enrolment but shall have to subsequently undergo registration
with the appropriate authority of the State Government before signing of the agreement.
Name of the work: As per annexure.

1. Class of Contractor
i) Estimated cost more than : B & A Class (of Odisha PWD) or equivalent class of other
Rs.40.00 lakh & upto license issuing authorities.
Rs.1.50 Crore.

ii) Estimated cost more than : C & B Class (of Odisha PWD) or equivalent class of other
Rs.20.00 lakh & upto license issuing authorities.
Rs.40.00 lakh

iii)Estimated cost upto : D & C Class (of Odisha PWD) or equivalent class of other
Rs.20.00 lakh license issuing authorities.

2. Time for completion : As per Annexure (Column No-7)

3. E.M.D. required : The bidder shall transfer online the earnest money deposit /
bid security of the amount specified for the work in the
Annexure Col-4 as parts of bid through a process as
mentioned under DTCN.
Tenderers desire to hire machineries or equipment from
outside the state are required to furnish 2% of the amount
put to tender as bid security.

4. Cost of Tender Paper : The bidder shall transfer online the cost of bid document
amount specified for the work in Annexure (Column No-5)
through a process as mentioned under DTCN.

7. Bid documents consisting of qualification information and eligibility criteria of bidders, the
schedule of quantities of estimate of the various classes of works are available in web site
www.tendersodisha.gov.in from 03-4-2018 to 12-4-2018 up to 17.00 Hours. The set of terms
and conditions are also available in the web site till last date of submission of Bid.
8. The Bid for the work shall remain open for acceptance for a period of ninety days from the last
date of receipt of Bids. If any Bidder / Tenderer withdraws his Bid/Tender before the said period
or makes any modification in the terms and conditions of the Bid, the said earnest money shall
stand forfeited. Conditional Bid is subject to forfeiture of E.M.D.
9. Exemption of E.M.D.
To avail the exemption of EMD, the intending Engineering Contractor should have to furnish an
affidavit to the effect that he has not been awarded works maximum up to 3 Nos. during the
current financial year along with the tender paper. The successful Engineering Contractor shall
have to submit the original registration License before drawl of agreement for making necessary
entry in it towards EMD exemption failing which his tender will be cancelled and the registration
authority will be moved for taking penal action against him.
10. Additional Performance Security shall be obtained from the bidder when the bid amount is less
than estimated cost put to tender. In such an event, only the successful bidder who has quoted
less bid price/rates than the estimated cost put to tender shall have to furnish the exact amount
of differential cost i.e. estimated cost put to tender minus the quoted amount as Additional
Performance Security (APS) in shape of Demand Draft/Term Deposit Receipt pledged in favour of
the Executive Engineer, M.I. Division Ganjam-I, Berhampur within seven days, otherwise the bid
shall be cancelled and the security deposit shall be forfeited. Further, proceeding for blacklisting
shall be initiated against bidder.
11. No Engineer of Gazetted rank or other Gazetted officer employed in Engineering or
Administrative duties in an Engineering Department of the State Government is allowed to work
as a Contractor for a period of two years after his retirement from Government Service, without
Government permission.

13. No relation certificate in shape of affidavit, clear scanned copy of original valid license, GST
Registration Certificate, PAN, Affidavit regarding authenticity of document, Affidavit to avail
price preference in case of SC/ ST Contractors, should be uploaded along with the Bid document.

14. Scanned clear copies should be uploaded. Non-legible copies of Documents may be liable for
rejection.

15. No Extension of Time will be allowed. Penalty will be imposed as per Agreement Conditions if the
work is not completed within the stipulated period / not in proportion to the work programme.
16. The intending bidders are to quote the rate without GST while tendering online. The GST will be
paid extra on the value of work executed as applicable on works contracts at the time of
payment of bills.
17. The successful tenderer shall have to produce original registration certificate, GST Registration
Certificate, PAN and Affidavit regarding authenticity for verification before drawl of agreement.
18. Quality control tests as per specification for all items of the work executed will be taken in
nearby Government Quality Control Laboratories of Minor / Medium / Major Irrigation
Organisation. It is binding on successful bidder to extend all necessary support in getting the
tests done till completion of the work in all respect at his own cost.
19. Successful tenderer will be intimated for executing agreement.
20. The single tender received shall be cancelled without opening the bid in 1st call.
21. Government of Odisha Works Deptt. Office memorandum No. 12366 dtd. 08.11.2013 should be
followed scrupulously while tendering.
22. If the office happens to be closed on the date of opening of the bids as specified, the bids will be
opened on the next working day subsequently at the same time and venue.
23. Any modifications/additions to the above notice will be available in the portal
www.tendersorissa.gov.in
24 Agreement will be drawn / Works will be taken up as per the availability of Funds.
25 The Authority will not be held responsible for any technical snag or network failure during online
bidding.
26. If required the lottery process will be held in the office chamber of Executive Engineer, M.I.
Division Ganjam-I, Berhampur on dtd. 18-4-2018 at 10.30 A.M. as per codal procedure. Any
change in date of transparent lottery will be available in the notice board of office of Executive
Engineer, M.I. Division Ganjam-I, Berhampur.
27. Authority reserves the rights to reject any or all the tenders without assigning any reasons
thereof.
