SPECIAL POWER OF ATTORNEY

KNOW ALL MEN BY THESE PRESENTS:

I, VILLAMOR AQUINO, of legal age, Filipino, married to OFELIA

BIEN, and a resident of Linao, Tuguegarao City, Cagayan, do hereby
name, constitute, and appoint my son, EDUARDO B. AQUINO, to be my
true and lawful attorney-in-fact, to act in my name, place and stead, as if I
were personally present and do the following acts and things:

1. To apply for the installation and/or connection of electrical facilities

with the CAGELCO, for his house which is erected within the
parcel of land under the Transfer Certificate of Title No. T-139176
registered under my name;

2. With full power to do and perform on my behalf, any act and deed
which I could legally do and perform, to execute and sign, on my
behalf, any and all documents, affidavits, deeds, applications,
certifications necessarily connected to the above case and as may
be required by law and rules of procedure;

3. Such other matters as may aid in the prompt disposition of the said
action;

HEREBY GIVING AND GRANTING unto my said attorney-in-fact

full power and authority to do and perform any and every act, and
thing whatsoever requisite and necessary to be done in and about the
premises, as fully to all intents and purposes as I might or could
lawfully do if personally present and HEREBY RATIFYING AND
CONFIRMING all that my said attorney-in-fact shall lawfully do
or cause to be done by virtue of these presents.
