RE: Hostile Work Environment

Dear Governor Cuomo,

Due to an ongoing hostile work environment, I hereby request that you address and
resolve this matter.

Please be aware, Since the first day Lieutenant Suarez was hired at the City University of
New York, York College Work Unit, Lt. Suarez has been nothing but belligerent towards Civil
Service employees who have served CUNY for more than 20 years of service. Lt. Suarez has
conducted himself with total Conduct Unbecoming of an Officer/Manager who according to the
Operational Guideline is supposed to be held at a high standard. Unfortunately, that has not
been the outcome.

After obtaining permission to speak about certain employees, I have discovered that Lt.
Suarez abused his subordinates and I have aided them in filing EEOC cases against CUNY.
First, sadly, CSA Kenny Ross lost his Step-Father early this year. Upon request for time off
during the funeral and burial process, CSA Ross requested time off and Lt. Suarez responded
rudely and stated "why do you need time off for? you were not close. He is not your
biological Father." Second, Lt. Suarez threatened CSA Medvec, a female, over 65 years of age,
a senior citizen, stating "if you take one more sick day I will terminate you. You should quit
and reapply for your position in a part time status." Third, Lt. Suarez demanded to obtain
medical records from CSA Bhoop Singh regarding his daughter to justify his emergency medical
absence. Lt. Suarez became abusive and yelled obscenity at CSA Singh and called him a Liar
despite Ms. Johnson, HR Director who stated "Lieutenant Suarez is not allowed to have a
copy of my documentation and he is only allowed to verify whether or not the documentation
was sufficient to excuse my absence". Clearly, Lt. Suarez has created a hostile work
environment for the entire staff especially Civil Service employees with 20 or more years of
service. Lt. Suarez needs to be ordered by Upper management to cease and desist from his
current attitude and abusive manner he is treating the staff. I am concerned about employee
safety and future workplace violence that may take place should this belligerent attitude go
unchecked. It is evident to note that CUNY should not be in the business of hiring a BULLY
in uniform to do their dirty work.
In closing, due to an ongoing hostile work environment, I hereby request that you
address and resolve this matter. Thank you for your cooperation. Please respond to me in
writing within 30 calendar day.
