In the year 1968, the Central Bureau of Correctional Services, Government of


India,conceived a scheme for establishing a Jail Officers Training Institute for imparting
training to prison and correctional officers in the southern zone and the same was
communicated vide No.1/6/68-Tech dated 03.04.1969 to the four southern states, i.e.,
Andhra Pradesh (erstwhile), Karnataka, Kerala, and Tamil Nadu. The draft scheme was
placed in the Southern Zonal Council Meeting held at Bangalore in January, 1970 and the
proposal was accepted by all the four states. It was further discussed in the meeting of
Central Advisory Board on Correctional Services held at New Delhi on 14.03.1970 and it
was decided to constitute a Sub-Committee of Central Advisory Board with Inspectors
General of Prisons of four Southern States to work out the operational aspects of the
proposed institute. This sub-committee held a meeting at Trivandrum on 06.03.1972 and
authorized the Inspectors General of Prisons of Andhra Pradesh and Tamil Nadu to
decide on the location. Subsequently the Inspectors General of Andhra Pradesh and
Tamil Nadu met at Madras on 12.10.1972 and decided to locate the institute at Vellore.
The Chief Secretaries Conference held in April 1979 in New Delhi, under the
Chairmanship of the then Home Minister, also gave countenance for this proposal with
full assistance and support from the Government of India. Subsequently the 'Regional
Institute of Correctional Administration' was formally inaugurated on 01.10.1979. Later, in
the year 2009, the institute was renamed as 'Academy of Prisons and Correctional
Administration.'

Senior Officers' Hostel
A Senior Officers' Hostel with 16 bath-attached single
rooms and 4 A/C double rooms, which are suitably
furnished, is available at the Academy. Senior officers
and those who come for special courses are
accommodated here.

Trainee Officers' Hostel


For the accommodation of the regular trainee officers
of APCA, a well furnished hostel with 17 single rooms
and 10 double rooms are maintained. Facilities like
table tennis, TV etc. are arranged in the hostel block
for recreational purpose of the trainee officers.

Guest House
APCA has a well-furnished and maintained Guest
House with 2 A.C. Suites and four A/C Rooms. There
is lounge as well as a dining hall inside the Guest
House.

APCA Mess
APCA officers Mess provide the officers with Indian cuisine. Healthy, Low Calorie, Fresh, Low-
Sugar, No-Sugar, Natural, Vegetarian and Non-Vegetarian Food is served through the Mess. All
care is taken to serve food with hygiene. The south Indian dishes served are based on rotation
and every month statewise food is served on a particular day. The Warden (Faculty in charge of
Mess) round the clock supervises the Menu prepared and takes utmost care to avoid health
problems caused due to food. The mess also serves food on payment to the guest who stays in
the Guest of houses of APCA.
Dispensary
A computer lab with 17 computers are A well equipped dispensary with necessary stock of medicines and medical equipments is
available at the academy. A full-time staff nurse is appointed to attend to the immediate medical

The Academy publishes a quarterly newsletter titled 'APCA NEWS' in order to disseminate
information about its activities. The R&D wing is entrusted with work of preparation of the
manuscript and printing related works. The newsletter is being sent to all prisons of southern
states, all states/UT prison headquarters, Ministry of Home Affairs, NHRC, BPR&D, etc.

Sri. V.S.Raja, M.A., formerly Addl. Inspector General of


Prisons, Karnataka, joined as Director of APCA on
31.10.2016, afternoon. He has 32 years of outstanding
service in prisons and correctional services of Karnataka
state. After obtaining Master of Arts in Sociology from
Bangalore University, he has joined Karnataka Prisons
Service as Assistant Superintendent in 1983. A
distinguished alumnus of APCA, he was the best-all-
rounder and best-in-subject medal winner in the 6th batch
of one-year basic course at the Academy in 1985. Our desire for a clean environment represents a powerful sense of destiny and hope for the
future. The staff deserves safe spaces on the campus and it is our responsibility to keep it clean

Correctional Administration, he was decorated with the 'President's Correctional Services
Medal for Meritorious Service' in the year 2007 and the precious 'President's Correctional
Medal for Distinguished Service' in 2013. The Academy has selected him for the prestigious
KLN Reddy Memorial Award in 2012 for his praiseworthy contributions to the betterment and
advancement of Prison and Correctional Administration of the country.
