The Purpose of the Proposal is Review quarterly health and safety information as an indicator of the

trends.
Executive Summary The health and safety indicator report has a number of leading and

Environment Committee and will be provided to BARC twice a year.

The following are specific trends of note in the attached report:


• The number of regulatory reportable incidents and regulatory on-site
visits have increased over the last several years. The increase is
primarily a result of changes to reporting criteria from multiple
regulators.
• There has been an increase in bike thefts in the reporting period.
UAPS have increased patrols in targeted areas.
• Cannabis legislation came into effect in Q4 2018 but has not had a
significant impact on security response issues.

Legislative Compliance and Risk Management Policy: The University will accept and manage risk in
jurisdiction support of the University achieving its vision, mission and strategic
priorities. In doing so it will protect both the University community and its
assets and will maintain a proactive, long term and sustainable
enterprise-wide risk management strategy as summarized in the Risk
Management Framework and supported by the Risk Tolerance
Statement, which is applied at the institutional level

University’s Environment, Health and Safety Policy: Individuals


involved in conducting University affairs will integrate responsible health,
safety and environmental practices into their activities according to all
applicable legislation and University policies and procedures. The
University will create procedures that meet applicable legislation and
best practices; the University community must abide by these
procedures.

Health and Safety Indicator Report
to the Board Audit and Risk Committee
For the period April 1 to June 30, 2019
Prepared September 2019
Introduction
This is a quarterly health and safety report produced by Risk Management Services. The purpose of this
report is to identify trends for the Board Audit and Risk Committee.

Definitions
Announced EHS Inspections: inspections of hazardous (predominantly laboratory) spaces that are
scheduled in advance with the space owner. The inspection includes a variety of regulatory and hazard
based criteria.

Assault: includes Common (those without significant injury), Sexual, and Assaulting a Peace Officer.

Gaming Liquor and Cannabis: dealings under the Gaming Liquor and Cannabis Act, such as public
intoxication, open liquor, minor possess liquor/cannabis, improper transport of liquor/cannabis (e.g.
open liquor/cannabis in vehicle).

Incident Report Participation Rate: a measure of the quarterly usage of the EHS “Report an Incident”
form compared to the quarterly baseline established in 2016.

Lost Time Claim: Workers’ Compensation Board (WCB) claim for work related injuries where individual
is unable to return to the next scheduled work shift. Does not include the day of the incident.

Lost Time Injury Frequency: lost time injuries reported (as per WCB legislation) per 100 workers.

Medical Aid Claim: WCB claim for work related injuries where medical treatment provided is by medical
staff.

Mental Health Calls for Service: includes persons who have attempted or threatened self-harm or
appear to be experiencing or have admitted mental health issues responded to by Protective Services.

Mischief: intentional damage or intent to damage property.


No Lost Time/Modified Work Claims: WCB claim for work related injuries where there is a component of
modified duties, but no lost time.

Regulatory Reportable Incident: incidents that have a legislated requirement to report to a municipal,
provincial or federal regulator.

Regulator Onsite Visits: an individual occurrence where a municipal, provincial or federal regulator
physically attends a U of A location.

Robbery: a theft or attempted theft by way of using or threatening the use of force.

Total Reportable Injury Frequency: all injuries reported (as per WCB legislation) per 100 workers,
including Lost Time, Medical Aid and No Lost Time/Modified Duty Claims.
