Our goal is maintain the current level of freedom of choice related to sexuality in the legal framework, particularly avoiding the
criminalisation of GSD and fornication in the Penal Code and prevent criminalisation of GSD in Sexual Violence Draft Bill by 2020. To
do that we need tp get support from our allies in national and raising awareness in international. International support is very needed,
Because it is related to the implementation of the achievement of 2 UPR recommendations and preventing the criminalization of GSD
which can have an impact on the achievement of SDGs. The allied countries that are the target of advocacy are representation from
the Equal Rights Coalition especially those which we are working with closely which enable RHRN Indonesia to meet with the embassy.
It is important to hold a meeting scheduled for the impact of SGD if there is criminalization of GSD. In every focused meeting /
discussion involving stakeholders both nationally and internationally, it is important to prepare evidence based advocacy as a position
paper.

Compared to the LTOs in 2018, the new LTOs has no significant change in terms of the stakeholders that we aim in our advocacy
efforts. We try to address and counter the attempts to criminalise GSD and fornification which is being proposed by the opposition.
Based on the context analysis, as of August 2018, Ministry of Justice and Human Rights and House of Representative are currently
pending the Penal Code revision on Fornication, Samen Leven, and Same-Sex Sexual Activity. RHRN Indonesia has been actively
working with civil alliance to advocate the stakeholders such as House of Representative/Parliments ( Commission III, Commission IX),
Goverment of Indonesia. For Government, our focus in 2019 engagement are Ministry of Law and Human Rights (Kemenkumham),
National Commission on Human Rights (Komnas HAM), National Commission on Violence Against Women (Komnas Perempuan).
These three institutions are institutions that oversee the two regulations which are RHRN priorities. For Penal Code Revision,
kemenkumham is the party that submits the draft to the National Legislation Program (Prolegnas). Komnas Perempuan has a role in
helping civil society to submit position papers to the government and parliament as evidence based advocacy. Besides that, Komnas
Perempuan is also the party who submitted the SV draft bill. We believe our goal is mutual, helping Komnas Perempuan to push
government to pass SV draft bill will paralel to our goal to prevent criminalization toward GSD. For now, anti sexual violence bill draft
(our opposition) have tried to propose to criminalize GSD . We need to keep in touch with Komnas HAM, related to implementation of
UPR Recommendation and Ministry of National Development Planning (Bappenas) and Ministry of Foreign Affair (Kemenlu) to smooth
the way to get international support. Therefore on 2019-2020, our LTO will be focus to block these attempt in Penal Code Revision and
Sexual Violence draft bill because both of drafts are the 2015-2019 National Legislation Program (Prolegnas) which is prioritized.

To reach LTO1 main goal we need to mainstreaming SOGIESC in the both of prioritized regulations by making effort to consolidate
with allies, making training to fellow GSD to helo them to get self acceptance. All of that is needed to expanding the network then gain
public support. Because the more people who are exposed to knowing about SOGIESC, the more likely it is to raise public support. So
we need to identified, involving all the champions. Encourage the birth of multi-stakeholder coordination forums involving elements of
government, civil society, knowledge institutions, community leaders, the media, and the private sector to discuss the issue of gender
and sexuality. Multistakeholder coordination forums provide related thematic dialogue spaces at regular intervals. Our advocacy will be
in two ways, first evidance based advocacy, proof that we will bring to national government and international; second,civil advocacy in
the term to creating positive image about SOGIESC to raise positive feedback from societies.

For LTO 2, MoH will still be our main advocacy target as it was in 2018 but for 2019 we add BPJS (Social Administration Insurance
Body) as the advocacy target since after the implementation of JKN (National Health Scheme) those two bodies are the key
stakeholders to ensure contraception services in Indonesia. By 2018, RHRN has been working closely with network and strategic
partners to reject various negative policies related to contraceptive services, such as in Penal Code and in the practice of providing
information and services from other midwives and health providers. RHRN will focus on mainstreaming the principle of comprehensive
and non-discrimination in services by integrating information on BPJS that allows services to access contraception through the
mechanism of universal health coverage. Based on the context analysis, the main entry points will be working with the Midwife
association and the role of other health practitioners and young people advocacy in accessing contraceptive provisions for all

As context setting in Indonesia, the efforts of CSE formal and informal are different. CSE in formal education need to ensure GoI
commitment on policy and pilot implementation, also to ensure GoI has teacher forum development for CSE in school. But CSE in
informal education, many efforts by NGOs (such as RHRN) and GoI (BKKBN) have been done in community. Our effort will be on
mapping existing community programmes which appropriate as entry point for CSE out of school.

In the previous year, LTO 3 encouraged the implementation of CSE at the formal setting in school. The GoI (MoH, MoNE, and MoRA)
has formed CSE that is integrated with other subjects for elementary, middle, and high school levels. CSE in school is made based on
the ITGSE adopted to the culture system in Indonesia and the existing Core Competencies and Basic Competencies of existing subjects,
so that the CSE can be more easily conveyed by the teachers in the classroom. This long process produces a training module for
teachers that will be implemented nationally throughout the school. At the end of 2018, UNFPA with MoNE and MoH have trained
Master of Trainer, National Master Trainers referred to by GoI are certified teachers who are nationally accredited to ensure trainers are
part of the government system for CSE expansion at the local level. But the GoI designed the master teacher training for education
with the cooperation of many parties not involved yet the Papua teacher network, RHRN will take part in this process through support
FRIP who have teacher network in Papua. We are going to include broader interventions on influencing the guidance and expands the
effort of GoI to implement CSE in school to Papua. Papua teacher forum will have refreshment training with new module of GoI and get
certified by GoI as local trainer.

In 2018, we held Millennial Youth Pledge and bring in youth champions to met broader youth and expert in greater Jakarta. After Youth
Pledge 2018, we will involve youth champion to push MoNE, MoH, and MoRA on effort of CSE implementation legal protection
through GoI Endorsement of Agreement. So GoI will meet youth champion to see importance/urgency of legal protection to ensure the
implementation of CSE in local area.

In 2019, RHRN will collaborate on establish National CSEs Best Practice forum with the E4A and GUSO programs which also have a
mission to gather best practices in CSE advocacy. We will exchange learning from the piloting process that is mostly carried out in the
area along with the local government by Rutgers can be used as a basis for strengthening the capacity of CSE educators. One that can

be used as a reference is the longitudinal research conducted by Rutgers on the results of CSE education in schools, especially for the
method of implementation (included in the special subjects or integrated in existing subjects). In the past 2018, there was regional
meeting in Bangkok on ITGSE conference which involve govt. of Indonesia representative and NGOs, we will involve the champion of
Bangkok regional meeting in the national forum and meet local best practices. Based on the situation analysis, RHRN is expected to be
able to multiply informal CSE models outside of school. In addition, the RHRN will establish stronger coordination between DGs who
are responsible for teachers, namely the Director General of Teachers and Education Personnel and students in the Directorate General
of Primary and Secondary Education in the Ministry of Education and Culture.

There is no significant different with 2018 operational plan, but for 2019 we add the national collaboration before going to the
international and regional advocacy spaces. From our experience, working solely on the international advocacy spaces without
strengthening the national allies will make the advocacy result in Regional and International level are difficult to be monitor. On skill
and knowledge, RHRN Indonesia would like to increase the critical power and ability of regional and international advocacy by working
closely with the government involved. RHRN Indonesia also need to gather young people advocate to enforce bargaining position of
community in society and increasing the number of people exposed to RHRN issue. For the issue, RHRN Indonesia will focus on
building consolidation in the national level. In 2019, RHRN Indonesia have trained for capacity on CEDAW report, and will submit the
alternative report on 2019, before facing the CEDAW reporting period on 2020. For the CSW62 as the theme is on social protection
systems, access to public services and sustainable infrastructure for gender equality and the empowerment of women and girls,
Indonesia will work together with government, civil societies, and private sectors who provide services related to contraception
provisions.

Integrating intersectionality approaches that promote the crossing of young people's struggles, rights to sexual and reproductive
health, and protection of minority groups of gender and sexuality based on the framework of feminism thinking and rights-based
approach especially using the principle of comprehensive non-discrimination.

Continue to strengthen capacity in the media through trainings on gender and sexuality and media visits, especially media that are still
negative / biased, so that the quality of journalism related to the issue of gender and sexuality is getting better and engaging media
networks and progressive journalist unions as strategic partners. Make room for public influencers to build positive opinions for the
community on issues of gender and sexuality (for example through radio / podcast / video campaigns that are disseminated massively
to the public.

On Technical Issue, based on National MTE, Global MTE, and Platform Members’ Capacity Mapping, RHRN Indonesia platform has a
lack of capacity (only 5 of 12 Organizations or less which have the capacity) maximum in several skills needed for ensuring the smooth
operation of the program. RHRN Indonesia already mapped three priority for MTE recommendation on :
Strengthen capacities of platform members on grant and programme management, Increased investment in generating public support
for advocacy priorities, Continued investment in inclusivity, in particular MIYP, young women and SOGIE and increasing capacity of
smaller (youth, LGBTI, and young people network) organizations which therefore create the need to fulfill organizational development

preventing criminalization toward GSD. In the last 2 years our
position papers had been used by Komnas Perempuan as their
evidance based advocacy and deliver it to government and
parliament. In 2019 RHRN Indonesia will continue to support
our alliance to provide position paper to generated evidance

semesterly. the plan is, we assist all the platform to

outcomes before the end of each semester (April &
October). Doing it earlier wont be efective bcs they dont
have the outcomes yet.

After all the organizations harvested their outcomes,


then we will conduct OH Writeshop to integrate and
verify the OH, thus there's no overlapping outcomes and
no overclaim on any outcomes.
