2 Overview
2.1 Background
In mobile communication networks, neighboring cells are fundamental to users' movement.
Improper neighbor relationships will lead to an increase in interference and a decrease in
capacity, causing handover failures or service drops, and affecting user experience.
Due to routine operation and maintenance (O&M), network swapping, or capacity expansion,
neighbor relationships may change and need immediate optimization. Considering the large
number of neighbor relationships on live networks and the constantly changing network
environment, neighbor relationship optimization requires heavy workload, affecting the
network optimization efficiency.
To improve the network optimization efficiency, the WRFD-171108 Automatic Intra-
Frequency Neighbor Relation Optimization and WRFD-190203 Automatic Inter-Frequency
Neighbor Relation Optimization features have been introduced.
2.2 Introduction
Automatic Intra-Frequency Neighbor Relation Optimization
The Automatic Intra-Frequency Neighbor Relation Optimization feature supports the
following actions:
l Adding missing intra-frequency neighboring cells
l Deleting redundant intra-frequency neighboring cells
This feature is implemented on the UE, the RNC, and the U2000. Table 2-1 describes the
functions provided by these NEs to support this feature.
UE Reports the measurements of cells in its detected set, monitored set, and active
set. To support measurement reporting of detected set cells, the UE must comply
with 3GPP Release 4 or later, and measurement reporting of detected set cells
must be enabled on the RNC.
UE Reports the measurements of cells in its detected set and active set. To support
this function, enable the Neighboring Cell Combination and Inter-frequency
Neighboring Cell Combination functions.
2.3 Benefits
The Automatic Neighbor Relation Optimization features provide the following benefits:
l Improved network performance
– This feature adds missing neighboring cells, which decreases the service drop rate
and increases the handover success rate.
– This feature deletes redundant neighboring cells, which reduces unnecessary
handovers and service drops caused by inappropriate neighbor relationships.
3 Technical Description
3.1 Concepts
Missing Intra-Frequency Neighboring Cell
A missing intra-frequency neighboring cell overlaps the serving cell but has not been
configured as an intra-frequency neighboring cell. After such a missing intra-frequency
neighboring cell is added, the handover success rate of the serving cell will improve.
Active Set
The active set of a UE is the set of all cells to which the UE is connected.
Monitored Set
The monitored set of a UE contains cells monitored by the UE based on the neighboring cell
list provided by the UTRAN. Monitored-set cells do not belong to the active set. If the
measurement results of a monitored-set cell meet specific conditions, it can be added to the
active set.
Detected Set
The detected set of a UE contains cells that have been detected by the UE but do not belong to
the active set or monitored set.
1. To enable the RNC to use this function, start a task of adding missing intra-frequency
neighboring cells by turning on the missing intra-frequency neighboring cell
optimization switch indicated by MissIntraNcellOptiSwitch (BSC6900, BSC6910). The
beginning of the first measurement period is indicated by the moment the task is started.
MissIntraNcellOptiPrd (BSC6900, BSC6910) specifies the duration of a measurement
period.
NOTE
The RNC discretely measures the number of handovers in a cell, which may delay the feature start
time by 0 to 100 minutes. When the processing capability of the RNC is unsatisfactory, the RNC is
able to process data for only a proportion of cells within a measurement period.
Handovers to intra-frequency cells that are not configured as neighboring cells are allowed
because cells in the detected set can be added to the active set.
6. Filters out invalid handover data and cells during the measurement period.
Handover data collected for a serving or intra-frequency cell during a measurement
period is regarded as invalid when any of the following occurs during the measurement
period:
– The configuration (frequency or cell ID) of the cell changes.
– The cell is deactivated.
– The cell is out of service due to a fault.
– Intelligent shutdown is performed in the cell.
– The cell is blocked for over 1 minute.
If any of these occurs in a serving cell, the serving cell and its handover data will be
filtered out. If any of these occur in an intra-frequency cell, the intra-frequency cell and
data about handovers to this cell will be filtered out. The data will be accumulated again
in the next optimization period.
NOTE
Invalid handover data and cells under the neighboring RNC do not need to be filtered out.
7. Ranks all the configured neighboring cells and potential missing neighboring cells in the
active set to determine the missing neighboring cells and the neighboring cells to be
replaced.
The RNC ranks all neighboring cells of the serving cell in the active set based on the
number of successful handovers in descending order. Among the top K cells, the RNC
considers those M cells not configured as intra-frequency neighboring cells to be
missing.
NOTE
l When the number of configured neighboring cells is less than or equal to 31,
K is 10 if the optimization period is less than one day.
K is 20 if the optimization period is greater than or equal to one day.
l When the number of configured neighboring cells is greater than 31,
K is the number of configured neighboring cells multiplied by 40% if the optimization period
is less than one day.
K is the number of configured neighboring cells multiplied by 70% if the optimization period
is greater than or equal to one day.
– If the sum of the number of the configured neighboring cells and M is smaller than
or equal to the maximum number of intra-frequency neighboring cells, you do not
need to delete any configured cell but only need to add M missing neighboring
cells.
– If the sum of the number of the configured neighboring cells and M is greater than
the maximum number of intra-frequency neighboring cells, the RNC removes the
excessive N intra-frequency neighboring cells ranked the lowest from the active set.
N = Number of configured neighboring cells + M – Allowed maximum number of
neighboring cells.
NOTE
1. To enable the RNC to use this function, start a task of deleting redundant intra-frequency
neighboring cells by turning on the intra-frequency redundant neighboring cell
optimization switch indicated by RedIntraNcellOptiSwitch (BSC6900, BSC6910). The
beginning of the first measurement period is indicated by the moment the task is
started. RedIntraNcellOptiPrd (BSC6900, BSC6910) specifies the duration of a
measurement period.
NOTE
The RNC discretely measures the number of handovers in a cell, which may delay the feature start
time by 0 to 100 minutes. When the processing capability of the RNC is unsatisfactory, the RNC is
able to process data for only a proportion of cells within a measurement period.
2. Filters out blacklisted neighboring cells from the serving cell.
NOTE
4. Filters out cells that are not configured as intra-frequency neighboring cells and those
that are configured but unqualified as intra-frequency neighboring cells for this period.
The RNC compares neighbor relationships obtained from handover data with the
configured neighbor relationships and filters out the cells that are not configured as
neighboring cells.
Handover data collected for a serving cell or intra-frequency neighboring cell is regarded
as invalid when any of the following occurs in the measurement period:
– The configuration (frequency or cell ID) of the cell changes.
– The cell is deactivated.
– The cell is out of service due to a fault.
– Intelligent shutdown is performed in the cell.
– The cell is blocked for over one minute.
If any of these occurs in a serving cell, the serving cell and its handover data will be
filtered out. If any of these occurs in an intra-frequency neighboring cell, the intra-
frequency neighboring cell and data about handovers to this cell will be filtered out. The
data will be accumulated again in the next optimization period.
Meanwhile, serving cells that meet any of the following conditions are filtered out and
redundant neighboring cells will not be removed for these cells in the measurement
period.
– The number of intra-frequency neighboring cells configured for the serving cell is
less than the value of MinIntraNcellCount (BSC6900, BSC6910).
– The total number of handover requests from the serving cell to all neighboring cells
is less than or equal to the value of IntraHOStatThd (BSC6900, BSC6910).
NOTE
Invalid handover data and cells under the neighboring RNC do not need to be filtered out.
5. Filters out ANR whitelisted neighboring cells from the serving cell.
NOTE
l For each serving cell, a maximum of five intra-frequency neighboring cells can be removed
during each measurement period and the number of remaining intra-frequency neighboring
cells must be greater than or equal to the value of MinIntraNcellCount (BSC6900, BSC6910).
The intra-frequency neighboring cell with the minimum number of successful handovers is
removed first.
l The intra-frequency neighbor relationships must be valid throughout the measurement period
before they are removed.
l Configured cross-Iur intra-frequency neighboring cells can be removed only when the switch
DelIURIntraNCellSwitch (BSC6900, BSC6910)) for removing cross-Iur intra-frequency
neighboring cells is turned on.
Step 1 Once such a task is started, the RNC periodically adds missing inter-frequency neighboring
cells.
1. Turn on HoSwitch (BSC6900, BSC6910):HO_MC_NCELL_COMBINE_SWITCH
for neighboring cell combination and HoSwitch1 (BSC6900,
BSC6910):HO_MC_INTERFREQ_NCELL_COMBINE_SWITCH for inter-
frequency neighbor cell combination by running the SET UCORRMALGOSWITCH
command.
– If HoSwitch1:HO_MC_INTERFREQ_NCELL_COMBINE_SWITCH is
turned on, the RNC selects measurement objects from the inter-frequency
neighboring cells of all cells in the active set.
– If HoSwitch1:HO_MC_INTERFREQ_NCELL_COMBINE_SWITCH is
turned off, the RNC selects measurement objects from the inter-frequency
neighboring cells of all cells in the best cell.
If HoSwitch:HO_MC_NCELL_COMBINE_SWITCH and
HoSwitch1:HO_MC_INTERFREQ_NCELL_COMBINE_SWITCH are not turned
on, missing inter-frequency neighboring cells cannot be added.
2. Run the ADD UINTERANRPOLICY command with inter-frequency neighbor cell
policy parameters specified, as shown in Table 3-1.
The RNC calculates the number of handovers within the measurement period in different time periods,
which may result in a delay of 0 to 100 minutes in enabling the feature. When the processing capability
of the RNC is unsatisfactory, the RNC is able to process data for only a proportion of cells within a
measurement period.
Step 2 Missing neighboring cells are added automatically after the inter-frequency missing
neighboring cell optimization function is enabled.
Figure 3-3 shows the process of optimizing UMTS inter-frequency missing neighboring cells.

4. Ranks all potential missing neighboring cells, and calculates the number of missing
neighboring cells.
The RNC ranks all potential missing neighboring cells based on the number of
successful hard handovers from a serving cell to each inter-frequency cell
(VS.HHO.SuccOut.NCell (BSC6900, BSC6910)). Among the cells ranked the highest,
the RNC considers those not configured as inter-frequency neighboring cells to be
missing and then adds this number of missing cells.

The RNC delivers MML commands for adding missing neighboring cells after learning
the parameter configuration of missing neighboring cells.
NOTE
When the optimization suggestion (adding missing inter-frequency neighboring cells) is generated,
the RNC performs flow control and the feature does not take effect if the CPU usage of the RNC is
greater than the smallest value of the following three parameters:

Step 1 Once such a task is started, the RNC periodically removes redundant inter-frequency
neighboring cells.
Run the SET UANRPARA command with RedInterNcellOptiPrd (BSC6900, BSC6910)
specified.
Run the ADD UCELLINTERANR command with RedInterNcellOptiSwitch (BSC6900,
BSC6910) turned on. Then you can start removing redundant inter-frequency neighboring
cells.
NOTE
The RNC calculates the number of handovers within the measurement period in different time periods,

Step 2 Redundant neighboring cells are removed automatically after the inter-frequency redundant
neighboring cell optimization function is enabled.
Figure 3-4 shows the process of removing redundant UMTS inter-frequency neighboring
cells.

4. Filters out ANR whitelisted neighboring cells from the serving cell.
NOTE
– For each serving cell, a maximum of five inter-frequency neighboring cells can be removed
during each measurement period, and the number of remaining inter-frequency neighboring
cells must be more than or equal to the value of RedInterNcellDelThld (BSC6900, BSC6910).
The inter-frequency neighboring cell with the lowest number of successful handovers is
removed first.
– The inter-frequency neighbor relationships must be valid throughout the measurement period
before they are removed.
– Configured cross-Iur inter-frequency neighboring cells can be removed only when the switch
DelIURInterNCellSwitch (BSC6900, BSC6910) for removing cross-Iur intra-frequency
neighboring cells is turned on. Cross-Iur inter-frequency neighboring cells may be removed
incorrectly in relocation with hard handovers triggered by hard handover failures.
– If the switch indicated by DelLoadInterNCellSwitch (BSC6900, BSC6910) is turned off, the
following three types of inter-frequency neighboring cells cannot be removed:
1. Neighboring cells with MBDRFlag (BSC6900, BSC6910) set to TRUE
2. Neighboring cells with DrdOrLdrFlag (BSC6900, BSC6910) set to TRUE
3. Neighboring cells with CLBFlag (BSC6900, BSC6910) set to TRUE
– If the switch indicated by InterNcellMOCNOptiSwitch (BSC6900, BSC6910) is turned on in
RAN sharing scenarios, identify the redundant neighboring cells by referring to the algorithm
process in section 3.3.3 Neighboring Cell Optimization in RAN Sharing Scenarios.

1. Perform steps 1 to 3 (ranking neighboring cells), which are based on the algorithms
outlined in section 3.3.1 Adding Missing Inter-Frequency Neighboring Cells.
2. Determine which operators the source and its configured neighboring cells belong to.
3. Calculate how many neighboring cells have been configured for each operator. Assume
that the source cell belongs to operator A and operator B, and M neighboring cells have
been configured for operator A and N for operator B.

In the preceding table, operator A and operator B have three configured neighboring cells.
4. Determine the number of potential neighboring cells to be added based on the number of
configured ones (MissInterNcellAddThld – Number of configured neighboring cells).
If five or more neighboring cells have been configured for operator A and operator B,
determine the number of neighboring cells to be added based on the ranking results
(from highest to lowest).
If less than five neighboring cells have been configured for operator A or operator B,
perform the following steps:
a. Identify operators and rank the potential neighboring cells of each operator.
Assume that all potential neighboring cells are ranked as shown in Table 3-6.

b. Add neighboring cells sequentially for operator A and operator B based on rank.
Alternate between operator A and then operator B. Start from the neighboring cells
with the highest rank, and then proceed to the neighboring cell with the next highest
rank. For example, add neighboring cells for the cell with cell ID 1006 for operator
A, 1008 for operator B, 1007 for operator A, and 1009 for operator B.
If an operator has five neighboring cells already, you do not have to add any cells
for this operator. You only need to add potential neighboring cells for operators with
less than five neighboring cells.
If all operators have five neighboring cells, stop adding neighboring cells by
alternating between operator A and operator B, but select the remaining potential
neighboring cells based on the ranking.
Stop adding neighboring cells for an operator if its neighboring cells are less than
five after all potential ones are added to it.
c. The number of potential neighboring cells to be added is decreased by one each
time after such a cell is added. When the number of potential neighboring cells to
be added is 0, and a list of missing neighboring cells is generated.
5. The process of adding missing neighboring cells and obtaining their configurations is the
same as that in Step 2.5.

5 Network Impact
Network Performance
This feature allows automatic optimization of intra-frequency neighbor relationships,
significantly reducing service drops or handover failures caused by inappropriate neighbor
relationships. It decreases the service drop rate and improves the UMTS intra-RAT soft
handover success rate. After the intra-frequency missing neighboring cell optimization
algorithm takes effect, the times and overheads of soft handovers increase. When neighbor
relationships are stable, this feature will not significantly improve network KPIs.
Network Performance
This feature allows automatic optimization of inter-frequency neighbor relationships,
significantly reducing service drops or handover failures caused by inappropriate neighbor
relationships. It decreases the service drop rate and improves the UMTS inter-RAT hard
handover success rate. When neighbor relationships are stable, this feature will not
significantly improve network KPIs.

l Scenarios where RNC in Pool is used
This feature cannot take effect in the RNC in Pool scenario if the NodeB control rights
have been switched over between the active and standby RNCs and the emergency
channel has not been enabled on the standby RNC (that is, the configuration cannot be
modified).
l Scenarios where cross-Iur intra-frequency neighboring cells need to be added or deleted
– If cross-Iur intra-frequency neighboring cells need to be added or deleted, ensure
that the Iur interface is available between the involved RNCs and the soft handover
function has been enabled. Therefore, ensure that parameters are set as follows:
a. IUR Interface Existing Indication is set to TRUE.
b. The following switches under the SHO cross IUR trigger parameter are
selected: CS_SHO_SWITCH (switch for the CS soft handover cross the Iur
interface), HSPA_SHO_SWITCH (switch for the cross-Iur soft handover of HSPA
PS services), and NON_HSPA_SHO_SWITCH (switch for the cross-Iur soft
handover of R99 PS services).
– The cross-Iur intra-frequency neighboring cells that need to be added must be
configured on the serving RNC because the cell names cannot be obtained through
the Iur interface.
