NICANOR FAELDON’S CONTROVERSIES IN

DUTERTE ADMINISTRATION

 Nicanor Faeldon is a former Marine official who supported President Duterte’s presidential
campaign in 2016 election. The President appointed him in 3 important agencies in the government these
are Bureau of Customs, Office of Civil Defense and last is the Bureau of Correction. He gained the trust of
the President despite of all controversies he was facing right now, He was also described by the President
as an honest and straight man.

On September 4, 2019 Faeldon was fired by the President because of disobeying the order of
Chief Executive not to release the convict who committed heinous crime. Even though he was fired the
President still believing in him. He was not fired because of corruption he was fired for the reason of
controversies. Because of him a lot of corruption in Bureau of Custom was exposed like the Tara system,
The 6.4 billion worth of illegal drug shipment, and the Mighty cigarette’s illegal stamps worth 30 billion
pesos, and now the illegal activities in Bureau of Correction. Because of him corruption in BuCor was
opened this time it’s not drug related activity. This time it’s all about selling of GCTA to shorten the convict’s
sentence or to be release by using GCTA eligibility, it also exposed the selling of Medical passes for
inmate’s who wants to seek medical attention outside of Bilibid prison.

Several official of Bureau of Correction including Faeldon was being accused of corruption. In the
senate hearing Faeldon denies the allegations against him but admitted he signed an order that supposedly
started the processing of Sanchez’s release, but insisted he had no choice but to follow Republic Act
10592, the 2013 law, which amended GCTA to cover detention time. Despite of all controversies hounding
Faeldon the President still confident and trusted him. The President was asked if Faeldon will be given
another government position. The President said was “no”.

The corruption in an institution cannot be solve by only one person according to Faeldon even his
top officials in Bureau of Correction are also involve in illegal activities and can’t be trusted. That’s why this
irregularities are still happening and cannot be stop.

President Duterte has ordered the “total revamp” of the Bureau of Corrections (BuCor), which is
under fire for the premature release of heinous crime convicts and the alleged giving of perks to moneyed
inmates. The guards will be transferred to the provinces and the provincial guards to BuCor. The official of
Bureau would be placed on a floating status.

Faeldon is a military man and he knows how to gather a credible intelligence reports and he knows
how to become a spy in the agency where corruption is rampant. He is not perfect maybe he’d committed
mistakes in terms of decision making but he maintained his credibility. We will not be surprised if the
President call him again for another mission.
