CHAPTER I

THE PROBLEM AND ITS SCOPE

INTRODUCTION

Rationale of the Study (1 1/2 to 2 pages)

QUELLWASSER is slated to become a leading Bulk Water Desalination &


Treatment Company not only in the Philippines but in a greater part of the South East
Asia Region.

With Metro Cebu as its main focus, QUELLWASSER aims to rid the Metropolitan
of its water crisis. The Metropolitan consists of four major cities including Lapu-Lapu,
Cebu, Mandaue and Talisay. Collectively, these cities are home to more than 2.8 million
Cebuanos. Not to mention about 100,000 small enterprises, 30,000 medium to large scale
business units and about 1,000 industries. Furthermore, it is a tourist hotspot visited by
over 3.3 million tourists both local and foreign annually. This means that there has been
a tremendous growth in the hotel industry with the Metro now catering to over 20,000
rooms. Another factor is Cebu is a regional educational center that attract over 35,000
students from neighboring provinces.

With such a high and constantly growing demand for water, the Metro’s supply
could barely keep up resulting in shortages all over the province. The current requirement
for bulk water is about a staggering 350,000 cubic meters per day which is twice more
than what the Metro can produce which is only at 120,000 cmd.

Because of this a mandate for exploration of additional bulk water sources was
passed to help supply the increasing deficit. These sources are distanced at 30 to 50
kilometers from the city making it difficult to tap and pipe towards the Metro, some having
to cross over mountain ranges that reach up to 300 feat above sea level to tap to. To
pursue such a project will cost billions annually. Not to mention having to face both
logistical and developmental hurdles which could ultimately reduce the project’s viability.

To address the challenges posed by tapping bulk water sources, there is a need
to consider other ways and means to produce and supply bulk water viably and
sustainably. In this regard, financial and economical comparisons indicate that developing
bulk water desalination facilities within the vicinity of Metro Cebu holds promise as far as
viability and feasibility is concerned. In addition, the cities are coastal surrounded by vast
seas which pose an unlimited source of water which can supply the Metro’s growing
population.
Thus, the researcher would like to study on the Proposed Production and
Distribution of Bulk Water Supply and Desalination Facilities.

RESEARCH DESIGN

Research Method

The researcher utilized the descriptive research to gather data and information. This was done
through the distribution of a researcher-made questionnaire to the identified respondents. The gathered were
tabulated, analyzed, and interpreted thoroughly to obtain accurate results.

Research Environment

(The environment is the department/company where the project study is conducted to include a
brief description/profile/background of the company)

Research Respondents - (indicate the number of respondents used in the study, how they were selected,

Research Instrument - (The researcher made use of the researcher-made questionnaire as the main tool in
the gathering the data, etc.) used in the study, to include the scales and measuring the level of satisfaction
of the respondents or method used in the study.

Data Gathering Procedure - After the approval was secured by the researcher, the survey questionnaires
were distributed

Data Treatment - (The statistical data used or applied in the study)

To compute the percentage, the researcher divided the frequency of each factor by the number of
respondents and multiplied by 100.
The formula is as follows: P = f/n x 100

Where : P = percentage
: f = frequency
: n = number of respondents
: 100 = constant number used as multiplier

The data collected are subject to the weighted average mean formula to determine the central
tendencies of the responses.
