40 MW GRID STORAGE SOLUTION AT NAGA CITY, CAMARINES SUR

Development Map and Prospective Location

Project Description

With the growing energy requirements and challenge to maintain the transmission system
secured and reliable, the Grid Ancillary Services becomes the economic solution to
instantaneously correspond, in quick response, to volatile generation thereby keeping the
frequency at its nominal value. Among the application that Ancillary Services have proven to
provide are the following:

1. Regulating Reserve –The energy storage system is charged or discharged in response to


an increase or decrease, respectively, of the power system.
2. Contingency Reserve – Energy storage system is maintained at a level of charge ready to
respond to a generation or transmission outage.
3. Alternative Supply Source – Usually involves storing power during periods of light
loading on the system and delivering it during periods of high demand.
4. Capacity Firming – The variable, intermittent power output from a renewable power
plant can be maintained at a committed (firm) level for a period of time. The energy
storage system smoothest the output and controls the ramp rate (MW/min) to
eliminate rapid voltage and power swings on the electrical grid.

Naga is one of the major hubs of the National Grid Corporation of the Philippines (NGCP). The
most suitable application therefore is Regulating Reserve which can be contracted by NGCP
through the Ancillary Service Procurement Agreement.

And the project will be a 40-MW Battery System with storage capacity of 10MWH will be
installed and integrated into the grid through 69KV connection. The system will consist of DC

side which includes the Battery itself, Chiller (Cooling) System, Power Conversion System, and
Medium voltage step-up transformer will be connected to the main power transformer
(13.8kV/69kV). Point to point interconnection is through approximately 0.5-kilometer
transmission line.

Integration shall be done through EMS (Energy Management System) which will be directly
linked to NGCP’s SCADA

Estimated Project Cost

The estimated project cost for a 40MW/10MWH is PhP 1,400 Million. Cost excludes,
project permits, and land lease and right-of-way.

Projected Completion Date

Target Completion is on the 2nd Quarter of 2017

Project Components

1. Grid Battery System is a collection of methods used to store electrical energy on a large scale
within an electrical power grid. Electrical energy is stored during times when production
(especially from intermittent power plants such as renewable electricity sources such as wind
power, tidal power, solar power) exceeds consumption, and returned to the grid when
production falls below consumption.
2. Power Conversion System Consist of Inverter, used to covert DC voltage to AC voltage, and
Transformer, used to trans
3. Step-Up Transformer and Substation 13.8/69kV Step-up transformer and the connect to the
NGCP-Line
4. Power Distribution Unit is device that has multiple outputs for the Power Supply for Utility
usage and Perimeter Lights
5. Control House Building for Switchgear, Protection Panel, and SCADA, used to control the whole
system remotely.
6. MV Switchgear and Protection Panel is a switching equipment used to deliver electricity, and
Protection Panel is the main protection of the Plant for transmission fluctuation
