The Indian Ocean is the world's third largest ocean.

It is a lifeline of international trade and transport.


The region is woven together by trade routes and
commands control of major sea-lanes.

From the strategic perspective, the Indian Ocean is


said to define the 21st century.

The Indian Ocean Rim is home to about two billion


people - a region of much cultural diversity and
richness in languages, religions, traditions, arts and
cuisines.

For centuries, explorers, traders and merchants


have traversed the Indian Ocean, establishing
networks of communication and interconnectedness
of the region.

At present, the region is home to a myriad of new


and emerging challenges, yet abundant
opportunities also persist.

The Indian Ocean Rim Initiative was underpinned in March 1995, which
resulted in the creation of the Indian Ocean Rim Association for Regional
Co-Operation (IOR-ARC) two years later in March 1997.

The IOR-ARC First Ministerial Meeting in Mauritius in March 1997. The


meeting adopted the IOR-ARC Charter and determined a number of
administrative and procedural matters.

Do You Know?
· Indian Ocean comprises of 80% total of
world trade flow.
· It carries half of the world’s container ships.
· One-third of the world’s bulk cargo traffic
and two-thirds of the world’s oil shipments
pass through the Ocean.
· More than 30% world population live in
the region.
· The region has 2/3 world oil reserves.
· 1/3 of the world’s total fisheries trade came
from the Indian Ocean.
· Nearly 40% of the world’s offshore
petroleum is produced in the Indian
Ocean.
· Most IORA member countries, except Iran
and UAE, are parties to UNCLOS.

Historically, intensive connection/interaction in political and cultural fields in
the Indian Ocean have been weaved since more than 2 millenniums ago, such
as through the Cinnamon Route.

IORA is linking various regions. It comprises of members of different regional


forums:

IORA engages 7 Dialogue Partners with political prowess:

Nations Security Council

Four IORA members are also members of the G20:


Australia, India, Indonesia, and South Africa.

In 2015, about 121.8 million tourists are going to IORA


member states with a value of 146.8 billion USD.

IORA INDONESIA 2017

In March 2017, the IORA will be celebrating its


20th Anniversary.

Indonesia will host the first ever IORA Leaders’


Summit in Jakarta, from 5 through 7 March 2017.

The IORA 2017 theme is “Strengthening


Maritime Cooperation for a Peaceful, Stable,
and Prosperous Indian Ocean”.

The Summit will bring together Leaders of the 21


IORA Member States and its 7 Dialogue Partners,
and other special invitees and guests.

IORA CONCORD

IORA Leaders’ Summit 2017 will adopt an IORA Concord, a


document that will chart out a forward direction of the
IORA in maintaining stability, security, and prosperity in
the region.

The Concord encompasses ways and means to strengthen


regional architecture and to encourage regional
cooperation in:

Ø 6 IORA area of priorities

· maritime safety and security;


· trade and investment facilitation;
· fisheries management;
· disaster risk management;
· academic, science and technology cooperation; and
· tourism and cultural exchanges in the Indian Ocean
region.

Ø 2 IORA cross-cutting issues

· blue economy; and


· women empowerment.

Besides the IORA Concord, the IORA Summit


2017 will also adopt IORA Action Plan and a
declaration on preventing and countering
terrorism and violent extremism.

IORA Concord aims to complement the IORA


Charter and serves as a useful tool to build
solutions to the challenges toward achieving
peaceful, stable and prosperous Indian Ocean
for the interests of the people.

IORA has the potential to take regionalism to a


higher level, by enhancing the habit of
dialogue, expanding its regional cooperation,
consolidating its institution, and strengthening
the cooperative security, to be a new growth
center in the region.
