Session 11: Writing the School Improvement Plan (SIP)

Duration of the 8 Hours


Session
Key In accordance with the Governance of Basic Education Act of 2001
Understandings (Republic Act 9155), the Department of Education (DepEd)
to be promotes shared governance through School-Based Management
developed (SBM). Under this mandate, school heads are tasked to develop the
School improvement Plan (SIP).

The development and implementation of the SIP shall be guided by the


following principles:
1. The SIP shall be anchored on the DepEd vision, mission, core
values, strategies, and on Central, Regional, Division, and school
goals.
2. The SIP shall be evidence- and results-based, child- and learner-
centered.
3. The development of SIP requires innovative and systems thinking,
and a mindset of continuous improvement.
4. The formulation and implementation of the SIP shall involve the
active participation of all education stakeholders in the school and
community such as the school heads, teachers, parents,
community leaders, and the learners themselves, among others.

Learning
Objectives At the end of the session, the participants shall:

 gain a deeper understanding on how to prepare a School


Improvement Plan (SIP);
 write the SIP following the guidelines; and
 display eagerness in utilizing the SIP as an ultimate guide to
ensure school continuous improvement.

Introductory
Activity Present this quotation:
(5 minutes)
“Setting a goal is not the main thing. It is deciding how you will go
about achieving it and staying with that plan.” (Tom Landry, Hall of
Fame football coach)

Call 2 to 3 participants to share insights about the quotation and


connect it with their experiences as a school leader/stakeholder.
Activity
(20 minutes) Activity: Arranging it Right!

1. Group the participants into five (5) clusters (Number of


schools per cluster will vary)
2. Distribute meta cards containing titles and contents of the
four (4) chapters in the SIP.
(Note: Items in the Content Check Portion of the SIP Template
are the ones to be written on the meta cards.)
3. Let each cluster arrange chronologically the meta cards
according to their proper placement in the chart provided.

4. Let one member of each group report the group’s output.

Analysis 1. Guide the participants in synthesizing and discovering the correct


(15 minutes) placement of the items in each chapter.

2. Ask the following questions:


 Does the activity made you realize something? What is it?
Possible Answers:
 Yes, data gathering is of utmost importance.
 Yes, writing the SIP is not that hard.
 How did you come up with your group’s outputs?
Possible Answers:
 By classifying the items by family of ideas.
 By recalling the parts in our old SIP.

3. Say: Now, let’s study this prescribed SIP Template.


Abstraction Present the SIP Template with emphasis on the following:
(25 minutes)
Chapter 1 - Department of Education Mission, Vision, and Core
Values Statement
 Present the documentation of matters that transpired during
the Vision Sharing1 activity.
 These include the:
- list of the School Planning Team’s (SPT’s) aspirations for the
school and learners, their understanding of DepEd Vision
Mission and Goals (VMG) and Core Values as well as their
commitments based on these understanding;
- list of roles and responsibilities of all SPT members, as
discussed and agreed upon during the brainstorming
session; and
- SPT timetable in the preparation, implementation, and
monitoring of the SIP and AIP must be presented in this
chapter to serve as guide to all SPT members and the school-
community at large.
Chapter 2 – Assess
 Present a brief discussion on the school and community data
that were gathered, organized, and assessed using the
templates provided in the ESIP Guidebook. The school must
ensure that these data are accurate and updated to be able
to capture the school’s current needs. In the discussion,
emphasize the connection of these data with the school’s
current situation.
 It has five (5) sections, namely:
1. School’s Current Situation;
2. Priority Improvement Areas;
3 General Objectives;
4. Targets; and
5. Root Causes

 Planning Worksheet
To enlighten the readers who were not involved in the SIP
preparation, write three to four sentences describing the contents of
the fully accomplished Planning Worksheet.

Chapter 3 – Plan
 Present the List of Solutions for the identified root causes.
 Attach copies of the Project Work Plan and Budget Matrix
(Annex 9)
 Attach also Annual Implementation Plan (AIP)
Chapter 4 – Monitoring and Evaluation

 Schedules of monitoring must be indicated in the suggested


Project Monitoring Report Form (ESIP Guidebook, page
29).
 Attach the Project Monitoring Report Forms of all projects for
Year 1 AIP, which contains the following information: names
of project, project objectives and targets, and the proposed
dates of monitoring.
 Write 2-4 sentences describing the Project Monitoring Report Form
to enlighten the readers who were not involved in the preparation
of SIP

Application 1. Let the participants write the School Improvement Plan (SIP)
observing the guidelines just discussed/learned.

minutes) 2. Time allocation for each part should be observed:
Part 1 – 1hr. and 30 mins
Part 2 - 2 hrs. and 15 mins
Part 3 - 1 hr. and 30 mins.
Part 4 - 1 hr
3. Prior to the writing of each part, the facilitator should be able to
give the guidelines and reminders.

(Participants are allowed to ask questions from time to time when


necessary and should be addressed properly.)

Concluding End the session by letting the participants create a tagline showing
Activity their commitment to implement their SIP and present by school.
