BRIEF
Ballinger|Leafblad is pleased to partner with
Volunteers of America - Minnesota and Wisconsin
in the search for its next President and Chief
Executive Officer.
ORGANIZATIONAL OVERVIEW
Minnesota and Wisconsin
A committed staff of over 770 professionals along with 1500 volunteers is the heart and
soul of Volunteers of America - Minnesota and Wisconsin. The organization has 110
locations in Minnesota and Wisconsin. The organization is led by the President and Chief
Executive Officer, who reports to an independent board of directors made up of volunteer
community and business leaders. The operating budget for fiscal year ending June 30, 2020
is approximately $46 million, with $31 million provided through government funding and
$14.5 million generated by program service fees and the balance coming from other sources.

National
Volunteers of America (VOA) is one of the nation’s largest and most-respected social
service organizations, serving 1.5 million people in over 400 communities in 46 states as well
as the District of Columbia and Puerto Rico each year. In addition, at a national level, VOA
is a unique ministry of service based on compassion and a desire to share and provide
services to people of all backgrounds.

VOA operates through 30 local affiliates; each is individually incorporated and governed by
local boards of directors, and chartered to carry out the organization's mission in a
particular geographic area.

HISTORY
National Volunteers of America was founded in 1896 by
Ballington and Maud Booth. Ballington Booth described the
special role of VOA as “an organization which brings together
the work of the church and the work of the social service
organization.”

Volunteers of America was founded in Minnesota in 1896 and


in Wisconsin in 1929. The two organizations merged in 2013
forming one of the oldest and largest health and human
service organizations in the upper Midwest.

CEO TRANSITION
This exciting opportunity is available due to the retirement
of Paula Hart, President and CEO since 2011. The organization
recently completed a 5-year Strategic Plan for the years
2020-2024, focused on becoming a national model of
excellence in human services while continuing to be a strong
and innovative nonprofit organization.

SERVICES AND PROGRAMS
We help people build hope, Through more than 60 services, Volunteers of America -

24,000 people in 110 locations.

FOSTER CARE programs offer residential care for


emotionally and/or behaviorally challenged children who
cannot live with their birth parents. The programs also

emotional disturbances or mental health issues to either
remain at home or in the community,

for Minnesota charter schools that provide successful
learning opportunities to students in small, educationally
creative settings. Authorization includes strong oversight,
accountability and resources to help charter schools
succeed.

VOA High School is a state-approved alternative program


serving Minneapolis Public School students.

RESIDENTIAL TREATMENT CENTERS support mental


health and communication for struggling children,
adolescents and their families to improve their quality of
life and help them lead successful lives in their homes and
community. Residential Treatment Centers include Avanti
Center for biological females ages 13-18 who are
experiencing a mental health crisis and need residential
treatment, short-term evaluation, or shelter.
25,074 Children’s Residential Treatment Center treats severely
emotionally disturbed children ages 11-17 who suffer
People Served primary psychiatric challenges such as mood and anxiety
disorders, personality disorders, self-destructive behavior,

Bar None Residential Teatment Center treats at-risk males,


ages 12-18, offering a variety of residential treatment and
aftercare services, as well as evaluation and stabilization
options, for emotional and behavioral problems.

Omegon Residential Treatment Center treats 12 to 17-year


old male and female adolescents who are experiencing
serious emotional, social and/or behavioral disorders,
combined with abuse/dependency of mood altering
chemicals.

COMMUNITY SERVICES FOR OLDER ADULTS in


Minnesota and Wisconsin include Assisted Living,
Culturally Responsive Caregiver Support and Dementia
Services, Estate & Elder Law Services, Hmong Elder
Connections, Protective Services & Center for Excellence in
Supported Decision Making, Senior Mental Health, Care
Management and Consultation, Adult Day Programs,
Highrise Social Services, Park ElderCenter, and Senior
Nutrition.

The RSVP Program identifies volunteer opportunities for its


members who are age 55 and over that meet their individual
skills, interests, schedule and geographic availability.

COMMUNITY JUSTICE Amicus has been a leader in service


in the criminal justice arena for over 50 years and merged
with Volunteers of America - Minnesota and Wisconsin in
2013. Its mission is to partner with people currently being
supervised by the criminal justice system or those with a
criminal record and community members to help build
successful lives and stronger communities. Amicus provides
one of the state's longest-standing and most successful
transitional mentoring programs for those leaving
incarceration.

SERVICES FOR PEOPLE WITH SPECIAL NEEDS include


housing in a community residential setting in Minnesota and
Wisconsin. Individualized services are also provided for
children and older adults with developmental or physical
disabilities, and those with mental illness tailored to support
their needs in a home, apartment or other community living
situation.

INNOVATION at VOLUNTEERS OF AMERICA
MINNESOTA and WISCONSIN
Volunteers of America - Minnesota and Wisconsin is a 123-
year old agency that each day rededicates itself to becoming
a national model of excellence in health and human
services. VOA helps people build hope, resilience and well-
being in their lives through innovative services such as:

Apartment Hub for People with Special Needs is a pilot


service in central Minnesota that leverages technology to
support people with disabilities as they rent apartments
that are fully integrated into the community.

Center for Excellence in Supportive Decision Making


addresses abuse and overuse in guardianship. It is
enhancing quality of life by increasing knowledge and
awareness through its launch of a statewide model of
excellence to improve guardianships and promote
alternatives.

Community Health Workers provide culturally and


linguistically relevant support and services to Minneapolis
Public Housing Authority residents.

Community Justice Services Men of Rafiki serves African


American men involved with the criminal justice system
through comprehensive, culturally responsive services to
assist in building new lives upon release. Sisters Helping
Sisters is an innovative gender-specific re-entry program at
the state prison in Shakopee.

Culturally Responsive Caregiver Support and Dementia


Services is responsive to a pressing need for caregiver
support for African Americans, East African and Hmong
community members facing dementia. This service features
the only mobile medical unit in the country that focuses on
dementia awareness and services.

Hmong Elder Connections offers positive cultural,


educational and social experiences for older adults of the
Hmong community to help preserve their physical and
emotional health and well-being.

Vona Center for Mental Health offers school-based mental


health services specializing in the deaf and hard of hearing
community as well as other underserved populations across
the state.

Youth Residential Treatment Aftercare Services is grant-


funded for youth transitioning back to the community after
long-term residential treatment for mental health and
chemical dependency crises.

The President and CEO provides the strategic leadership and overall direction of Volunteers
of America-Minnesota and Wisconsin.

The President and CEO reports to the Board of Directors. Primary relationships include Chair
of the Board, Board of Directors of Volunteers of America, reporting Senior Staff, Funders,
Government Agencies, and Volunteers of America Local Affiliate Presidents.

The Minnesota main office location is in suburban Minneapolis; the Wisconsin main office is
located in suburban Milwaukee.

Management Responsibilities
The President and Chief Executive Officer oversees the development and administration of
programs and operational activities of the agency while ensuring the agency’s resources are
used in such a way as to assure maximum benefits to the client and the community.
Responsibilities include the management of all technical, financial and personnel measures
along with operational and administrative management, fund-raising/resource development
and strategic planning.

The President and CEO is required to become a Volunteers of America minister within three
years of employment.

A total of 767 professional staff work in the organization along with over 1,500 volunteers.

Organizational Leadership

• Provide strategic leadership, internally and externally, as the lead ambassador for the
mission, vision, goals and objectives of the organization.
• Oversee operations and achieve results; ensure program efficiency, quality, service, and
cost-effective management of resources.
• Develop and lead a positive, engaged culture that supports the mission of the agency,
serves its clients and staff and encourages inclusion, collaboration and excellence.
• Communicate a vision that is well-understood, widely supported, and effectively
implemented. Communicate actively with a broad array of stakeholders.
• Lead and motivate the organization to make the changes necessary to achieve results.

External Relations
• Build effective relationships with key stakeholders including board members, funders,
financial institutions, clients, suppliers and employees.
• Collaborate with affiliate agencies and member associations to develop partnerships and
initiatives.
• Represent the agency at legislative sessions, media, community meetings and formal
functions; establish and maintain key government relationships.
• Advance thought leadership; participate actively in conferences and meetings of
collaborative organizations; serve on select boards.

Strategic and Financial Leadership


• Provide strategic direction; recommend strategic initiatives congruent with mission.
• Develop an annual financial plan that encompasses current and future programs/initiatives.
• Review financial reports and determine status/progress toward attaining objectives.
• Assess new opportunities in program operations, marketing venues, and other key initiatives
through financial projections with return on investment and value-added prospects.
• Evaluate and assess strategy; identify, recommend and implement changes.

Talent Development
• Attract, develop, and retain a high-achieving, cohesive management team.
• Provide coaching, leadership and professional development for staff.
• Direct the work of the leadership team; conduct succession planning for key positions.
• Boldly uphold principles and practices of diversity, equity and inclusion.

Board Development
• Partner with Board of Directors to set strategy and deliver desired results for the
organization.
• Actively participate in all aspects of the Board development process.
• Support and guide the Board’s governance, composition and committee structure.
• Maintain strong communication with the Board regarding operational results, changes,
recommendations and trends, as well as timely updates regarding critical business
developments and issues.

organization, ideally over $20 million, along with related educational credentials.
