F. RATIONALE
The school as a zone of peace (DepEd Order No. 44, series of 2005), primarily, is a place for
learning, the source of information and skills that are essential to a child’s readiness to venture
into the adult world. The institution aims to develop moral character, personal discipline, civic
awareness, professional and vocational guidance that leads to a full grasp of duties and
responsibilities of citizenship and humanity.

Recently, there had been reported incidents regarding some students joining “fraternities”
outside the school campus which resulted to absenteeism, truancy and burdened parents and/or
guardians. This calls for the attention and immediate action on the part of the School Discipline
Committee to reiterate the Department Orders and related Specials Law to redress this ruckus.

Pursuant to DECS Order No. 20, series of 1991; DECS Service Manual of 2000 (Paragraph
4.3.3, Section 4, Chapter 3); DepEd Order No. 7, series of 2006, the organization of fraternities
and sororities is strictly prohibited, wherein penalty for non-compliance is expulsion of student.
The proponent, apparently, is moved with compassion for these students who did not actually
organize but simply joined in those prohibited fraternities and falls adamant to such a penalty
for non-compliance thereof. Republic Act 7610, which upholds Child Protection as well as the
Department’s advocacy on Positive Discipline, occupy proponent’s primary concern for
coming up with this proposal.
Goal and Scope of/ Beneficiaries
1. To reiterate the provision of DECS Order No. 20, series of 1991 and DepEd Order No.
7, series of 2006.
2. To promote awareness among students and parents the importance of maintaining and
advocating peace and harmony in the learning place.
3. To disseminate necessary legal actions and conditions appurtenant thereto.
