IL LAVORO DELLE DONNE IN ITALIA

Pubblicato il rapporto del Consiglio Nazionale dell’Economia e del Lavoro (CNEL) sul lavoro
donne in Italia. Il rapporto recentemente pubblicato dal CNEL fotografa una situazione preo
per l’occupazione femminile nel nostro paese. La contraddizione più forte consiste nel fatto
l’Italia ha una legislazione molto avanzata a favore delle donne ma molti dei diritti e degli im
rimangono sulla carta, visto che i dati sull’occupazione femminile in Italia sono tra i peggiori
Europa.
Il 2009, con il contraccolpo dalla crisi economica, ha visto interrompersi il trend di crescita
dell’occupazione femminile (15-64 anni) che aveva contraddistinto i precedenti anni, assest
tasso di occupazione al 46,7%, valore molto lontano dal 58,6% dell’UE e dall’obiettivo comu
raggiungere il 605 di occupazione femminile per il 2010 (strategia di Lisbona 2000).
I problemi più grossi riguardano la forza lavoro femminile del Sud e le donne con poca istruzion
permangono anche problematiche relative alla qualità del lavoro femminile e questioni di concil
tra vita privata e lavorativa, con carichi di lavoro famigliare ancora troppo sulle spalle delle sole
Le più svantaggiate in questo periodo di crisi sono risultate le giovani donne e le donne con lav
temporanei, ricordiamo che i giovani tra i 15-29 anni sono la categoria più colpita dalla crisi.
Il Sud ha affrontato in modo peggiore la crisi rispetto al Nord, andando così ad accentuare una
situazione già difficile anche dal punto di vista occupazionale (-105 mila donne occupate in me
nel 2009). Nel corso del 2009 si è ulteriormente abbassato il tasso di occupazione delle donne
di studio non elevati, solo le laureate raggiungono i livelli presenti nel resto d’Europa.
Peggiora anche la situazione delle donne in coppia con figli. Per una donna di età compresa tra
54 anni, con un figlio, diminuisce di quattro punti la possibilità di trovare un’occupazione rispett
donna con la stessa età ma senza figli.
Il quadro già non roseo viene ad acuirsi valutando la scarsità di servizi sociali di supporto alle fa
carichi di lavoro famigliare, ancora appannaggio quasi esclusivamente femminile, il “tetto di cris
retribuzioni inferiori rispetto a quelle maschile, con riflessi conseguenti anche sulla situazione
pensionistica.
La scarsità dei servizi sociali a sostegno della prima infanzia sarebbe tra le prime cause che
determinano nelle donne la scelta di non lavorare o di non tornare a lavorare dopo la nascita de
figlio. La probabilità di non lavorare 18-21 mesi dopo la nascita di un figlio e di quasi il 50%. Le

Un altro ostacolo al lavoro femminile è il tempo dedicato alla cura della famiglia e della casa, ch
ancora a carico delle donne, il 77% di questo tempo è da imputare alla componente femminile.

cui si dedicano maggiormente che in passato, purtroppo lo stesso non si può dire per i lavori do
dove i cambiamenti si mostrano lenti e la divisione dei ruoli ancora molto rigida.
Per quanto riguarda le donne occupate il lavoro femminile si presenta ancora molto tipizzato, o
legato molto a specifiche professioni, mentre per quanto riguarda il reddito femminile questo si
più basso di quello maschile. Questo fattore nel nostro paese, a differenza di paesi come la Gr
Bretagna, è dovuta alla assenza delle donne in posizioni apicali sia all’interno della Pubblica
Amministrazione che nel settore privato.
Il reddito inferiore dovuto a carriere femminili medio basse si riflette poi anche a livello pensioni
livelli di contribuzione minore anche la pensione si presenta meno corposa economicamente, e
mette le pensionate a rischio di povertà in misura maggiore rispetto alla componente maschile.
Il nostro paese sembra riluttante nel ritenere che l’occupazione femminile abbia ricadute comun
positive sulla società e sull’economia, visto che ancora tiepida si mostra la strategia occupazion
femminile per il futuro, nonostante l’apprezzabile documento “Italia 2020 Programma di azioni p
l’inclusione delle donne nel mercato del lavoro” presentato congiuntamente dal Ministero del La
delle Politiche Sociale e quello delle Pari Opportunità.
Si tratta di un piano pluriennale che individua misure per aumentare l’occupazione femminile. Il
ritiene che il piano, pur carente di obiettivi chiari e misurabili e di risorse per la sua realizzazion
rappresentare una opportunità da non sottovalutare.
Per uscire da questa situazione, il CNEL suggerisce di adottare una strategia per l’occupazione
femminile in grado di garantire sia la parità formale che quella sostanziale.
Questa strategia dovrebbe comprendere misure di varia natura che investono un’ampia gamma
ambiti. Sono infatti necessarie sia le politiche fiscali a favore della famiglia che gli incentivi per
l’assunzione delle donne o per le donne imprenditrici, ma anche misure per la conciliazione.
Interventi quest’ultimi che dovrebbero prevedere orari flessibili e/o ridotti, come il part-time e l’o
servizi di cura sia per l’infanzia che per altre fasce deboli (anziani e disabili) o l’offerta di un red
aggiuntivo per acquistare sul mercato servizi per la cura.
Ma ancora questo potrebbe non essere sufficiente se non si agisce contestualmente anche nel
direzione di modificare abitudini consolidate nel nostro paese, che portano, come già detto, a v
quasi esclusivamente le donne impegnate in prima linea nella cura della famiglia e della casa.
Altri interventi dovrebbero poi affrontare la questione della maternità/paternità e del basso redd
percepito durante l’astensione facoltativa (a stipendio ridotto) che non incentiva le donne, né ta
gli uomini, a restare a casa per accudire i neonati in un’importante momento di sviluppo della lo
quello dalla nascita al primo anno di vita.
Non è poi più possibile mettere le donne sempre di fronte all’eterna scelta tra un lavoro soddisf
di responsabilità e la maternità, che non è un costo per le imprese, come spesso erroneamente
affermato, ma, come evidenzia il rapporto del CNEL, a carico totale della fiscalità generale.
Altre misure poi dovrebbero intervenire su tutte le forme di segregazione orizzontale e verticale
lavoro femminile, le donne sono per lo più inserite in lavori tradizionalmente femminili, ricopron
bassi o medio bassi e hanno in genere contratti atipici in misura maggiore rispetto agli uomini.
Tutte queste misure dovrebbe essere contenute nella strategia, frutto, secondo il CNEL, di un t
bipartito tra governo e parti sociali, senza prescindere dall’auditing di genere delle rappresenta
femminili delle forze sociali.
Non più prorogabile infine, secondo il CNEL, risulta l’approvazione di una legge sulle statistiche

genere e l’obbligatorietà, almeno biennale, del bilancio di genere nella pubblica amministrazion

As regards the employed women the female work is still very typified, or tied to specific profess
while for what it concerns the women income this appears lower than the men’s one. . This fact
country unlike countries as Great Britain, is due to the absence of women in top positions both
Public Administration and the private sector.

The inferior income, due to female careers rather low, has repercussions on minor pension
contributions, and consequently the women’s pension is quite poor and it puts the retired to ris
poverty more than the men.

Our country seems reluctant in believing that the female occupation can have a positive impact
society and economy. The female occupational strategy for the future appear quite weak, despit
appreciable document "Italy 2020 Program of actions for the inclusion of the women in the lab
market " presented by the Minister of Labour and Social Politics and by the Minister of Equal
Opportunities.

It is a long term plan which identifies measures to increase the female occupation. The CNEL b
that even if the plan, lacks of clear and measurable objectives and resources for its realization, c
represent an opportunity not to undervalue.

To overcome this situation, the CNEL suggests to adopt a strategy for the female occupation ab
guarantee formal and substantial equality.

This strategy should include different measures that invest a wide range of circles or ambits. Bo
politics for the family and incentives for the female employment or for women entrepreneurs ar
necessary, but also measures for the conciliation.

These last interventions should foresee flexible or reduced schedules such as the part-time and
of care services both for childhood and for other weak (elderly and disabled) sectors or the offer
additional income to purchase, on the market, services for the social or health care.

But still this couldn’t be enough if at the same time we don’t also act in the direction to modify h
already consolidated in our country, which bring, as already said, to almost exclusively see the w
employed in the care of the family and the house.

Other interventions should face then the matter of the maternity / paternity and the low incom
perceived during the optional ( half-pay) abstention that doesn't stimulate the women, neither t
to stay at home to look after the newborns in an important moment of development of their life
birth to the first year of life.

It is not then more possible to put always the women in front of the eternal choice between a sa

job and the maternity, that it is not a cost for the enterprises, as often declared, but, as it underl
CNEL report, it is on total load of the general tax regulations.

Then other measures should intervene on all the forms of horizontal and vertical segregation of
female work. Women are traditionally put in female jobs, they cover low or middle roles and th
generally have atypical contracts much more than men.

All these measures should be contained in the strategy, according to the CNEL, of a bipartite ta
between government and social parts, without putting aside the social female representations .

Finally not delayable, according to the CNEL, the approval of a law on gender statistics and on
compulsory, at least biennial, gender budget in the public administration.
