Grievance Description Subject: India Code - Uploading Haryana Khadi & VI Board Act with other legal documents as per Chief Secretary Instructions vide letter dated 12-4-2019. It is humbly submitted that: Haryana Khadi & VI Board official website has objectionable legal documentation, whereas Section Officer (Legal & Recovery) of the Board never performs his official duties & functions about legal documentation, his Educational qualifications create doubt, needs verification in the interest of public. In a bid to increase access to laws, the Central Government has launched a web portal, India Code. India Code is a digital repository of all Central enactments as well their subordinate legislation which enacted from time to time. It also contains State legislatures and Ordinances. The website aims to help one navigate through and retrieve any Central or State Act and its relevant subordinate legislation in a user-friendly and simplified manner. The website has been jointly developed by the Ministry of Law and Justice and National Informatics Centre and is available at - https://indiacode.nic.in/. The website has been launched pursuant to the directions with respect to increasing access to laws by the Delhi High Court in Union of India v. Vansh Sharad Gupta (WP(C) 4761/2016). To assist the Court in the endeavour, Senior Advocate Jayant Bhushan and advocate Abhijat were appointed as Amicus Curiae. After examining the issue in detail, it was felt that in the first phase, online access to laws could be drastically improved through a web platform. Accordingly, the High Court issued directions to the Central Government to create a user-friendly web platform where Acts and subordinate legislation can be made available online in a timely manner. Haryana KVIB adopted Punjab KVIB Act replacing Punjab with Haryana, after separation but legal documents uploaded on the official website of KVIB Haryana are provided misleading Information’s in public domain, serious violations & malpractices in Gross Negligence in supervision. Hence, proper legal Act, Rules & Regulations may be uploaded on the official website with India Code, keeping in view Right to Service Act.
