REPORT
Govt. of Punjab has launched the execution of Sewerage Schemes under Punjab
Rural Water Supply and Sanitation Programme with the objective of improving the
environmental condition with specific reference to water supply and sanitation in selected
villages within the State.
There are basically two parts of the proposed scheme 1) Sewerage network and
Sewage Treatment Plant (STP) 2) Household Connection. Three agencies GPWSC/SLC,
DWSS and Contractor are involved in completing and implementing the scheme. Contractor
has been engaged to complete sewerage network and STP under direct supervision of
GPWSC/SLC and DWSS. In parallel with construction work, GPWSC/SLC and DWSS will
supervise proper household connection work to be constructed by house owner. Cost of
household connection up to premises boundary will be borne by respective house owner.
In all the villages of district Kapurthala, where sewerage schemes are under
execution, majority of households are having septic tanks / intercepting chambers. Only a
few households (as per list attached at Appendix ‘A’) are not having septic tanks /
intercepting chambers constructed in their premises. Village wise data of households without
septic tanks / intercepting chambers was collected and economically weaker households
under various categories such as SC, BPL, Small marginal farmers, households headed by
physically handicapped persons and women were signified. The proposal for constructing
septic tanks / intercepting chambers in economically weaker households by the department
was sent to Punjab Rural Development Board by SPMC, DWSS, Punjab for obtaining funds
as no funds for such purpose were available in PRWSS Project. Punjab Rural Development
Board vide their letter no. PRDB/E-3/413 dated 19/2/2014 released Rs. 12.24 Crore in
SPMC account with some terms and conditions for construction of septic tanks / intercepting
chambers to these economically weaker households which are unable to construct septic
tanks / intercepting chambers.
The cost of septic tanks / intercepting chambers as per specified drawing, comes out
to be Rs. 10244/- as per revised Premium applicable on CSR wef 11/12/2013. (Drawing and
quantity/cost calculation attached.)
