Education
TheAll IndiaCouncilforTechnical (AICTE)is givena mandateandis vested
witha setof powersandfunctionsto fosterthe plannedgrowthand nurturequalityin
technicaleducation,in the country.Thoughthe effortsare to continueto promote
theendeavour
technicaleducation, is to inculcatequalityandnurturemutualtrust and
confidenceso as to bringconvergence in our attempts to helpthe nation assume
leadershipby empowering ourstakeholders andtherebygenerating globallyacceptable
humanresources.

Thisyear,the AICTEhas introduced severalchangesin the ApprovalProcessand


the normsand standardsfor technicalinstitutions to makeit morerealistic. Suitable
mechanismshave been evolvedand procedure reviewed to ensure transparent,
consistent and rationaldecision-making takingintoconfidence allthestakeholders.
Calendarbasedapproachhas beenabjured,givingan opportunity to the applicants
to apply'anytime round the year'with welldefined schedule for processing of the

It was in this contextthat AICTEwas givenstatutorypowersby the AICTEAct of Parliamentin 1987,with a view
to ensurethe properplanningand coordinateddevelopmentof TechnicalEducationSystemthroughoutthe Country.

Management,Pharmacyand AppliedArts & Crafts."

1.2Growthof TechnicalEducation

The growthof TechnicalEducationbeforeindependencein the Countryhas been very slow.The number of

respectivelywith an intake capacityof 3200 and 3400 respectively.Due to effortsand initiativestaken during
successiveS-yearplansand particularlydue to policychangesin the eightiesto allowparticipationof Privateand
VoluntaryOrganizationsin the settingup of TechnicalInstitutionson self-financingbasis,the growthof Technical
Educationhas been phenomenal.At Present,there are 1475 Engineeringy'Technology, 1244 Diploma Level
Engineering,1052Management, 976 MCA,629 Degree Leveland 415 Diploma Level Pharmacy,TO DegreeLevel
and 63 DiplomaLevelHotelManagementand 118 Under-graduate Degree LevelArchitectureand 8 AppliedArts &
witha combinedtotal
CraftsInstitutions intakeof 9.00 lakhs(approx) as on 30.11.2005.

1.3TheAICTEAct, 1987

The AICTEAct,1987was passedby the Parliament, to providefor the establishmentof the All IndiaCouncilfor
TechnicalEducation(AICTE) witha viewto ensureproper planning and coordinateddevelopment of the Technical
EducationSystemthroughoutthe Country, qualitativeimprovement of such education in relation to planned
growth

2.4 Applicability

TheseR0gulations shallbe applicableto Universitiesincludingdeemedto be Universities

institutionsof Government,GovemmentAided and Private(self financing)conductingthe coursev
programsin the fieldsof technicaleducation,trainingand researchin Engineering,
TechnologyIncluding
MCA,Architecture,TownPlanning,Management,Pharmacy,HotelManagement& CateringTechnology,
AppliedArts& Craftsand suchotherprogramsand areasas notifiedby the Councilfrom time to time.

2.5 Requirement of grant of approval

(1) No new technicalinstitution of Government,Government Aidedor Private(selffinancing)institution,


whetheraffiliatedor not affiliatedto any Universityshall be startedand no new coursesor programs
shallbe introducedand no increaseancUor variationof intakein the existingCourseVProgrammes
shallbeeffectedat all levelsin thefieldof 'TechnicalEducation'without obtainingpriorapprovalof the
Council.The Councilmaytake LegalactionagainstsuchdefaultingInstitution/SocietyffrusVCompany/
AssociatedIndividualsas the casemay be for contravening provisionso{this regulationsby conducting
courses/progarmmes in "technicalEducation" withoutobtainingpriorapprovalfromAICTE.

(21 No existingtechnicalinstitution
of Govemment,GovernmentAidedor Pnvate(selffinancing)institution
