CONVENTION
Case Study Competition
IRR 1.0 BACKGROUND

IRR 1.1 The National Federation of Junior Philippine Institute of Accountants Region XI
(NFJPIA-RXI) aims to promote socio-civic and cultural consciousness among NFJPIAns
through social, economic, environmental, and cultural development projects. The
Regional Mid-Year Convention is an integral part of the total development of the
JPIAns. Through these activities, they shall have an opportunity to develop the value of
sportsmanship through engaging in different non-academic events, cultivate a
wholesome competitive spirit, foster commonality between diversified school cultures
and acquire the ability to work closely together with other JPIANs from different schools
within the region. This activity also allows the JPIAns to be exposed in sports,
performing arts, and other social and team-building events.

IRR 2.0 OBJECTIVES

IRR 2.1. The Case Study Competition aims to simulate the identification and resolution
of accounting, business and/or finance problems that may be faced by the Accountancy
students in their practice of the profession in the future. It aims to foster critical thinking,
creativity, and teamwork through a healthy competition.

IRR 3.0 QUALIFICATIONS


IRR 3.1 The competitions in the Regional Academic Festival are open to Accountancy
and Accounting Technology students who are bona fide members of the National
Federation JPIA FY 2019-2020, and who registered delegates of the festival.

IRR 4.0 REQUIREMENTS


IRR 4.1 Each local chapter, through the President or External Vice-President must
submit the following requirements:
IRR 4.1.1 Scanned copy of the endorsement letter per Local Chapter
listing the names of all their representatives with certification
that those students are the official representatives of their
respective local chapter, signed by the Local Chapter’s
External Vice President and Local Chapter President, then
noted by their Adviser and Chairperson/Dean;
IRR 4.1.2 Scanned copy of the Application Form of ACADEMIC
competition contestants (pro-forma to be provided by
NFJPIA Region XI Council);
IRR 4.1.3 Master list of all contestants who will compete in the
congress;
IRR 4.1.4 A scanned copy of waiver (in .pdf) signed by the ACADEMIC
cup contestant and his/her parents, or guardian, whichever
is applicable. (This is provided by the NFJPIA Region XI
Council);
IRR 4.1.5 Scanned copy of separated deposit slips of paid registration
fee by all the Case Study Competition contestants.
IRR 4.2 The above requirements must be packed down to one file (.zip or .rar) and
shall be sent to nfjpiareg11fy1920vpacademics@gmail.com on or
before September 20, 2019, FRIDAY. The file format to be used shall be
NFJPIARXI_<Local Chapter>_AcadFest19.zip/rar
(Ex.: NFJPIARXI_UMMain_AcadFest19.zip)
IRR 4.3 Change of contestants for any of the Academic Events shall be allowed
provided that it shall be communicated to the Regional Vice President for
Academics on or before September 25, 2019 and updated zip files
containing the new or changed participants of events shall be sent. Failure
of submission of the said requirements on the stated date above shall be
subject to sanctions decided by the NFJPIA-XI Executive Board Officers.
IRR 4.4 Change of contestants on the actual day of the event shall only be
allowed upon the discretion/decision of the Regional Vice-President for
Academic Affairs, provided that the circumstance thereof is due to as
follows:
-actual emergency events
-if contestant is sick on the event day
-other valid circumstances deemed to be reasonable
IRR 4.5 The participants for these events shall be certified that they are members
of NFJPIA through the help of the Vice President for Membership.

IRR 5.0 GENERAL MECHANICS

IRR 5.1 Team Composition. Each local chapter can send one representative group,
composed of three bona fide students enrolled in the Accountancy program.

IRR 5.2 Team Names. Each representative group should adapt a team name to be
utilized for the entirety of the Case Study Competition. The team name should not make
mention of the school/local chapter being represented as well as anything that can be
generally/easily associated to the school being represented. Non-adherence in any
stage of the Case Study Competition, as determined by the panel of judges, will result
to the disqualification of the team.

IRR 5.3. Stages of the Case Study Competition. The Case Study Competition will
have two stages, namely the Preliminary Engagement and the Case Study Presentation
stages. The average score of a team in each stage will have a 50% bearing on the
team’s final weighted score. The team with the highest weighted score will be declared
the winner.

IRR 5.4 Panel of Judges. The panel of judges for the Case Study Competition shall be
composed of three Certified Public Accountants who has notable knowledge and
experience in accounting, business, or finance. Preferably, the panel of judges should
compose of individuals whose are actively engaged in professional consultancy
services. The panel of judges can be graduates of the same academic institution,
provided they duly exercise independence in the conduct of the Case Study
Competition. The decision of the panel of judges shall be final and irrevocable.

IRR 5.5 Language Prescribed. For this Case Study Competition, English will be the
language prescribed in writing initial drafts and presenting the findings of the study to
the panel of judges.

IRR 5.6 Academic competition contestants must strictly wear Corporate Attire.
Noncompliance of the proper attire will result to a 2 point deduction (per noncompliance)
to the overall score.

IRR 6.0 PRELIMINARY ENGAGEMENT

IRR 6.1 Descriptive. The first stage of the Case Study Competition will focus on the
writing of a Report on Findings for the accounting, business, and/or finance issue. This
stage will serve as the Elimination Round.

IRR 6.2 Report of Findings Rules. The Report on Findings to be submitted must not
be longer than four A4 sized pages with one-inch margins in all four sides. Freedom is
given to the representatives with regards font style and size, so long as the Report of
Findings is formally written and comprehensible. The Report of Findings shall briefly
summarize the problem/s identified, the analyses and findings of the representative
group, and their recommendations in relation to the problems identified.

IRR 6.3 Conduct of Information Gathering. To simulate a consultancy engagement,


the panel of judges may either give the details pertaining to the case study in bulk or
require the representative groups to inquire for specific details from the panel of judges
through email correspondence within a two-hour time limit. Information gathering and
data analysis shall be done in a three-hour time limit. After which, the Report of Findings
must be sent to the panel of judges for initial screening.
IRR 6.4 Criteria for Judging. The panel of judges will screen the reports submitted and
chose the five best reports based on the following criteria:

IRR 6.5 Submission. A copy of the Report on Findings in PDF format, together with a
PowerPoint presentation, must be submitted via email to the panel of judges, three
hours after the start of the case study competition. Failure to do so will result to the
disqualification of the team from the Case Study Competition.

IRR 7.0 CASE STUDY PRESENTATION

IRR 7.1 Descriptive. The top three representative groups will be given the chance to
present their Report on Findings to the panel of judges using the PowerPoint
presentation they submitted via email.

IRR 7.2 Duration. Each representative/team will be given a maximum of ten (10)
minutes to present their Report on Findings. For every 10 seconds of overtime, two
points will be deducted from the final average score of the team for the Case Study
presentation stage. From then on, the panel of judges will be given a maximum total of
20 minutes to ask relevant questions to the representative/team. There will be no time
limit as to how long the presenters would answer a question lobbied by any of the
judges.

IRR 7.3 Number of Presenters. Each qualifying team has the discretion as to how
many presenters would present the Report on Findings.

IRR 7.4 Criteria for Judging. The panel of judges will evaluate the Case Study
Presentation based on the following criteria:

IRR 8.0 VIOLATIONS AND SANCTIONS GUIDELINES

IRR 8.1 The above-mentioned Case Study Competition Rules and Regulations are for
NFJPIA-Region XI and related persons’ information exchange only. The council
maintains the relevance and reliability of this document through the strict
implementation of its rules and regulations.

IRR 8.2 Any questions raised by the contestants that are not included in the IRR shall
be subjected to the jurisdiction of the Panel of Judges, the Regional Vice President for
Academics, and NFJPIA-Region XI Executive Officers and Moderator. The joint
decision will be final and irrevocable.
IRR 9.0 ENFORCEMENT OF THE IMPLEMENTING RULES AND REGULATIONS

IRR 9.1 It shall be the primary duty of the Regional Vice President for Academics and
the Regional Executive Officers to effectively enforce the provisions of this
Implementing Rules and Regulations. The Executive Officers also has the sole right to
interpret the contents of this Implementing Rules & Regulations and their decision will
be binding and irrevocable.

IRR 9.2 The Regional Adviser or his duly designated representative shall act as legal
adviser to the Regional Vice President for Academics and the Regional Executive
Officers and shall render legal assistance as may be necessary in carrying out the
provisions of this Implementing Rules and Regulations.

IRR 10.0 AMENDMENTS OR REVISIONS

IRR 10.1 The Regional Executive Officers shall be vested with the exclusive power to
revise and amend the Implementing Rules and Regulations.

IRR 10.2 Any amendments to or revisions to this Implementing Rules and Regulations
may be proposed by any member of any regional council upon a written request of such
member, stating the reasons thereto.

IRR 10.3 Any request for amendments and revisions as well as proposed amendments
must initially be reviewed by the Regional Vice President for Academics then to be
forwarded to the Regional Executive Officers for discussion, editing, and final approval
and to be noted by the Regional Adviser.

IRR 10.4. The Regional Executive Officers shall have the right to debunk any proposed
revisions and amendments, submitted to them by the Regional Vice President for
Academics, which are deemed unnecessary. The final decision on any inclusions and
exclusions to this Implementing Rules and Regulations must be determined by a
majority vote of all, Regional Vice President for Academics is included.
IRR 10.5 Amendments to particular provisions in this Implementing Rules and
Regulations shall be allowed provided that such amendments will be communicated to
stakeholders at least two weeks before it could take effect.

IRR 11.0 SEPARABILITY CLAUSES

IRR 11.1 If any clause, provision, paragraph or part of this Implementing Rules and
Regulations shall be declared unconstitutional or invalid, such judgment shall not affect,
invalidate, or impair any other part hereof, but shall be merely confined to the clause,
provision, paragraph or part directly involved in the controversy in which such judgment
has been rendered.

IRR 12.0 REPEALING CLAUSE

IRR 12.1 Any rule and regulation or resolution or part/s thereof inconsistent with the
provisions of this Implementing Rules and Regulations are hereby repealed or modified
accordingly.

IRR 13.0 EFFECTIVITY

IRR 13.1 This Implementing Rules and Regulations shall take effect immediately after
its presentation and approval from the Regional Executive Board’s Meeting.
