5 The Ilocos Sur NUP Association convened for a Meeting held at the Office of the Records Section at 9:30
6 AM of September 5, 2019 presided by the President, NUP Jenniffer J Remudaro:

24 I. CALL TO ORDER
25  There being a quorum, the meeting was called to order at 9:30 A.M. of September 5, 2019.

27 II. PROPER PROCEEDINGS:

29  The meeting was conducted to discuss matters concerning the upcoming National Executive
30 Officers Convention and Seminar Workshop on Employment Relations and Social Dialogue
31 on September 11 to 13, 2019 at the University Hotel, UP Campus Diliman, Quezon City to
32 be attended by the Vice President Jonabel Orfiano, in lieu of the President Jenniffer J
33 Remudaro.

35  MATTERS DISCUSSED:

37 A. ISSUES AND CONCERNS: To be presented during the convention for review.

39 1. Hazard Pay also for NUP members since we are also working in the same nature
40 (workplace) as the uniformed personnel has, especially those UP who are working
41 administrative tasks. (If may ambush sa station/workplace… We cannot say
42 “Oooops wag nio po akong idamay sa pamamaril nio, NUP po ako”

44 2. When the Provincial Government declares suspension of work in all National
45 Government and Line Agencies due to typhoon, increment weather condition or
46 suspension of work/holiday on special occasions of the province.

48  Are NUP included in the suspension being under the PNP which is a National
49 Government agency?
50  Being a civilian employee of the PNP, are NUP also included in the
51 municipal/provincial holidays? e.g. Quirino Day
52 ***If the answer for A and B is affirmative. Do we need to issue a memo for the
53 suspension? If yes, who will issue a memo, is it the local NUPAI President or is it the
54 Chief, PPRMB? Or is it enough that we inform our superior about the matter and
55 show them the proof of the suspension?

57 3. NUP Items should be given specific job description.
58 Situation: There are stations wherein NUP has numerous
59 assignments/functions. They are functioning beyond their job description. The fact that
60 this NUP personnel is already burdened with lots of work, some uniformed personnel still
61 give additional workload.

63 4. Appropriation of Bereavement Fund from the Monthly Dues.

65 5. Rice Allowance for NUP members, since we are also part of the PNP organization.

67 6. During seminars, trainings, and meetings when the Superior directed a certain NUP
68 to attend, can the NUP ask/demand for allowance especially so that said
69 seminar/trainings/meetings is not for personal purposes (station will benefit).

71 7. Step Increment be raised from 1% to 10% or higher since growth of NUP in
72 terms of promotion is rare.

74 8. Crime Registrar shall also be given seminars and trainings related to their work so as
75 to have wider horizon on criminal investigation matters or issues concerning crimes.

77 9. Some stations, issue station order/designation order to NUP to act in a certain report
78 or function that should only be designated to a Uniformed Personnel. Is this
79 allowed?

81 10. When choosing for an Office Uniform, Selection Committee shall take into
82 consideration the Price (reasonable) and Quality of the textile.

84 11. When a certain NUP wants to transfer agency for promotion, is it mandatory for
85 them to render a resignation to the PNP? Or just a mere Transfer…of agency?

88 B. OTHER MATTERS:

90 1. REITERATION ON THE COLLECTION OF MONTHLY DUES.
91  That the collection of Monthly Due started on JULY 2019.
92  Payment SHOULD BE MADE ON TIME.
93  Payment cut-off: every 10th day of the month
94  Payment for JULY 2019 should be made until AUGUST 10, 2019 and so on and so
95 forth.
96  Failure to pay the monthly dues is subject for disciplinary action (please refer to the Art
97 X, Sec 5 of the Ratified CBL)

99 2. HOSPITALIZATION AND BEREAVEMENT
100  NUP members mandatorily contribute a certain amount as financial assistance to the
101 hospitalized member or bereaved family.
102  A fix amount shall be collected from the 129 NUP member

107 ***Requisite: Hospital Bill amounting to Php10,000 and above (Philhealth
108 benefit already deducted)
109 Note: When requesting make a letter request (attachments: hospital bill and
110 medical certificate)

113 To be Given Php 12,900.00 Php 6,400.00
114 Note: Excess from the collected amount shall be added to the
115 MISCELLANEOUS INCOME.

117  From Monthly Dues: Since there is no specific amount indicated in the Ratified CBL
118 as to how much will be given to the bereaved family of the NUP member, we have
119 agreed to set an amount of PHP 2,500.00 from our fund aside from the mandatory
120 contribution stated above.

169 5. Fund from the previous administration prior to the inception of the NUPAI shall be added to
170 our present fund categorized as OTHER INCOME amounting to Php 25,755.85.

173 There being no matters to tackle, the meeting was adjourned at 11:50 in the morning on the same
174 day with fruitful and satisfactory results.
