CONTINGENCY PLAN-

ASBESTOS CEMENT PIPES SPILLAGE AND AIRBORNE PARTICLES

SCOPE

The contingency plan contains emergency response procedures that provide


an organized immediate action plan for alerting and protecting operating
personnel, visitors, plant, equipment and road users in the event of road
accident or spillage of asbestos cement pipes on public/private roads which
is liable to generate emanation of airborne asbestos contaminants in the
open air. The contingency plan is site specific for the operations being carried
out along the selected routeS from the stock pile located at Cascavelle to
the dumping ground located La Mecque which covers roughly 3 km. It
considers the severity and extent of the unexpected generation of airborne
asbestos contaminants, debris as well as with associated risk during the
loading, transportation and unloading process. The contingency plan
contains provisions for all applicable items listed below. The purpose of this
contingency plan is to detail arrangements agreed for the planning,
preparedness/prevention, response and recovery from road accident,
incidents on work fronts along the specific selected routes.

As such the contingency plan is to:

 Identify risk of any collapse of pipes mainly during transportation or


overturn of lorry on specific risk areas of the activity.
 Support the implementation of measures to minimise the causes and
impacts of incidents within the areas of activity
 Detail response and recovery arrangements including preparedness,
accident/incident management, command and control
 Identify linkages with local, regional and state emergency and wider
planning arrangements if required with specific emphasis on those
relevant to the operations.
 The on-site emergency plan is reviewed periodically to ensure its
continued effectiveness

AVAILABILITY OF PLAN

The contingency plan shall be made available to all Sotravic heads of


departments and personnel responsible for this specific project, Ministry of
Labour and industrial relations (OSHI dept)and the client (MEDINE SE) and in
vehicles involved on the project for its implementation, regardless of their
normal location.

(On request: Copies can be made available to fire services, police department,
and other emergency support agency).

PLAN INFORMATION

The emergency plan contains information on the following subjects, as


appropriate:

Accident control procedure

 Driver involved in accident should stops the vehicle on site .

 Someone could be injured and need help. Failure to stop may result in
being charged with a hit and run and criminal prosecution.

 If anyone has been injured, calls emergency services from list below and
provide critical information

 Driver to report the accident immediately to site agent/responsible and


plant department responsible

 Give a brief description, location and severity of the accident and if there
is spillage on road.

 Request for provision for additional manpower and equipment.

 Mark vehicle position on the road as per NTA regulations and moves
vehicle out of the way of traffic, if no one is injured or no other vehicles is
involved in the accident.
 Do not discuss fault for the accident with others at the scene. Do not admit
to any fault for vehicle accidents. It is up to the company and its insurance
carrier to determine or admit fault.

 Site agent/responsible to inform project manager and safety and health


officer on accident occurrence, location, severity, spillage and action
taken.

 Where pipes have been spilled on road and there may be a requirement
for additional safety measures, safety equipment and personal protective
equipment, the action plan in sub section below to be activated upon
which circumstances will dictate for best mitigation measures.

 Provision is also made for road signs, cones, and warning tapes readily
available on nearest site yard.

 Emergency response team posted in all vehicles

 The relevant personnel are trained in their emergency response duties


under the on-site plan, together with first aid fire fighting.

 Warning procedures

 Warning is a major element of disaster risk reduction. It prevents loss of life


and reduces the adverse impact on health for operatives and people
around the affected site. To be effective, early warning system has been
developed to actively facilitate an awareness of risks, effectively provide
alerts and warnings and ensure there is constant state of preparedness.
 Site agent, general foreman driver has the duty to observe that all
working conditions and selected routes on the project are in good state
and required materials, equipment are available
 Driver to initiate the first response actions and inform site
agent/responsible to determine the details of the situation and nature of
incident
 Site agent/responsible to declare the severity of event such as an
emergency or disaster as appropriate and assume control of emergency
area. Site agent/responsible to evaluate and to request state
emergency services to takes over the situation if required to provide
additional equipment, materials as deemed necessary and fit for the
situation.
 .Keep the project manager and SHO informed of the emergency
situation as well as area of control.
 Information and Warnings method available include:
Emergency response team available in each vehicle
Mobile Telephone
Phone messages (including SMS)
Verbal Messages

Responsibilities and duties of essential, personnel

 The decision to recommend or warn operatives and people to prepare to


evacuate, diversion routes or to use alternative routes immediately rests
with site agent/responsible and the project manager.

 All foremen will act and will assist in the safe evacuation of all persons and
public members, traffic diversion under his respective area of command.

 Site agent/responsible to direct the use of needed resources and act as


the focal point for information exchange.

 Site agent/responsible to prepare and submit a report detailing the


accident, incident and response when necessary.

 The Project manager shall:

 Provide report on the event/spill, scene summary, estimates of the


spill volume, area, clean up actions, causes and any other
information deemed relevant

 Assigned at least one responsible employee be present on the


affected area with the responsibility for coordinating all emergency
response measures. The responsible employee is to be thoroughly
familiar with all aspects of the contingency plan, all operations and
area of activities, the location and characteristics of waste handled.

 This person shall have the authority to commit the resources


needed to carry out the contingency plan.

 Driver and helper: Stay on the line with site agent/responsible when
possible until released by the emergency operator.

Minor accident control procedure

 Driver to initiate the first response actions and to inform site


agent/responsible to determine the details of the situation and nature of
incident.
 When no third party or injured person is involved follow instruction from
plant department responsible and to comply with NTA regulations.
 Accident involving third party: Mark vehicle position on the road as per
NTA regulations and moves vehicle out of the way of traffic.
 Driver and helper to act as appropriate and assume control of
emergency area.
 Site agent/responsible to evaluate and to request services of plant
department to takes over the situation if required.

Major Accident control procedure

 Driver to initiate the first response actions and to inform site


agent/responsible, project manager, SHO and plant responsible giving
details the details of the situation and nature of incident.
 Accident involving third party and injured person: Mark vehicle position
on the road as per NTA regulations and moves vehicle out of the way of
traffic if possible.
 Inform police station and emergency response team on below table.

 Driver and helper to act as appropriate and assume control of


emergency area until supported by other services.

 Place hazard triangle on road, hazard lights, flags, and road cones as
appropriate on site of accident.

 Site agent/responsible to evaluate and to request services of plant


department to takes over the situation if required.

 Site agent/responsible to establish emergency of the scene, coordinate


road blocks, cordon the site, and control entry/exit from the area. Make
an initial assessment of situation.

 Evacuate upwind if necessary. Otherwise proceed with usual


evacuation

Pipes spillage control procedure

Major accident with spillage on public road/ private land

 Each spill is unique and every spill shares common features best
referred to as the "Spill Scene." This allows a conceptual illustration of
the work area which emphasizes the relationship of the various
components. Complete decontamination of the spill site, the workers,
tools, must be performed before the spill response is completed.
 During an emergency, the emergency commander (site
agent/responsible) must take all reasonable measures to ensure that
releases do not occur, recur, or spread to other area.

 These measures must include where applicable, stopping the processes


and operations, collecting and containing released pipes and cut off
pieces and to an isolating secured area.

 Traffic control signs and devices  temporary warning signs  safety


devices (cones, bollards, flashing lights) to inform road users of
emergency situation.

 Recommended Spill Response Actions: Practical measures for


preventing vehicles to run over the AC pipes pieces as this will prevent
the generation asbestos dust in the open air. Such measures consist of
diversion, alternative route and one way traffic flow.

 Requesting for additional man power plant, equipment including water


bowser for collection of pipes and debris on the road.

 Prior to collection, loading of spill pipes and debris, the affected area
must be sprayed with water.

 Use appropriate personal protective equipment including face mask


wit filter P3 and worn at all times during the operations.

 Keep pedestrians well away, at least 200 meters, preferably up-wind of


the site

 Comply with instructions from the Police or Fire Service when take
possession area of control.

 Flush off by water tanker lorry Water under pressure preferred  Use
vehicle in reverse  More than one flushing may be required

 . Observe traffic flow for any problem so as to review coordination and


corrective measures.
Post spillage control measures

After the spillage event is over, it is important to try and collect as much
information as possible about the accident that occurred and the
manpower, plant, equipment and materials which have been involved .This
could be in the form of writing down notes throughout the incident of where
the spill occurred supported with photographs detailing the location and
time or speaking with those present on their experiences. This should be
completed as soon as possible after the event while details are still fresh in the
memory. The information is valuable to the project management to support
the review of the contingency plan, for taking decisions about future risk
management procedures.
