BA-1701 NHT CHARGE HEATER TUBES DE-COKING BY PIGGING IN CCR 1 DURING
SHUTDOWN.

Tender for De-Coking and cleaning of BA1701 NHT Charge Heater Tubes by by
Mechanical pigging in CCR 1 during the shutdown as per Process Engineering job list.

Mangalore Refinery & Petrochemicals Ltd., Mangalore, is located in Mangalore- west coast of
Southern India. MRPL is located 24 Kms away from the city of Mangalore & 7 Kms from Surathkal
(National Highway No:66) & Konkan Railway Station

1. SCOPE OF WORK.

Decoking & Cleaning of BA1701 NHT Charge Heater Tubes by by Mechanical pigging in CCR
1 unit. Scope of work includes supply & supervision of manpower with all necessary
Technology, Tools, Equipments, Tube end attachments & Transportation during the above
mentioned period as per the Detailed Scope of work below

2. Heater Details.

The Heater Tube Inlet & Outlet are located at an elevation of 15.54 metres. This is a single
Pass Heater and the details are given in Table I

3. DETAILED SCOPE OF WORK (CONTRACTOR SCOPE)


1. Attending all jobs as per SOR.
2. All tools, tackles, single pumper or double pumper units (Electrical /Diesel driven), pig
propellant - cum-pumping unit incorporating clean & dirty storage tanks, unit control
panel etc., all in accordance with specification to use their patented mechanical
cleaning system.
3. All the specialized pigs and their appendages (i.e. cutting, abrasion and polishing
tools) necessary to complete the subject job in all respects.
4. All necessary pig launchers, receivers and ball valves, hoses & manifolds required for
fluid propellant delivery & dirty water discharge should be provided.
5. The contractor at their own cost shall arrange the diesel, coolants, lube oil, battery,
acids etc., and any other consumable for running of their equipment.
6. Set up, assembly and fixing of valves and launchers for pigs at respective location at
site.
7. Attending of all the running / breakdown maintenance of their machines.
8. Removal of all contractor equipment and dewatering of heater after pigging.
9. Accommodation of contractor personnel is contractor’s scope.
10. Daily to and fro transportation from worksite up to their place of stay.
11. Contractor shall be responsible to complete the entire work as per schedule of rates,
technical description, drawings etc., in all respects and any other job necessary to
complete the work though specifically it may not be covered in the scope of work.
12. To take due care of items while handling and shall be liable for recovery of the loss /
damage occurred due to mishandling.
13. Jobs done by contractor shall be inspected by MRPL as per ITP/ Instructions of EIC. If
any non-conformance is observed, contractor will attend /rectify/repair the same free
of cost.
14. To arrange for collection of the material as per the requisition made by EIC from the
stores /designated area including loading and unloading. Materials installed shall be
strictly as per specification.
15. To follow all safety norms as per HSE norms prevailing within the company from time
to time.
16. To provide safety appliances like dust masks, full body harness belt, safety shoes,
helmet, hand gloves, safety goggles, rain wears, overalls etc .to their personnel.
17. To maintain proper record of his tools &tackles, equipment, machinery and any other
items issued to him from MRPL stores with proper gate entry & shall provide access
to EIC for its inspection as & when required.
18. To arrange for internal transportation of his manpower within the refinery by MRPL
approved means of conveyance.
19. Contractor shall ensure that all staff and workmen should be medically fit and should
have undergone complete medical fitness check either through outside medical
practitioner or at our OHC. All cost of medical fitness test including consultation fee
will be borne by the contractor.
20. The pumper units and crew shall be deputed at site minimum 2 days prior to start of
job. Time taken for fixing and deployment shall be considered Free of cost basis.
21. The crew deployed shall consist of experienced technicians /project leader &
supervisors for execution of the job.
22. The work is to be executed under overall supervision of contractor or the person
designated by him
23. Supervision of all activities may be carried out centrally or area wise as per the
discretion of the contractor. The respective supervisors will be responsible for carrying
out tasks/duties as instructed by EIC.

Additional special provisions to be considered by contractor

1.A pre-project meeting shall be conducted to discuss the work program and
procedure that will be deployed to complete the project.
2. The value of maximum flow rate at defined pressure and at defined skin
temperatures (based on historical data) will be mutually discussed and agreed
between contractor and EIC during pre-project meeting. Contractor technical personnel
may access the same by discussing with our technical services dept. Contractor shall
ensure complete coke removal without tube metal loss. Samples shall be collected
after every 2 hours over the duration of mechanical pigging of each pass. After
completion of pigging, foam pig shall be launched and its receiving in good condition
shall be confirmed. However the judgement of cleanliness shall be decided by
EIC/Technical services after completion of the job in close co-operation with contractor
and his responsible field engineer. The job shall be complete only after satisfactory
report by our Operation /technical service department.
3.Within 48 to 60 hours after start up of heater, post pigging, the skin temperatures & coil
differential pressure should come to the range agreed jointly by MRPL & contractor
based on historical data. If the same is not achieved during execution, MRPL reserves
the right to terminate the contract immediately without assigning reasons for it.
4.To avoid any confusion , the initial 12 hours identified standby time shall be considered
as free of charge.
5.The contractor has to report to EIC at least four to five days in advance before
commencement of shutdown and ensure the following:

a. Unloading of all equipment and tools and tackles at site.


b. Positioning of equipment and assembly of accessories
c. Enabling jobs e.g. water, power, hose connections etc.

6.Contractor has to provide detailed post project report containing pigging data forms,
quantities of contaminates removed, health report of tubes and project duration.

4. MRPL SCOPE OF SUPPLY.

1. Provide all necessary work permits for the job.


2. Evacuate all liquid products from the tubes before connection of contractor equipment.
3. Blinding and de-blinding of heater before (and after) decoking including removal & fixing
of thermo wells.
4. Unloading and loading of contractor equipment and lifting equipment / scaffold access
for hook up of valves and launchers for pigging.
5. Adjustments or piping alterations, pipe spool requirement for setup of contractor’s
equipment. (Details will be provided by contractor in advance during the pr-project
meeting).
6. Pig propellants i.e., water or other acceptable fluid supply and drainage or collection of
dirty water / fluid closer to the job location.
7. Provide open top drums for unloading and disposal of coke / effluent or contain the
residual coke.
8. Supply of gully sucker.
9. Storage space for contractor equipment.

5. SPECIAL CONDITIONS OF CONTRACT.

1. The Contractor shall strictly follow House keeping and Safety regulations in the
contractor’s area of work.
2. The Contractor has to ensure use of skilled manpower to carry out Job of this nature.
3. The Contract personnel shall maintain Good Discipline, Safety Standards,
Commensurate with Industrial standard as mentioned in the attached Annexure A& B.
In the opinion of the Engineer-in-charge, any of the contractor personnel is found
unsuitable services of such personnel shall be discontinued and the contractor shall
provide suitable alternate personnel immediately.
4. The Contractor shall return all the special tools, equipment and other items taken from
MRPL on completion of work duly certified by the Owner/Engineer-in-charge. For any
items lost or damaged by the Contractor, the replacement cost shall be recovered from
the Contractor’s bills.
5. Along with the offer the Contractor shall submit Details of Technology, a List of
proposed deployment of manpower, equipment, tools tackles etc. including supervisors
required to complete the job within the scheduled time.
6. The Contractors are advised to go thro’ all the attachments carefully before quoting for
the Job.
7. A canteen contractor is operating a canteen in MRPL premises. Contractor can make
his own arrangements for Tea, Snacks, Lunch& Dinner during the job inside the
refinery.

6. TIME OF COMPLETION

1. Contractor will be given a notice of 15days for mobilisation & set up of equipment at
our site. Contractor should be ready to take up job immediately as per instruction of
Engineer-In-Charge.
2. Mechanical pigging of heater is to be completed in maximum of 48 hours from the
time of handing over the heater for pigging.

7. CONTRACT VALIDITY

The contract will be valid for a period of one year from the date of PO.

Note 1

1. Standby charges shall be payable on actual basis as certified by EIC


2. Mobilisation - Demobilisation charges shall be for mobilisation & demobilisation of 2 single
pumper units (or one double pumper unit) and crew required for operation of the same

Note 2:

1. Quoted rates shall be inclusive of all supplies, Labour, materials, required PPE’S for the
deployed personnel, consumables, overheads and all other costs, charges, expenses
including all applicable taxes/ duties, excluding GST.
2. GST shall be extra at actuals to MRPL A/c.
3. Quantities shown in SOR are indicative only. No minimum Quantity/Value is guaranteed.
However Payment shall be released based on the actual Quantity executed by the
contractor.
4. Rates shall be firm and fixed till execution of the contract.
5. MRPL may call for detailed breakup of the quotes, if required later.
6. All expenditure related to the scope of work to be included in the quote.
