Effects of climate change in Rural
Livelihoods
Factsheet : Odisha
• Total rural population : 3,49,70,562 (2011 census)
• Coastline : 480 kms
• Rural population below poverty line : 47.15%
(Odisha Economic Survey, 2014-15)

• State wise Migration for Economic reasons :

41.6% (Natl. commission for Rural Labour)
• Per capita CO2emissions of the state : 2.35
metric tonnes (SAPCC, 2010-15)
Climate change : Odisha Perspective
• Exposed to several climate hazards
• Flooding (1980,1982,2001,2003,2006,2007,2008,2011)
• Cyclones (1998, 2013, 2014, 2018)
• Drought (Mayurbhanj, Bargarh, Bolangir, Nayagarh ) (source: SANDRP)
• High sensitivity to climate hazards
• Household Incomes
• Assets or capabilities
• Social inclusion (gender , Caste, religion, etc)
Risks & Vulnerabilities

• Less Secured Livelihoods

• Constrained Economic Opportunities
• Nutritional Health Hazards
• Social Issues
• Seasonal Migration
• Distress Migration
• Trafficking
• Bonded Labour
• Low Human Development Index
Issues in existing infrastructure

• Dependence on monsoon
• Drying of dug wells and farm ponds
• Deterioration of storage areas due to
climate extremities
• Washing off of bunds and check dams by
flash floods
• Increased salinity of agriculture lands
Climate Change Resilient Infrastructure

Objective : To ensure that the poorest and the most vulnerable

people are able to tackle impact of climate extremes

• An infrastructure network that is resilient to today’s natural hazards and

prepared for the future changing climate.
• Perennial efficiency and usability
• Factoring the climate change forecast in present plan
Interventions……to name a few
• Rainwater Harvesting
• Afforestation of
Wastelands
• Watershed Management
• Buffer strips along water
bodies
• Run Off Management
Infrastructures
