CASH RESERVE RATIO: EXPLORING ITS BASICS*

Introduction
Cash Reserve Ratio (CRR) is a specified minimum fraction of the total deposits of customers, which commercial
banks have to hold as reserves either in cash or as deposits with the central bank. CRR is set according to the
guidelines of the central bank of a country.
Meaning of Cash Reserve Ratio (CRR)
In general, Cash Reserve Ratio (CRR) is the amount of funds that banks have to maintain with the Reserve Bank
of India (RBI) at all times. If the central bank decides to increase the CRR, the amount available with the banks for
disbursal comes down. The RBI uses the CRR to drain out excessive money from the system. Commercial banks
are required to maintain an average cash balance with the RBI, the amount of which shall not be less than 3% of
the total of Net Demand and Time Liabilities (NDTL) on a fortnightly basis. The RBI is empowered to increase the
CRR to ≤20% of the NDTL.
The amount specified as the CRR is held in cash and cash equivalents, is stored in bank vaults or parked with the
Reserve Bank of India. The aim here is to ensure that banks do not run out of cash to meet the payment demands
of their depositors. CRR is a crucial monetary policy tool and is used for controlling money supply in an economy.
In other words, the share of a commercial bank’s total deposit which the Reserve Bank of India (RBI) mandates
to be maintained at the respective bank in the form of liquid cash is known as Cash Reserve Ratio or CRR. It is a
tool used to control the liquidity of finances in the banking system and is set according to the guidelines stated by
the RBI.
In order to determine the base rate, the Cash Reserve Ratio acts as one of the reference rates. Base rate means
the minimum lending rate which is determined by the Reserve Bank of India (RBI) and no bank is allowed to lend
funds below this rate. This rate is fixed to ensure transparency with respect to borrowing and lending in the
credit market. The Base Rate also helps the banks to cut down on their cost of lending so as to be able to extend
affordable loans.
Objectives of CRR
The objective of the CRR is to ensure that the banks maintain a minimum level of liquidity against their liabilities
so that they don’t run short of liquidity in case of excess demand for funds. Banks are seen as symbols of trust
and any liquidity crisis can lead to a crisis of trust. That is the sole objective of CRR. It is also used by the RBI to
give signals on the direction of liquidity, although the RBI does not use it very frequently these days.
Apart from this, there are two main objectives of Cash Reserve Ratio:
Cash Reserve Ratio ensures that a part of the bank’s deposit is with the Central Bank and ensuring liquidity
management in the economy. Another objective of CRR is to keep inflation under control. During high inflation in
the economy, RBI raises the CRR to lower the bank’s loanable funds, thereby reducing the liquidity in the
economy

CRR- Its Working and Impact


When the RBI decides to increase the Cash Reserve Ratio, the amount of money that is available with the banks
reduces. This is the RBI’s way of controlling the excess supply of money. The cash balance that is to be
maintained by scheduled banks with the RBI should not be less than 4% of the total NDTL, which is the Net
Demand and Time Liabilities. This is done on a fortnightly basis.
NDTL refers to the total demand and time liabilities (deposits) that is held by the banks. It includes deposits of
the general public and the balances held by the bank with other banks. Demand deposits consist of all liabilities
which the bank needs to pay on demand like current deposits, demand drafts, balances in overdue fixed deposits
and demand liabilities portion of savings bank deposits.
Time deposits consist of deposits that need to be repaid on maturity and where the depositor can’t withdraw
money immediately; instead, he is required to wait for a certain time period to access the funds. It includes fixed
deposits, time liabilities portion of savings bank deposits and staff security deposits. The liabilities of a bank
include call money market borrowings, certificate of deposits and investment in deposits other banks.
In short, higher the Cash Reserve Ratio, lesser is the amount of money available to banks for lending and
investing.
In accordance with the RBI guidelines, every bank is required to maintain a ratio of their total deposits that can
also be held with currency chests. This is considered to be the same as it is kept with the RBI. This ratio can be
changed by the RBI from time to time in regular intervals. When this ratio is changed, it impacts the economy.
For banks, profits are made by lending. In pursuit of this goal, banks may lend out to the max to make higher
profits and have very less cash with them. In such a scenario, if there is an unexpected rush by the customers to
withdraw their deposits, the banks will not be in a position to meet all the repayment needs. Therefore, CRR is
vital to ensure that there is always a certain fraction of all the deposits in every bank, kept safe with them. RBI
curbs these issues with the help of the CRR.
While ensuring liquidity against deposits is the prime function of the CRR, it has an equally important role in
controlling interest rates in the economy. The RBI controls the short-term volatility in the interest rates by
adjusting the amount of liquidity available in the system. Too much availability of cash leads to the fall in rates
while the scarcity of it leads to a sudden rise in rates, both of which are unhealthy for the economy.
Thus, as a depositor, it is good for you to know of the CRR prevailing in the market that ensures that regardless of
the performance of the bank, a certain percentage of your cash is safe with the RBI.
Cash Reserve Ratio (CRR) is one of the components of the monetary policy of the RBI which is used to regulate
the money supply, level of inflation and liquidity in the country. The higher the CRR, the lower is the liquidity
with the banks and vice-versa.
During high levels of inflation, attempts are made to reduce the money supply in the economy. For this, RBI
increases the CRR, reducing the loanable funds available with the banks. This, in turn, slows down investment
and reduces the supply of money in the economy. As a result, the growth of the economy is negatively impacted.
However, this also helps bring down inflation.
On the other hand, when the RBI needs to pump funds into the system, it lowers CRR which increases the
loanable funds with the banks. The banks thus extend a large number of loans to the businesses and industry for
different investment purposes. It also increases the overall supply of money in the economy. This ultimately
boosts the growth rate of the economy.
Thus, the impact of Cash Reserve Ratio on the Indian economy may be captured in the following points:
i) Impact on interest rates: Interest rates are cost of the loan. If there is hike in the CRR the banks must
deposit more amount of cash with RBI, or if there is any decrease in CRR the banks will deposit less
amount of cash with RBI. Due to CRR banks may have more or less cash for lending and rate.
ii) Impact on investment: Firms operating in the economy needs money for expansion and for various
purpose. If interest rates are high due to increase in CRR, all firms may not get money from the banks.
Due to this growth of the economy slows down. Impact on common public: Public might take loan for

availing some services. Due to high interest rates public may consume less. If CRR is increased the public
will consume less and will have direct impact GDP.
iii) Impact on Exports and Imports: If interest rates are high firms will consume less amount and they
reduced their expansion plans, it makes the production of goods and services low, since the production
has decreased, People will purchase from foreign markets to get their desired products. Imports will
increase and exports decreases, ultimately put downward pressure on GDP by reducing Exports.
iv) Impact on Stock Markets: Since some investors tend to leverage and invest in the stock markets, higher
interest rates increase expectation of returns from the stock markets; this has the impact of lowering
current stock prices. An overall decline in stock prices has a cascading effect as leveraged positions are
unwound (on account of meeting margin requirements), leading to still lower stock prices.
v) Impact on Real Estate: With an increase in CRR, liquidity of funds in the market would be less. This
means that investors would not be looking forward to purchasing real estate nor be inclined to take on a
home loan due to the high rates of interest. Moreover, the construction sector would be in a slowdown as
multiple construction companies would face scarcity of work as the demand would be less, and as they
would require to borrow funds at higher rates. Therefore, construction companies would be reluctant to
take on work that would increase their overhead costs.
Significance and Merits
CRR is the ultimate tool for the purpose of saving a bank in its hard time. Every bank aims to earn a profit. For
this purpose, banks wish to lend their maximum money in the market. Let’s assume a bank has Rs 100 crore in
the balance sheet. For making the maximum profit it would like to lend all the money in the market. Thereafter
the survival of the bank goes at risk. If the loan becomes NPA, it puts an adverse impact on the economy.
Moreover, by lending all the money in the market, it increases the flow of money in the market. With this, the
value of currency lessens. Further, it leads to ‘Price-inflation’.
Therefore, by putting the criteria of maintaining the CRR, The Central Bank achieves two goals, i.e. firstly, it saves
the bank in a hard time. Secondly, it controls the flow of money in the market.
The merits of Cash Reserve Ratio (CRR) are as under:
i. CRR helps build and sustain the solvency of a scheduled commercial bank authorized by reserve bank of
India.
ii. CRR ensures the liquidity in a scheduled commercial bank is regulated at all times.
iii. CRR is targeted at providing a smooth cash flow by regulating lending across all scheduled commercial
banks in the country.
iv. The Reserve Bank of India controls and co-ordinates lending businesses run by commercial banks
through the implementation of CRR.
v. When CRR is reduced, scheduled commercial banks would have more cash at their disposal. This
increases lending ability of banks which in turn increases liquidity as the cash flow increases in the
country. When CRR is reduced, banks sanction more car loans, personal loans, home loans and so on.
vi. At times when market rates are down, CRR helps in absorbing liquidity.
vii. CRR is most effective in regulating liquidity. Other monetary instruments like market stabilization
scheme MSS, are not that effective and take more time to regulate and control liquidity in the market.
The cash reserve ratio plays a crucial role in moderating the economy.
Conclusion
CRR is a monetary tool. Banks maintain with the central bank a certain sum of moneyi.e. CRR. Further, Central
Bank uses it as a monetary tool to control the flow of money in the nation. When the central bank feels that price
inflation is increasing, it increases the percentage of CRR. When the central bank sees the economy is moving
towards depression, it reduces the CRR. This cash reserve is very helpful to the bank during the economic crisis.
In other words, for the benefit of the banks, Central Bank imposes some restriction as a guardian. CRR is one of
the various restrictions (tool). Not to mention that maintaining the CRR with RBI is mandatory and not an option.

REGISTRATION
1. VALIDITY OF CS FOUNDATION PROGRAMME ADMISSION
The Institute has stipulated 03 years period for the validity of Foundation
Programme admission. Accordingly, all those students who have
registered upto August 2016 may please note that their admission to the
Foundation Programme stands cancelled on expiry of three years period
at the end of July 2019 .
Students who have not passed the Foundation Examination within the
validity period of their registration and are not graduates, may seek
fresh admission online at Institute’s website www.icsi.edu together
with the Foundation Programme admission fee of Rs.4500/-.

2. REGISTRATION FOR CS EXECUTIVE PROGRAMME

Students who have passed the Foundation Programme examination held in June 2019 and register in
Executive Program upto and including 31st August, 2019 would be eligible to appear in both modules of the
Executive Program to be held in June 2020 examination and students who will take registration in Executive
Program between 1st September 2019 to 30th November, 2019 will be eligible to write only one module in
June 2020 examination of the Executive Programme.

link https://smash.icsi.in/Scripts/login.aspx. ICSI Foundation Passed Students will register in CS
Executive Programme after login their Foundation Programme Account at
https://smash.icsi.in/Scripts/login.aspx. The fee for seeking registration for Executive Programme is Rs.
8500/- which can be paid onilne either through credit / debit card / net banking / bank challan.

2. STUDENT IDENTITY CARD


Identity Card can be downloaded after logging into the Student Portal at www.icsi.edu. After downloading
the Identity card, students are compulsorily required to get it attested by any of the following authorities
with his/her seal carrying name, professional membership No., designation and complete official address:
1. Member of the Institute, with ACS/FCS No.
2. Gazetted Officer of the Central or State Government.
3. Manager of a Nationalized Bank.
4. Principal of a recognized School/College.
5. Officer of ICSI.
Unattested Identity Cards are not valid and the students are advised to carry duly attested Identity Card for
various services during their visits to the offices of the Institute, Examination Centres, etc.
3. REGULARISATION OF FOUNDATION PROGRAMME ADMISSION
Students provisionally admitted to the Foundation Programme are advised to upload the scanned
copies of their Senior Secondary Marksheet/Pass Certificates for regularizing their admission at their
online account at www.icsi.edu.Students, who have already uploaded/submitted their Senior Secondary
Examination Marksheets/Pass Certificate and have not received any confirmation with regard to
approval of their admission, must contact the Institute immediately either through online grievance
Redressal module of the Institute quoting the following particulars:

4. CANCELLATION OF PROVISIONAL ADMISSION

Provisional admission of the students, who fail to submit/upload the


requisite proof of having passed the Senior Secondary (10+2) examinations
within the stipulated time period of six months, shall stand cancelled and no
refund of fee will be made.

DEDUCTION OF 30% OF THE TOTAL FEE REMITTED BY THE APPLICANT IN RESPECT


OF REGISTRATIONS LYING PENDING FOR MORE THAN A YEAR

The Institute has decided to reject the applications of such students who do not submit the
documents within one year after their registration in Foundation and Executive programme by
deducting 30% of the fee remitted by them towards administrative charges after expiry of one
year. Therefore it is advised that all such students may complete all formalities to approve the
registration in the stipulated time period failing which their registration applications would be
rejected.

The “Chartered Secretary” Journal is published by the ICSI, with a view to ensure continuous
up-gradation of the knowledge of the Members. The Journal is equally important for the
students of the Institute. Students who are interested to purchase the journal can subscribe
for the same by remitting the nominal subscription fees of Rs. 500/- per annum. Students can
either subscribe for the Journal at the time of registration in each stage of CS Course or
separately through our Chartered Secretary division.

IMPORTANT INFORMATION FOR THE STUDENTS OF THE CS FOUNDATION PROGRAMME


STUDY MATERIAL

All registered students who have uploaded their documents successfully and their application has
been approved by the Institute are supplied with the set of study material. Those who have not
received Study material, are therefore, advised to send their request /query through Grievance
Solutions Cell or they can also download the study material from the website of the Institute at
academic corner option. Details of submitting request through grievance solutions cell is given under
the head “ICSI Grievance Solutions Cell”
SELF STUDY
The Institute provides a set of study materials to all the students of Foundation Program for self-
study purpose. Students have the option to study the subjects of their own and appear in the next
examination of the institute for which they are eligible or else they can get themselves enrolled at
Class Room Teaching Centers of the Institute for coaching. Classes are conducted by most of the
Regional/Chapter offices of the Institute located across the country.

The sacrifice of the personnel of Indian Armed forces and para military forces for
maintaining the security and sovereignty of the country is commendable.

In a humble endeavor of the Institute in recognizing the contribution of the serving and
retired personnel and as a goodwill gesture to the families of martyrs, the Institute has
decided to grant the following concessions for registration to the CS Course :

1. 100% concession in full Fee payable at the time of Registration to various


Stages of CS Course and Examination Fee to the wards and widows of martyrs
of Indian Army, Indian Air Force, Indian Navy and all para military forces

2. 100% concession in full Fee payable at the time of Registration to various


Stages of CS Course and Examination Fee to the personnel of Indian Army,
Indian Air Force, Indian Navy and all para military forces with permanent
disability as a result of participating in act of war and other missions.

3. 50% concession in full Fee payable at the time of Registration to various


Stages of CS Course and Examination Fee to all In Service/ Retired personnel
of Indian Army, Indian Air Force, Indian Navy and all para military forces.

All other fee payable by the aforesaid category of students shall be as per the rates
applicable to the general category students.

These guidelines shall be applicable effective from 1st April, 2019.

3. GRANT OF FACILITY OF WRITER’S HELP/EXTRA TIME TO PHYSICALLY DISABLED


CANDIDATES IN COMPUTER BASED EXAMINATION–DECEMBER, 2019

Any physically disabled/challenged candidate having a minimum of 40% physical disability or deformity
of permanent nature and who wishes to seek writer’s help and/or extra time for the purpose of appearing
in Company Secretaries Examination is requested to submit a separate application in the prescribed
format as specified below in addition to submitting his/her online enrolment application for appearing in
the examination together with the attested photocopies of following documents and with full size
photograph showing the disability:
(i) Disability Certificate issued by the Medical Board/doctor of not below the rank of Civil
Surgeon/Medical Superintendent of a Central or State Govt. Hospital /Medical College, certifying
the nature (permanent or temporary) and percentage of disability and its duration affecting
his/her ability and/or the normal physical functions; and
(ii) Letter of Permission issued to him/her by Sr. Secondary Board/University and/or any other
professional/educational examining body, such as — UPSC, SSC, State Public Service Commission,
The Institute of Chartered Accountants of India, The Institute of Cost Accountants of India, etc.,
granting him/her such assistance for appearing or writing the examinations.
Physically disabled candidates who had been granted facility of writer’s help/extra time in the previous
CS examination(s) and wish to avail of such concession or assistance for writing the ensuing examination
are required to apply again for each session of examination giving reference of communication allowing
such facility granted in the past. In such cases, candidates are not required to submit the attested copies
of above stated documents and full size photographs.
It is clarified that in case of disablement of temporary nature and injuries like, fracture in the arm,
forearm or dislocation of a shoulder, elbow, wrist or any other illness, etc., the candidates are not eligible
to seek any concession or assistance of writer and/or extra time.
The duly filled in application on the prescribed form along with the supporting documents, if any, should
be sent to the Institute at the address given below at least 45 days in advance from the date of
commencement of examination:
