Training Design

RATIONALE:

Legislation as a function of local government is a basic action in creating a

peaceful and orderly community and a very cardinal element in local governance. The
economic and social development of a local government unit begins with the right laws
and policies that can them to a higher level of development-laws and policies that are
responsive to the needs of the constituents and the community as a whole.

For this reason, the Sanggunian, together with the local executive branch must
be well- equipped with the knowledge and skills necessary to exercise and perform
such power and functions. The above titled seminar will be focusing on the
fundamental concept and importance of local legislation, the powers duties and
responsibilities of the Sanggunian as well as the legislative process and the skills and
strategies necessary in formulating ordinances and resolutions.

OBJECTIVES:

At the end of the seminar, participants shall be able to identity and effectively
perform their legislative functions. Specifically, the participants shall be able to:

1. Enhance their knowledge on parliamentary procedure;

2. Keep abreast on the current thrust of the national government;
3. Exchange good practices in local legislation;
4. Resolve issues and queries relative to their functions.

2. The Legislative Power
3. The Parliamentary Procedures
4. Motions
5. Decorum
6. Resolutions and Ordinances
7. Unified Format for Barangay Clearance

METHOLOGY:

Use of power-point presentations and lecture-discussion shall be predominantly

used in the conduct of this seminar.
DATE AND VENUE:

The Seminar will be conducted on June 19, 2019 at Cristina Villas Mountain
Resort, Taktak Road, Antipolo City.

PARTICIPANTS:

Participants to this seminar will be the Sangguniang Barangay of Barangay Sto.

Domingo and staff.

BUDGETARY REQUIREMENTS;

The seminar expenses chargeable to the training funds of the Sangguniang

Barangay subject to the usual accounting rules.
