SUBJECT : Intensified Focused Police Operations on Lawless/Criminal

Elements and Threat Group Members

DATE : September 2, 2019

1. Reference: Memo from C, ROMD PRO2 dated August 29, 2019 with same
subject as above.

2. This pertains to the observation that criminalities, atrocities and internal

security incidents continue to persist being carried out by lawless/criminal elements
and threat group members.

3. In this regard, you are directed to address such illegal activities, ensure
peace, order and safety, conduct of intensified focused police operations and other
anti – criminality initiatives against Private Armed Groups (PAGs), Criminal Gangs,
Gun for Hire, Wanted Persons, Loose Firearms and the like, through:
a. High Police Visibility Patrol and Police Response;
b. Service of Warrant of Arrest;
c. Implementation of Search Warrant;
d. Check/Choke Point Operations; and
e. Oplan SITA/BAKAL/GALUGAD, etc.

4. Further, ensure that all your personnel are informed of these directives and
actual activities are done on the ground. Monitor the accomplishment of your
respective AORs using the attached matrix. Additionally, be reminded of the following
details:
