A. INTRODUCTION
One of the typical urban problems today are the high flow of urbanization. In
Indonesia, urbanization activities still can’t be controlled resulting in significant problem
effects for cities / districts such as congestion, garbage accumulation, increased crime rate,
decline in public service facilities to reduced availability of residential land.
Yogyakarta, one of the province in Indonesia, has a serious problem with garbage.
The volume of garbage is 600 tons per day and continues to grow every year. The Head of
Integrated Wastewater Disposal Processing (TPST) in Piyungan said that it was not
relevant with the 14.3 hectares of the land which accommodating garbage up to 2.3 million
tons that day. The garbage problem is emerged due to several factors. First, there is no
public desire to separate waste for recycling before disposal. Second, there is no renewable
energy application in waste management.
Another problem in Indonesia is about the increasing of number of cases in
Banyuwangi. In 2016, there were 818 cases with 552 cases being solved, while in 2017
there were 889 cases with a total of 634. Some of the cases are about criminality and traffic
accidents.
Smart City is a concept whereby the structure and elements in it are monitored,
measured, controlled and processed as data and information as a basis for policy-making
both administrative and conceptual. Thus, it needs special attention and expertise in its
construction and development. Successful implementation of Smart City can be measured
by the decrease in problems that occur in urban areas.
One city in Asia that has successfully implemented Smart City as a solution to urban
problems is Kaohsiung City, Taiwan. Smart systems promoted by municipal governments
are applied in various aspects such as environmental protection, tourism, transportation,
management, agriculture, emergency services assistance, cultural and creative industries,
living standards, medical care, education, industry, and disaster prevention. Kaohsiung
City has participated in various competitions and evaluation of Smart City. As a result,
Kaohsiung received awards, including the award of the Revolution Achievement Prize of
the Smart City Expo by the Taipei Computer Association, the Outstanding Achievement
Prize by the Cloud Computing & loT Association in Taiwan and the Invention of Healthy
and Senior Citizen-Friendly City. Moreover, Kaohsiung has been given a good rating and
ranked by Common Wealth Magazine, Global Views Monthly and Wealth Magazine.
Therefore, as part of a society that has felt the application of the Smart City system
in Kaohsiung City, the Indonesian Students Union (PPI) of Kaohsiung intends to organize
"Wawasan Cendekia" with the theme of "Smart City to Accelerate Indonesia
Development". This activity aims at providing the perspective and the latest information
related to Smart City concept. “Wawasan Cendekia” is one of the program of science study
activity by PPI Kaohsiung which discuss deeply about the idea, work, achievement,
research result and scientific publication of Indonesian students who are or have conducted
study in Kaohsiung as part of idea distribution and breakthrough.

B. OBJECTIVES OF ACTIVITIES
“Wawasan Cendikia” with the theme of "Smart City to Accelerate Indonesia
Development" aims to foster scientific spirit for Indonesian students in Kaohsiung, among
students, and the general public. Therefore, this event can be a platform to spark concrete
ideas, solutions, and critical thinking for the development and advancement of science
especially related to the concept of Smart City to be applied in Indonesia.

C. BENEFIT OF ACTIVITY
Benefits of “Wawasan Cendekia” activities for speakers are:
1. As widely publicized means of ideas, works, accomplishments, results of research and
scientific publications have been produced by the speaker to the students, the general
public and various government and private parties.
2. As a medium to introduce and open opportunities for the future application of ideas
and research results in Indonesia.
3. As a platform to bring together the originator of ideas and the owner of the work,
achievements, research results and scientific publications with various parties that can
support the implementation of ideas and works in Indonesia.
Benefits of “Wawasan Cendekia” activities for participants are:

1. Acquire knowledge from various fields and disciplines useful for study and self-
development.
2. Gain inspiration and positive perspective in order to build Indonesia in the future.
3. Bring together experts, scientists, scientific and development observers of the country
to support the study, research and careers.
Benefits of “Wawasan Cendekia” activities for government and private sectors are:

1. Provide ideas initiated by the students for the future development of Indonesia.
2. Bringing together government and private parties together with students to support the
advancement of Indonesia in various development sectors.

D. THE CONCEPT OF ACTIVITY


“Wawasan Cendekia” is a symposium performing speakers to talk about ideas, works,
achievements, research results, and scientific publications to Indonesian students in
Kaohsiung and the invited guests. Speakers may be students or from other parties invited
to speak about specific topics. Participants are expected to participate actively during
question and answer sessions to gain a better view of the topic discussed. The activities
will be streamed live on various social media. Further, the activity results are published in
articles on various media.

E. THEME OF ACTIVITY
The theme of “Wawasan Cendikia” that will be held is "Smart City to Accelerate
Indonesian Development". The theme is motivated by the wishes of numerous local
governments in Indonesia, especially municipal and district governments, to share
experiences related to the fields of transportation, agriculture, tourism, infrastructure,
energy, water treatment and open cooperation opportunities between Kaohsiung City
Government and Local Government in Indonesia in applying various matters related to the
application of Smart City system. The results of this event are expected to be applied in
some Indonesian cities, such us Jambi, Yogyakarta and Banyuwangi. The location of the
cities are shown as picture below.

F. DESCRIPTION OF CITIES
1. Kaohsiung
Kaohsiung city is a special municipality located in southern-western Taiwan and facing
the Taiwan Strait. Kaohsiung has a population of approximately 2.77 million people
and has been officially ranked as Taiwan's third most populous city since July 2017. It
is Taiwan's largest municipality by area at 2,951.85 km2 (1,139.72 sq mi), stretching
from Mount Yu to Taiping Island. Since its start in the 17th century, Kaohsiung has
grown from a small trading village into the political, economic, transportation,
manufacturing, refining, shipbuilding, and industrial center of southern Taiwan. As the
largest municipality in Taiwan, Kaohsiung has a number of mostly newly built leisure
areas/parks. This includes parks, zoos, pavilions and a number of wharfs and piers.
Notable parks or pavilions in the city include the Central Park, Siaogangshan Skywalk
Park, Fo Guang Shan, the Dragon and Tiger Pagodas, the Love Pier, Singuang Ferry
Wharf and Kaohsiung Fisherman's Wharf. Kaohsiung is well known for having
numerous large and organized night markets, such as Jin-Zuan Night Market, Liuhe
Night Market Ruifeng Night Market and Zhonghua Street Night Market, as well as
having the biggest night market in Taiwan, the Kaisyuan Night Market, which opened
in late 2013. Other attractions includes the Dome of Light of Kaohsiung MRT's
Formosa Boulevard Station, the Kaohsiung Mosque and the Tower of Light of Sanmin
District. For transportation Kaohsiung has some modern transportations :
 Kaohsiung Mass Rapid Transit (MRT) opened for revenue service in March
2008. Notably, two of Kaohsiung's MRT stations, Formosa Boulevard Station and
Central Park Station, were ranked among the top 50 most beautiful subway
systems in the world by Metrobits.org in 2011. In 2012, the two stations
respectively are ranked as the 2nd and the 4th among the top 15 most beautiful
subway stops in the world by BootsnAll.

 The Circular Light Rail Line Also known as Kaohsiung LRT, Kaohsiung
Tram for Kaohsiung City is a planned light rail line. Construction of Phase I
Also known as Waterside Light Rail began in June 2013 and is in full operation
since September 2017.

 Kaohsiung Public Bike, For the last 3 years, Kaohsiung City Government has
invested many efforts in the establishment of public bicycle system. The bike
lanes in Kaohsiung are now longer than 500 km and is expecting to increase to
1000 km in the future. In March 2009, Kaohsiung became the 1st city in Taiwan
to set up a self-service public bicycle rental system, in order to encourage our
citizens to choose ecofriendly transportation tools.

2. Yogyakarta
Yogyakarta is a city on the island of Java in Indonesia. It is renowned as a centre of
education (Kota Pelajar), classical Javanese fine art and culture such as batik, ballet,
drama, music, poetry and puppet shows. The city's population was 388,627 inhabitants
at the 2010 census. Its built-up area was home to 4,010,436 inhabitants, which includes
Magelang and 65 districts across Sleman, Klaten, Bantul, Kulon Progo and Magelang
regencies. Yogyakarta-Magelang and Surakarta are being agglomerated in several
years.
Partially a result of its proximity to Borobudur and Prambanan temples, and because
of the Javanese court Kraton culture of Kraton Yogyakarta, Yogyakarta hosts a sizable
tourist industry. Most tourists come to Yogyakarta as an accommodation base to visit
Borobudur and Prambanan.

3. Jambi
Jambi is a province of Indonesia. It is located on the east coast of central Sumatra and
its capital is Jambi. The province has a land area of 50,058.16 km2, and it has a
population of 3,092,265 according to the 2010 Census by January 2014 this had risen
to 3,412,459.
Mount and Lake Kerinci is commonly visited by the tourist while they passing by to
Jambi. The existance of flora and fauna in Jambi, makes this city own their particular
of national park as a reservation for those habitats, and others tourism destination are
Kerinci Seblat National Park, Bukit Tiga Puluh National Park, and Barbak National
Park. besides, there is a famous temple that is Muara Jambi temple.

4. Banyuwangi
Banyuwangi Regency is a regency of East Java province in Indonesia. The regency is
located at the easternmost end of Java Island. It serves as a port between Java and Bali.
It is surrounded by mountains and forests to the west; by sea to the east and south.
Banyuwangi is separated by the Strait of Bali from Bali. With an area of 5,782.4 km2,
this regency is the largest in Java. It had a population of 1,488,791 according to the
2000 Census; by the 2010 Census it had risen to 1,556,078; and the latest official
estimate (for January 2014) is 1,599,788. Banyuwangi is the eastern-most regency of
East Java. To the north lies the regency of Situbondo. The regencies of Jember and
Bondowoso neighbor Banyuwangi to the west. To the east lies the island of Bali and
to the west lies the Indonesian Ocean. Banyuwangi is situated on the coordinate 70 45’
15” S and 113’ 38.2” E. Because of its location, Banyuwangi has diverse natural
scenery, rich art, culture, customs and traditions. The beauty of nature is spread across
Banyuwangi from the west to the east. Mountains, forests and beaches mark the
landscape of the regency. For instance, Ijen Crater, in the western part of Banyuwangi
is famous for its beautiful crater lake, the traditional sulfur miners who amazingly
climb up and down the slope of Mount Merapi, and the plantations that cover the
Crater’s slope. The National Park of Meru Betiri is famous for its Java Tiger and turtles.
These locations form the center of the Tourism Developed area which is called the
Diamond Triangle, which connects one Tourism Object to another.

Speakers invited to “Wawasan Cendekia” with the theme of "Smart City to Accelerate
Indonesia Development" are:

Speakers from the Kaohsiung City Government will share experiences related to Smart
City's perspective including the concept, the system until its application in Kaohsiung City.
On the other hand, municipalities / districts of Indonesia will convey issues related to
Smart City concept that can be applied in their respective city.
H. TARGETED PARTICIPANTS
Targeted participants of “Wawasan Cendekia” with the theme of "Smart City to Accelerate
Indonesia Development" are:
1. Indonesian students who are studying or have studied in Taiwan,
2. Indonesian students studying in East Asian and Southeast Asian countries,
3. Students currently studying at universities in Indonesia,
4. Experts and professors,
5. Municipal / district government in Indonesia and Taiwan,
6. Private parties from Indonesia and Taiwan.
Participants who attended this event are expected to understand Smart City including the concept
and challenges. Besides, participants will be able to understand the design and interaction of
citizens in this event, identifying the principles and flow of information in the city on different
scales, as well as the importance of responsive cities to citizens.

This event will be held on Saturday and Sunday, October 6-7, 2018.

Tzu Chi is a Taiwanese international humanitarian and non-governmental
organization (NGO) with over 10 million members worldwide throughout 47
countries. The foundation’s work includes medical aid, disaster relief, and
environmental work such as recycling.
