COMPUTER AND INTERNET USE POLICY

1. Present your QCPL or any valid ID and sign in to registration forms located at the
MIS staff table. Sign in or Register first to Tech4ED before you start using Computer
and Internet facilities. Computers may be subject for availability.
2. Computers and Internet are STRICTLY FOR EDUCATIONAL AND RESEARCH
USE ONLY.
3. A user of the Library is only entitled Forty-five (45) minutes to use the computer and
internet facilities of the library. Fifteen minutes of extension time is to be given to
clients/patrons as the need arises.
4. A user is advised to save all their files in a USB flash drive and may ask for the
assistance of the MIS staff to save it to their USB flash drive. The library will not
responsible for any damage and any loss of data that may occur to USB flash drive
or form the library’s computers.
5. Children below 10 years old are not allowed to use the computers unless they are
accompanied / supervised by their parent/s and/or guardian/s.
6. Patrons using computer lab must have their files saved and ready to go by 5 minutes
before the computer and internet section closing time.
7. The computer and Internet services are free to the public and no fee shall be
collected.
8. Users are responsible for the protection of their own information. The library will not
be held responsible for any outcomes resulting from using the internet or using
information found on the internet.
9. For printing, users are charged the current copy fee for all printouts, even pages
printed by mistake.
10. As a courtesy to the next user, exit all opened programs, push your chair and leave
the computer neat, clean and ready.
The following are strictly prohibited inside the QCPL Computer and Internet facilities:

 Making unnecessary behavior and noise that may disturb other users.
 Social Networking sites (Facebook, Twitter, Instagram, Youtube and the likes)
 Computer games and Online games.
 Changing of Computer and Internet Settings
 Access, alter, change, transfer or steal any prohibited content or equipment of the
library.
 Printing without permission.
 Drinking and/eating any kind of food and beverages including candies and gums.
 Access any application program without the permission from the librarian/staff.
 Access any inappropriate websites, indecent or immoral information graphics (picture),
text, sound or other form.
 Littering and vandalism.
Failure to comply with any of the said policy will result in the immediate loss of privilege to use
QCPL Computer and its Internet facilities. Violators of the above policy will be temporarily or
permanently banned from using the said facilities of the QCPL.
This Policy applies to all QCPL’s Computer and Internet Users.
M.I.S POLICIES

10.1.4 MANAGEMENT INFORMATION SYSTEM SECTION (MISS)


10.1.4.1.1 Multi Media & Internet Policies
10.1.4.1.1 Computer and Internet Use

1. Present your QCPL current and valid library card and sign in MIS staff log book. A client
has to wait for a computer to become available. Observe the first come, first served
policy.

2. Children aged 10 years old and under must be accompanied by their parents or
guardians when doing research inside the library premises.

3. All users are allowed to use Internet facilities for a maximum of one hour per computer
only. If a client or user wishes to extend computer use after an hour, he/she must ask
permission first from the MIS staff assigned. Extension is only allowed if there is no
queue of users. Otherwise, the said user will have to queue again and wait for his turn.

4. Priorities will be given to students/clients doing research and those who access E-
Government services. Those who will make resume for job application will also be
accommodated.

5. Internet and WIFI use are free.

6. The following are strictly prohibited:

a. Opening, altering or changing configurations, transfer or steal any


equipment or any part of it.
b. Opening any application program without the permission from the
librarian/staff.
c. Accessing any e-mail, indecent or immoral information of files in
graphics(picture), text, sound or other form.
d. No computer games/online games, no obscene photos or languages will
be allowed or tolerated in the use of the computers.
e. Drinking and/or eating any kind of foods and beverages including candies
and gums.
f. Making unnecessary noise that may disturb other users.
g. Interfacing with other users without consent.
h. Littering and vandalism.
Those who will be caught doing the above listed prohibitions will be dealt with accordingly, will be
banned to use the MIS facilities and services and immediate loss of library privileges.

10.1.4.1.1.1 Printing and Downloading from a Library Computer


1. user can print pages from the library computers. Short black and white copies are P2.00
per pages. Short colored copies are P5.00 per page.
2. information can be downloaded or saved from a library computer to a removable disk or
portable drive (USB, Flash, keychain drive, etc.).
The QCPL is not responsible for loss or damage to downloaded data, files or hardware.

10.1.4.1.2 Filtering
1. All QCPL Internet computers are filtered to screen out obscene and sexually explicit
websites.
2. QCPL does not assume responsibility for the accuracy of its Internet filters. Parents
should be responsible in monitoring their children’s use of the library computers and the
Internet to ensure their safety.

10.1.4.1.3 Computer Use Privacy

1. QCPL is committed to protecting library users’ privacy, but as a public institution, the
library cannot guarantee absolute privacy.
2. Users’ activities on the library’s computer are not recorded or stored on the computer
hard drive.
3. The QCPL assumes no responsibility for information the users chose to provide to
websites, services or individuals when using the library’s computer.

10.1.4.1.4 Wireless Access


1. Free wireless Internet access is available at QCPL. No plug or phone jack is needed.
Simply, turn on your notebook, laptop or other wireless device.
2. The wireless network is not secure and the Library assumes no responsibility for the
safety of your equipment, security or data files.
3. Information may be captured by anyone with a wireless device and appropriate software.
4. Wireless Internet access in the library if filtered in the same manner as the library’s own
public use computers.

10.1.4.1.5 E-Government Services Policies


The clientele should be guided on the following:
1. The library’s computers use to obtain e-Government services do not retain any personal
information, no “cookies” are kept, temporary and Internet files are removed, and the
internet cache is cleared at the end of each user’s session.
2. The library and the MIS staff will not collect of retain any personal information used in
accessing e-Government services.
3. MIS staff will not view any personal information that patrons enter into the computer in
order to obtain e-Government services. The viewing or personal information by MIS staff
may be necessary only in order to assist customers with their e-Government
transactions.
4. The library is not responsible for the content found on other websites, for any failure
transmission of online application of forms to other agencies, of for accurate submission
of online application or forms or information. The library cannot guarantee that other
agencies receive forms or information submitted from library computers or act on them
appropriately. No agreement of contract is created between the patron and the MIS staff
of the library system.
5. The library uses best efforts to ensure network security. Nevertheless, the patron
assumes all responsibility for the use of the library’s network and networked resources,
including interference with the patron’s data, laptop computer or other devices.
6. The library is not liable for the loss or compromise of any confidential or sensitive, or any
other information, or for any and all damages resulting from that loss or compromise.
7. The library is not responsible for the outcomes expected by patrons as a result of their e-
Government transactions (i.e. receiving or not receiving benefits). The library is not
responsible for the accuracy of information provided by patrons to e-government service
providers.

10.1.4.1.6 Responsibilities of the MIS Staff:


1. MIS staff may provide assistance to clients accessing e-Government services by:
a. Providing basic computer instruction.
b. Finding information about government programs and services, jobs,
education and other government transactions.
c. Locating Web sites with the requested e-Government forms.
d. Providing assistance in completing application forms.
e. Assisting in obtaining free email accounts.
f. Assisting with copying and printing of transactions.

2. MIS staff may not provide the following forms of assistance:


a. Advise patrons as to which forms or application they specifically need to
obtain government services.
b. Enter data, complete forms in the entirety of the patrons and/or submitting
completed forms or application in the patrons’ behalf.
c. Interpreting questions asked on forms and applications, or advising of
appropriate answers on forms and applications.
3. MIS staff should refer patrons needing additional assistance in completing forms
and/or applications to the appropriate government agency such as NBI Clearance
Online Services, Social Security System (SSS), and other government agencies that
provide online programs and services.
10.1.4.1.2 CCTV Policy

The Quezon City Public Library uses closed circuit television (CCTV) images to
provide a safe and secure environment for employees and for visitors to the QCPL’s
premises, such as clients, contractors and suppliers, and to protect the QCPL’s
property.

This policy sets out the use and management of the CCTV equipment and
images in compliance with the Data Privacy Act of 2012.

The QCPL’s CCTV Facility records images only. There is no audio recording i.e.
conversations are not recorded on CCTV (but see the section on convert recording).

10.1.4.2.1. Purpose of CCTV

The purposes of the Quezon City Public Library installing and using CCTV systems
include:

 To assist in the prevention or detection of crime or equivalent malpractice.


 To assist in the identification and prosecution of offenders.
 To monitor the security of the Quezon City Public Library’s premises.
 To ensure that health and safety rules and the Institution’s policies and
procedures are being complied with.
 To assist with the identification of unauthorized actions of unsafe working
practices that might result in disciplinary proceeding being instituted against
employees and to assist in providing relevant evidence.
 To promote productivity and efficiency.
 To reduce the incidence of crime and anti-social behavior (including theft,
bullying and vandalism).

10.1.4.2.2 Location of Cameras


Cameras are located at strategic points throughout the QCPL’s premises,
principally at the entrance and exit points. The Institution positioned the cameras
so that they only cover communal or public areas of the QCPL’s premises and
they have been placed so that they provide clear images. No camera focuses, or
will focus, on toilets, shower facilities, changing rooms, staff kitchen areas/staff
break rooms and/or pantry.

All cameras are also clearly visible.


Appropriate signs are prominently displayed so that employees, clients,
customers and other visitors are aware that they are entering an area covered by
CCTV.

10.1.4.2.3 Recording and retention of images


Images produced by the CCTV equipment are intended to be as clear as
possible so that they are effective for the purposes set out above. Maintenance
checks of the equipment are undertaken on a regular basis to ensure it is
working properly and that the media is producing high quality images.

Images may be recorded either in constant real-time (24 hours a day


throughout the year), or only at certain times, as the needs of the business
dictate.
As the recording system records digital images, any CCTV images that
are held on the hard drive of a PC or server are deleted and overwritten on a
recycling basis and, in any event, are not held on more than [nine (9) day time
period]. Once a hard drive has reached the end of its use, it will be erased prior
to disposal.
Images that are stored on, or transferred on removable media, such as
CDs are erased or destroyed once the purpose of the recording is no longer
relevant. In normal circumstances, this will be a period of [nine (9) day time
period]. However, where a law enforcement agency is investigating a crime,
images may need to be retained for a longer period.

10.1.4.2.4 Access to and disclosure of images


Access to, and disclosure of images recorded on CCTV is restricted. This
ensures that the rights of individuals are retained. Images can only be disclosed
in accordance with the purposes for which they were originally collected.

The images that are filmed are recorded centrally and held in a secure
location. Access to recorded images is restricted to the operators of the CCTV
system and to those individuals who are authorized by the City Librarian to view
them in accordance with the purposes of the system. Viewing of recorded images
will take place in a restricted area to which other employees will not have access
when viewing is occurring. If media on which images are recorded are removed
for viewing purposes, this will be documented.

Disclosure of images to other third parties will only be made in


accordance with the purposes for which the system is used and will be limited to:
 The police and other law enforcement agencies, where the images recorded could assist
in the prevention of detection of a crime or the identification and prosecution of an
offender or the identification of a victim or witness.
 Prosecution agencies.
 Relevant legal representatives.
 The City Librarian.
 Individuals whose images have been recorded and retained (unless disclosure would
prejudice the prevention or detection of crime or the apprehension of prosecution of
offenders).

The City Librarian (or another senior officer acting in his/her absence) is the only person
who is permitted to authorize disclosure to images to external third parties such as law
enforcement agencies.
All requests for disclosure and access to images will be documented and should be
addressed to the City Librarian, including the date of disclosure, to whom the images have
been provided and the reasons why they required. If disclosure is denied, the reason will be
recorded.

10.1.4.2.5 Individuals access rights


Under the Data Privacy Act of 2012, individuals have the right upon request, to receive a
copy of the personal data that the Institution holds about them, including CCTV images if they
are recognizable from the image.

If you wish to access any CCTV images relating to you, you must make the written
request to the City Librarian and the Institutions reserves the right to charge you with a fee for
the supply of the images requested. Your request must include the date and approximate time
when the images were recorded and the location of the particular CCTV camera, so that the
images can be easily located, and your identity can be established as the person in the images.
The institution will respond promptly and in any case within 30 calendar days upon receiving the
request.

The Institutions will always check the identity of the employee making the request before
processing it.

The City Librarian will first determine whether disclosure of your images will reveal third
party information as you have no right to access CCTV images relating to other people. In this
case, the images of third parties may need to be obscured if it would involve an unfair intrusion
into their privacy.
If the Institution is unable to comply with the request because access could prejudice the
prevention or detection of crime or the apprehension or prosecution of offenders, you will be
advised accordingly.

10.1.4.2.6 Staff training


The Institution will ensure that all employees handling CCTV images or recordings are
trained in the operation and administration of the CCTV system and on the impact of the Data
Privacy Act of 2012 with regard to that system.

10.1.4.2.7 Implementation
The QCPL’s MIS Section Head is responsible for the implementation of and compliance
with this policy and the operation of the CCTV system and they will conduct a regular review of
the QCPL’s use of CCTV. Any complaints or inquiries about the operation of the QCPL’s CCTV
system should be addressed to the City Librarian thru the MIS Section Head.

13.2.5 MANAGEMENT INFORMATION SYSTEM SECTION


This section was launched last March 26,2004. It offers the following services: Academic
research, e-mails except that, encoding, printing, CD burning, and scanning. It is also in charge
of the OPAC, the library system software, the WLAN and wireless connections of the library.
The library developed the On-line Public Access Catalog (OPAC) module available to the users
wherein they can have bibliographic search on all available collections of the library. Users can
search by title, author, and subject. The MIS also offers training on basic computer use both for
the clienteles and the employees. It also conducts literacy trainings to public schools in Quezon
City. The Section is in charge of the technical aspects of all computers including network of all
the branch libraries. The MIS was responsible for the development of the QCPL website
http://www.quezon city. The section was envisioned to implement information and
communication technologies (ICT) for QCPL. The MIS offer computer and internet access to the
public free of charge at QCPL branch libraries locations. Anyone, regardless of age, can use a
library computer.

Functions

 Manage and maintain ICT facilities and information system of QCPL.


 Provide ICT training of staff of QCPL.
 Provide ICT support services.
 Perform ICT research and development activities in support of the goals of QCPL.
Digital Literacy

The MIS section offers free computer tutorials on topics ranging form basic computer
use to internet searching, using word processing software, doing advanced online research and
more.

E-Government Services

The MIS section assists patrons in accessing or applying with national and local
government agencies services that have moved almost exclusively on online services. Persons
with limited or no internet access, or persons, who need assistance using technology or
understanding and reading forms, rely on public libraries to access e-government services and
provide assistance to patrons applying for or accessing e-government services. These e-
government services include the following.

 Access to and assistance in navigating e-government websites:


 Assistance in filling in forms and sending e-mails related to obtaining forms;
 Creating e-mail accounts; and
 Locating government information such as government assistance and grants,
PhilHealth benefits, immigration, tax forms, PAG-IBIG services and business
license, and so on.

Workforce Development

Workforce Development resources are available at QCPL public computers and


internet access is now necessary in almost every step of this process – online job
listings, computer-generated resumes, and increasing requirements to job applications
to be completed online. These services are provided by the library to increase
opportunities for job – seekers and is an effective way to reach job seekers and connect
them to employment support services.
