CHAPTER 1

THE PROBLEM AND ITS BACKGROUND

Introduction

The DepEd Memorandum no. 392 s. 2010 or the “No Homework on

Weekends Policy” is a memorandum that refrains teachers from giving

assignments to their students on weekends.

Basas (2010) stated that the Department of Education should qualify

the ban on homework on weekends because it could have an opposite effect of

giving kids a good education. Because weekends are considered as rest days of

students from school.

Not giving of assignments doesn’t mean that the time of a student to

study is being limited. Quijano (2010) , director of the DepEd Bureau of

Education said that the department passed the order after receiving complaints

from some parents that teachers were giving their kids too much homework. She

also stated that the said memorandum is a part of the initiative by the DepEd to

create and give a child-friendly educational system that will give leisure time to

the students especially on weekends.


Background of the Study

Homeworks or assignments have been a part of student’s lives in their

schooling. Their common homeworks may include a selection to be read and

writing to be done, problems to be solved and projects to be accomplished. The

purpose of the homeworks or assignments is to increase the knowledge of the

students as well their abilities and skills. However, it has been noticed that the

parents complain about too much homeworks given by the teachers to the

students. As this can rob the quality time between the parents and their children

to be together in more leisure / enjoyable activities. That’ s why the

Department of Education (DepEd) made the said memorandum and was signed

by Education Secretary Armin Luistro last September 16, 2010.

As stated in the DepEd Memo no. 392 itself, the purpose of the ‘ No

Homework on Weekends Policy ‘ is to advise teachers to limit the giving of

homework/assignments to a reasonable quantity to give the students sufficient

time to rest and relax at home for the rest of the weekends. Therefore, no

homework/ assignment will be given to the students on weekends for them to

enjoy their youth and also to spend quality time with their families without the

thought of being burdened by doing lots of homeworks.


Scope and Limitation of the Study

This study will mainly focus on the effects of the DepEd Memo no. 392 s.

2010 inside the premises of R.E.C. School Inc. only. This no longer includes the

effects of the said memo or policy in other schools.

This study is limited to the selected junior high school students in R.E.C

School Inc.

Statement of the Problem

Students have school for approximately eight hours a day. Students go to

school, study hard, and do their best. Teachers give assigned homework in the

class. Students sometimes do not have time with their family because of

unfinished classwork. This is how some teens become depressed or tired of life.

It's truly exhausting knowing that they never get a break.

Luistro (2010) said that "many parents have been complaining about not

being able to spend quality time with their children during the weekends because

of too much homework". And he also said that "Therefore, no homework or

assignment shall be given during the weekends for pupils to enjoy their

childhood,and spend quality time with their parents without being burdened by

the thoughts of doing a lot of homework". Having homework every weekends

can be a burden for having the leisure time of the family.

A recent study led by an Indian University professor found that traditional

homework assignment won't improve a student's grades but could boost

standardized test scores. (Adam Maltese 2002)

According to Cooper (1989) there are the top 14 reasons why homework

is important. 1) It improves your child's thinking and memory 2) It helps your

child develop positive study skills and habits that will serve him or her well

throughout life 3) Homework encourage s your child to use time wisely 4) It

teaches your child to work independently 5) Homework teaches your child to

take responsibility for his or her work 6) It allows your child to review and
practice what has been covered in class 7) It helps your child to get ready for the

next day's class 8) Homework helps your child learn to use resources, such as

libraries, reference materials, and computer Web sites to find information 9) It

encourages your child to explore subjects more fully than classroom time permits

10) It allows your child to extend learning by applying skills to new situation 11) It

helps your child integrate learning by applying many different skills to a single

task, such as book reports or science project 12) Homework helps parents learn

more about what your child is learning in school 13) It allows parents to

communicate about what he or she is learning 14) It encourages parents to

spark your child's enthusiasm.

A 2007 study of American students by MetLife found that 89% of students

felt stressed from homework, with 34% reporting that they "often" or "very often"

felt stressed from homework. Stress was the especially evident among high

school students. Students that reported stress from homework were likely to be

deprive of sleep. Also high school students reported spending more time

completing the homework than performing home tasks.

Kohn (2006) argued that homework can create family conflict and reduce

students quality of time. The authors of Sallee & Rigler (2008), both high school

English teachers, reported that their homework disrupted their students

extracurricular activities and responsibilities.

RESEARCH METHOD AND PROCEDURE

Methods of the Research

The researchers will use the qualitative research method because the

researchers will conduct an interview. This method is appropriate in order for the

researchers to gather the needed data for their study.

DeFranzo (2011) described Qualitative Research as a primary exploration

research. It is used to gain an understanding of underlying reasons, opinions

and motivations. It provides insights to the problems or helps to develop ideas or

hypothetical guess.

Setting of the Study

The study will be conducted at R.E.C School Inc. located at Phase 2-B,

Bagong Nayon II, Barangay San Luis, 1870 Antipolo, Rizal.


Subject of the Study

The researchers chose the selected junior high students as their

respondents for their study entitled " The Effects of DepEd Memo No. 392 s.

2010 or Commonly Known as the 'No Homework on Weekends Policy to the

Junior High School Students of R.E.C. School Inc. " The number of respondents

are as follows:

5 respondents from Grade 7 Pearl

3 - Males

2 - Females

5 respondents from Grade 8 Sapphire

2 - Males

3 - Females

5 respondents from Grade 9 Emerald

3 - Males

2 - Females

5 respondents from Grade 10 Diamond

2 - Males

3 - Females

A total of Twenty (20) respondents

Procedure of the Study

The researchers first analyzed their study and made a set of questions out of

it. Then, the researchers asked their thesis adviser if the questions they made

are correct. After approval, the researchers interviewed their chosen participants,

the selected subject teachers of the Junior High Department . While the

interview is being conducted, the partipants had given enough time to answer

the questions of the researchers properly. With the use of a mobile phone, the

interviews were collected. After the interview, the researchers listened to the

interviews one by one and analyzed the data that were gathered.

Sources of Data

Lavrakas (2008) wrote in Sage Encyclopedia that random sampling refers to

a variety of selection technique in which sample members are selected by

chance but with a known probability of selection. It is a critical element to the

overall research design .

The respondents will be chosen through the use of the fishbowl technique. In

this technique, the names of the respondents will be picked inside a fishbowl.

The instrument used in this study was an interview made and conducted by the

researchers to gather all the necessary and needed data for the study as this

enhances the credibility of the study. As stated by Boyce and Neale (2006), an

interview involves conducting and asking questions to a small number of the

respondents to explore their perspectives on a particular idea, program or

situation.
