Grant me verbal hearing as well because due to black sheep’s in the system, sick
mechanism of Khadi Gamodyog, I faced heart attack, mental stroke and heavy financial
loss, at last under protest moved VRS at the time of promotion before 5 years as I was
placed under suspension for NO reason as on 5-8-2014 without increasing subsistence
allowances after 6 months of suspension.

Kindly refer to the Haryana Khadi & VI Board letter No. HRB/Admn/EA-1/11253 dated 5-
10-2006 read with provision of section (c ) to sub section (1) of section 4 of the Punjab KVI
Board Act, 1955, appointing Member Secretary of the Haryana KVI Board, issued on 19-3-
1982, 20-1-1983, 24-12-1983, 9-8-1984 with KVIC references as attached.
Whereas 4 (1) The Board shall consist of not more than 15 members Constitution of
appointed by the Government, from time to time, including Chairman, Board. Chief
Executive, Secretary, Joint Secret try and other official and non-official members.
Provided that (c) the Chief Executive shall be appointed from amongst officers of the rank
of Head of the Department or Joint Secretary to the Government.
Hence, all orders are against the rules as appointed MS instead CE.
Besides it, minimum age of recruitment is 17 years and maximum 27 years, Punjab KVI
Board Act, 1955 not adopted legally as Punjab should be replaced with Haryana and
PEPSU, which is not applicable in Haryana including Society Registration Act, 1860, which
was repealed in 2012.
Please intimate me how you legalize the function of Haryana KVIB since beginning to till
date, even Board of Directors minute recorded by an official on pay role, responsible for
legal aspects: Section Officer (Legal & Recovery), even Supervisor (Soap - Pottery)
promoted DKVIO against the set procedure, rules & regulations.

this Act, by a notification in the official gazette, establish a Board to be called the Punjab
Khadi and Village Industries Board. There are many more basic fundamentals to describe
but for example DKVIO, Faridabad hold accountable for gross negligence in supervision
over subordinates who were duty bound, breaching trust of DKVIO, under protest appeal

Ultimatum for 15 days before hunger strike against malpractice, major hardship & double
standards in Khadi Board, since Hooda led Government till date and you will be responsible.

RELIEF required, while serving in Haryana Khadi and VI Board as TS (L):

1. Release of subsistence allowances as per law and past practice.

2. Release of gratuity portion, withheld even FIR No. 37 related to theft of 138 Kg copper,
releasing compensation for overtime at Consignment Agency, Faridabad.
3. Revoke suspension as on 5-8-2014 and re-examination of all three replies against three
Inquiry reports along with agenda placed before BoD, reasons for suspension without
charge sheets.
4. Promotion on the post of DO (L), accepting VRS after benefits of the present pay
Commission.
5. Fix Seniority list and Investigation on the false Information submitted and bogus stand of
the Board, introducing TS (L) as Junior then Demonstrator (Leather) at the time of
promotion of DO (L).
6. Suspension period may be treated as Duty period as I was unlawfully kept under suspension
as & when Inquiry report submitted as on 1-4-2014, conveyed on 29-4-2014 for comments.

8. Decision on appeal against deduction of 9031/-, pending since 2006.

Spoken with the Branch head today about the disposal of grievances, whereas same was to

proper establishment of Haryana Khadi & VI Board, which should be separated from
Punjab adopting legal methods, amending the Punjab Khadi & VI Board Act, 1955.
As per present Haryana Khadi & VI Board Act, we cannot defined under section 3 of the
said Act that Board means Punjab KVIB instead Haryana KVIB, so Memorandum has
been issued to all concerned, please forward the matter to the KVIC for immediate
attention, to avoid unnecessary litigations, abolishing Chief Executive position as well,
white paper with status reports on the development of Khadi Gramodyog.

National Khadi and VI Boards Employees Federation (Apex body of State KVIB
Employees Unions), came to know that the benefits of the 7th pay Commission, granted to
the officials of the Haryana Khadi & VI Board but not given yet to the pensioners.
Hence:
1. Appointment of Member Secretary, Haryana Khadi & VI Board, holding responsibility
on the tainted Pardeep Kasni and others, disrespecting the joining as Secretary of the
Board by HCS officer Shri Virat along with misguiding Court of law, undue benefits to the
Section Officer (L&R), to enjoy the office of the Secretary of the Board.
2. All service benefits of 7th pay Commission may kindly be released.
3. Arrears of 7th pay Commission may kindly be sanction & released with interest.
4. Recognition of the Haryana Khadi & VI Board Pensioners Union along with the official
accommodation in the premises of the KVIB office.

Grievance Description:
As per RTI Act, 2005, each and every public Authority have to disclose Mandatory with
general discloses Information about the Government establishment or Organization, run
and managed by public funds. As per official website of the Khadi & Village Industries
Commission, both links are non functional due to technical problems in the operation but
the official website of the Haryana Khadi & VI Board misguiding public, supplying wrong
Information about Rules & Regulations, which should be a mandatory discloses with right
Information because pre-divisional Punjab Khadi & VI Board Act, 1955 placed in original,
definitely necessary points were amended at the time of implementation for Haryana,
hence the Authorities of the Haryana Khadi & VI Board needs immediate attention to look
into their Rules and Regulations, keeping in view the RTI Act, 2005 and right Information
must be provided, hence Ministry may take up this matter at once with the State Director
of the Khadi & VI Commission at Ambala Cantt to get right information uploaded on the
official website of the KVIB Haryana.
It would also be pertinent to mention here that Punjab Khadi & VI Board also uploaded
half backed information as mandatory with general discloses, which cannot be treated up
to mark as per the said Act, similar action required for Punjab Khadi & VI Board as well,
only old version of the Act was uploaded after my request to the Member Secretary,
besides it UT Khadi & VI Board have no independent website along with all discloses at the
time of the adoption of Punjab KVIB Act, 1955 by the Haryana and UT Chandigarh.
