What is a good situational analysis (SA)?


 contains an accurate and comprehensive
view of the conditions of a barangay. If the SA is good, this will
not happen
 based on adequate, relevant and reliable
data and information.

 takes into consideration the different needs


of men and women in the barangay.

 takes into consideration climate change


and other natural hazards and their
impacts to the social, economic,
infrastructure and environmental attributes
of the barangay.

The problem-solution-finding matrix (PSFM): a


tool to analyze the situation

The PSFM is used in the CDP formulation. For purposes of


the BDP, the PSFM will cover the following elements:

 Observed findings
 Explanation of gaps
 Implications when not addressed
 Organizational Needs Analysis
– Capacity Gaps

It provides a structured analysis for barangays to consolidate, aggregate and


summarize the SA.

Situational Analysis: Using the Problem-Tree-Analysis
