1 Introduction

1.1 Scope

1.1.1 This Best Practice provides specific criteria for qualifying potential
manufacturers for vessels made out of chrome-moly based materials,
namely 3Cr-1Mo, 3Cr-1Mo-V, 2¼Cr-1Mo, 2¼Cr-1Mo-V, 1Cr-1/2Mo
and 1¼ Cr-1/2 Mo, with or without austenitic weld overlay. It shall be
used in conjunction with the general guidelines in SABP-D-001
“Guidelines for Technical Assessment of Manufacturers of Pressure
Vessels and Storage Tanks”. General qualification criteria pertaining to
design, material, fabrication, welding and inspection are included.

1.1.2 This best practice can be used for re-assessing the engineering and
manufacturing capabilities of manufacturers already included in Saudi
Aramco vendor list for auditing or approval upgrading purposes.

1.3 Conflicts with Mandatory Standards

In the event of a conflict between this Best Practice and other Mandatory Saudi
Aramco Engineering Requirements, the Mandatory Saudi Aramco Engineering
Requirements shall govern. Any conflict resolution shall be in consultation with
the Chairman of the Vessels Standards Committee.

3 Evaluation Process

Desk review shall not be sufficient for assessing the capability of the manufacturer.
Assessment shall be based on conducting and a desk review and a visit to the
manufacturer’s plant by a team comprising of, as a minimum, subject matter experts
covering Pressure Vessels, Welding and Inspection Technology. It shall primarily
include the following:
• Confirmation of the information provided for the Desk-Review.
• Evaluation of the engineering and manufacturing capabilities of the manufacturer
using Appendix B of SABP-D-001 and evaluation criteria in this document.

4 Evaluation Criteria
 Qualifying potential vessel manufacturers with experience on low-chrome steels
materials, under the scope of this best practice, shall be based on the evaluation of
their engineering and manufacturing capabilities.
 Evaluation criteria involve the following:
a) Mandatory requirements identified in Table 1 and Table 2
b) A point system based on thickness, material of construction and type of vessel
(reactor and other than reactor)
 Table 1 in the appendix identifies the evaluation criteria for an approved carbon
steel manufacturer qualifying for 1Cr-½Mo and 1¼ Cr-½Mo materials.
 Table 2 in the appendix identifies the evaluation criteria for manufacturers
qualifying for 2¼ Cr-1Mo Materials (Conventional & Vanadium Modified) and
3Cr-1Mo Materials (Conventional & Vanadium Modified).
a) Manufacturers evaluated under this category shall already be approved for
1Cr-½Mo and 1¼Cr-½ Mo materials.
b) Manufacturers of 2¼Cr-1Mo Materials (Conventional & Vanadium Modified)
and 3Cr-1Mo Materials (Conventional & Vanadium Modified), who are
non-approved, may also be evaluated under this category.
 If any of the mandatory requirements are not satisfied during desk-review, or during
shop visit, the same shall be a reason for disqualifying or not considering the
manufacturer.
 The mandatory requirements shall not be outsourced, unless otherwise noted in this
document.

4.1 Design
 Manufacturer shall demonstrate knowledge of the code requirements and the
capabilities to perform fatigue and thermal analyses. Finite Element
Analysis shall be used as an effective tool for all types of stress analysis.
Manufacturer shall be knowledgeable on the code requirements and shall be
able to:
- determine the need for the analysis
- identify the parameters relating to the distinct geometries of the vessel
- perform the analyses (such as Finite Element Analysis)
- provide interpretation of the results

The analyses may also be performed through a sub-vendor. However, the


manufacturer shall have full control over performance of the analyses by the
sub-vendor and interpretation of the results of the analyses. Evidence of
these capabilities shall be verified.
 Fatigue Analysis - Fatigue Analysis is required for services according to
screening criteria per 5.5.2 of ASME SEC VIII D2. As a minimum, the
scope of the stress analysis shall include the following junctures, as
applicable:
- Head-to-shell
- Support-to-vessel
- Nozzle-to-shell, considering external piping loads
- Tray supports to vessel wall
 Thermal Analysis - Analysis shall be performed for thermal loads caused by
thermal transients and restraining thermal expansion/ interaction of the
vessel and/ or its support(s). As a minimum, the scope of the stress analysis
shall include the following junctures, as applicable:
- Head-to-shell
- Support-to-vessel
- Nozzle-to-shell, considering external piping loads
- Tray supports to vessel wall
 Hot Box Design - Manufacturer shall be able to determine when hot box is
required for skirt-supported vessels and why. Manufacturer shall
demonstrate his capability to design hot box for higher design temperatures
with the intent of reducing the thermal gradient at the skirt-to-vessel
junction.

4.2 Materials

Manufacturer shall demonstrate working knowledge of material requirements


specified in API RP 934-A, API RP 934-C and API RP 934-E and adequate
experience in manufacturing these materials. The following items shall be
specifically verified for all materials, unless clarified as below:
- Certification - All materials must be clearly identified and provided with
legible original or certified true copies of Mill Test Certificates.
- Chemical analysis restrictions including J factor (3Cr-1Mo, 3Cr-1Mo-V,
2¼Cr-1Mo, 2¼Cr-1Mo-V) and X factor.

- Requirement of Test Specimens - Special tests required to establish the


mechanical properties and chemical composition of the material and the
respective acceptance criteria.
- Heat Treatment - The requirements of heat treatment required by code as well
as due to service conditions.
- Reheat Transverse Cracking Susceptibility Screening Test (2¼Cr-1Mo-V).
- Testing Requirements
o Minimum simulated heat treatment
o Maximum simulated heat treatment
o Step cooling
o Development of transition curves
o Availability of permanent heat treatment test charts and records
o Testing Laboratory
 Tensile tests
 Impact tests
 Hardness tests
- Metallography evaluation including sample mount preparation, if available.
- Temperature chart recorders and testing machines shall be calibrated
periodically and a current calibration sticker shall be maintained on the
recorder.

4.3 Fabrication

Fabrication expertise in the following areas shall be reviewed and verified by


witnessing ongoing jobs:
- Contour forged nozzles - Forgings shall be contour shaped or machined to
essentially the finished product configuration. Manufacturer shall know why
a contour forged nozzle is required. Machining capability for such nozzles
shall be verified.
- Rolling of smaller diameter barrels for higher thickness as applicable to shell
and tube exchangers.
- Forged ring construction - For vessels requiring thickness higher than 6”,
forged ring construction is required for 3Cr-1Mo, 3Cr-1Mo-V, 2¼Cr-1Mo
and 2¼Cr-1Mo-V materials. Verify manufacturer’s practice/capability.

- Forged ring skirt - According to ASME SEC VIII D2, Figure 4.2.4(e). Fit-up,
machining and weld build up shall be checked. Capability for Y-ring
construction and/or weld build-up shall be ascertained.
- Control of forming of heads by sub-vendors.
- Fabrication tolerances - stringent tolerances as per Section VIII Division 2.

4.4 Welding

Review of the welding processes and techniques below used for various joints
and overlay applications is required.
- Use of forged shell courses - For vessels requiring thickness higher than 6”,
forged ring construction shall be used.
- Narrow gap welding - Sufficient number of welders who can perform narrow
gap welding shall be available in-house. Equipment used for welding,
tracking capability and practice shall be verified.
- Welding processes - All or some of the following welding processes shall be
available in-house:
o Gas Tungsten Arc Welding (GTAW)
o Shielded Metal Arc Welding (SMAW)
o Submerged Arc Welding (SAW)
o Gas Metal Arc Welding (GMAW)
o Flux Cored Arc Welding (FCAW)
- Welding consumables (filler metal, covered electrodes, wire/flux
combinations)
o Storage and Handling Procedures for consumables
- Welder Performance Qualification
- Welding Procedure Specification (WPS)
- Procedure Qualification Records (PQR) in compliance with ASME SEC IX
requirements.

4.5 Weld Overlay

Review of the weld overlay processes and techniques below used for various
joints and overlay applications is required.

- One layer weld overlay technique (shall meet the minimum thickness
requirement)
- Multi-layer weld overlay
- Verification of weld overlay chemistry
- Disbonding test (ASTM G146 - 01) ferrite content measurement
- Welding procedure qualification

4.6 Preheating

Manufacturer’s logistics, controls and capabilities for preheating shall be


ascertained in relation to the following:
- Preheat temperature (welds)
- Preheat temperature (weld overlay and thermal cutting)
- Maximum inter-pass temperature

Temperature-indicating crayons, thermocouples, or calibrated contact


pyrometers shall be used to measure preheat and interpass temperatures.

4.7 Dehydrogenation Heat Treatment (DHT)

Manufacturer’s capabilities for DHT shall be ascertained in relation to the


following:
- When DHT is used (geometry, application, localized/furnace, etc.)
- DHT temperature throughout the process (logistics for temperature
control/chart recorders).

4.8 Intermediate Stress Relieving (ISR)


- Manufacturer shall be knowledgeable that ISR is mandatory for welds subject
to parts of vessels normally subject to high stresses (e.g., nozzle connections).
- Manufacturer’s logistics, controls and capabilities for maintaining the ISR
temperature throughout the process shall be ascertained.

4.9 Post Weld Heat Treatment (PWHT)

Manufacturer’s logistics, controls and capabilities for PWHT shall be


ascertained. Closure seam, permitted only in unavoidable circumstances, shall
not be more than one. The following items are given as a guidance for
evaluating manufacturer’s capabilities relating to PWHT:

- Performed in a furnace in one operation (Chamber Size, Oxidation Control,


Gas/Oil Combustion Heater, # of Burners, etc.)
- Loading Type (top, side, door, etc.)
- Thermocouples types and numbers.
- PWHT temperature control and calibrated controller.
- Chart and calibrated recorders.
- Process and materials used for protecting threaded and machined surfaces.
- PWHT procedures shall include:
o Temperature range
o Holding time
o Heating and cooling rates
o Number and location of thermocouples
o Calibration of thermocouple
o Furnace type
o Support type, number and location

4.10 Production Coupon Tests

The production test coupons shall be subjected to the same heat treatment of the
associated pressure vessel as well as two additional PWHT cycles for future
repair. Manufacturer shall be able to perform the following production coupon
tests in-house:
- Shell courses / Heads - required after hot/cold forming followed by heat
treatment
- Required for each longitudinal and circumferential weld
- Required for weld joints between nozzle and shell/head
- Mechanical test requirements including tensile, impact and hardness.

4.11 Non-Destructive Examination

4.11.1 Manufacturer shall be able to perform and/or demonstrate the following


Non Destructive Examinations:
a) UT Methods Generating Permanent Records {Time of Flight
Diffraction (TOFD), Phased Array Examination, etc.}

b) Radiographic examination
c) Ultrasonic examination

e) Dye Penetrant examination
f) Positive Material Identification (PMI)
g) Visual examination

4.11.2 Qualification of UT Methods Generating Permanent Records shall be as


below:
a) As part of the initial qualification of the manufacturer’s shop,
manufacturer shall provide a test block for each method, solely for
Saudi Aramco’s use. The blocks shall be sent to Saudi Aramco
Inspection Department, who will induce known defects in the block.
Afterwards the blocks shall be sent back to the manufacturer and
shall be used for the qualification of the manufacturer’s equipment /
technique / personnel by Inspection Department.
b) Out Of Kingdom Manufacturers - UT methods employing
permanent records shall be performed only by the manufacturer and
shall not be sub-contracted.
c) In Kingdom Manufacturers - UT methods employing permanent
records shall be performed by the manufacturer or by a Saudi
Aramco approved sub-contractor.

4.12 Repairs

The manufacturer shall share with the technical assessors several samples of
Non-Conformity Report (NCRs). Manufacturer shall have documented and
qualified repair procedures which demonstrate his adequate weld repair
capabilities in the following areas:
a) Identification of repairs
b) Procedures for the repairs
c) Monitoring of the repairs

2) Manufacturer is rated using a point system based on thickness, material of construction and type of
vessel (reactor and other vessels) per the following steps:
a. Select the applicable experience points (P) from the above experience categories 10, 11, 12, and
13.
b. For the highest applicable points P, determine the thickness (t, mm) qualification limitation(s)
for the manufacturer in accordance with below Tables A and B.
