ADVISER
(HUDCC) - The over-all coordinator, initiator and facilitator of all government policies, plans
and programs for the housing sector

(HGC) - Institutionalized a viable system of credit guaranties that has become an integral
component of the government’s shelter program.

(NHA) - Responsible for public housing in the Philippines

(SHFC) - Undertake social housing programs that will cater to the formal and informal sectors
in the low - income bracket and shall take charge of developing and administering social
housing program schemes

(HDMF)- Pag-IBIG Fund - Responsible for the administration of the national savings
program and affordable shelter financing for Filipinos employed by local and foreign-based
employers. It offers its members short-term loans and access to housing programs.

(HLURB) - The planning, regulatory and quasi-judicial body for land use development and
real estate and housing regulation
(NHMFC) - The mandate of increasing the availability of affordable housing loans to finance
the Filipino homebuyer's on their acquisition of housing units

HOUSING AND URBAN DEVELOPMENT COORDINATING


COUNCIL (HUDCC)
The Housing and Urban Development Coordinating Council (HUDCC) is the
government agency under the Office of the President created by virtue of Executive
Order No. 90 (s. 1986), which serves as the oversight, the over-all coordinator, initiator
and facilitator of all government policies, plans and programs for the housing sector;
sets the overall direction and targets for the sector; and determines strategies,
formulates appropriate policies, monitors, and evaluates the programs, projects and
performance of the implementing shelter agencies.

The HUDCC has four major key result areas which include the formulation of
plans and policies on housing and urban development, development and supervision of
innovative strategies and programs for tenure security, urban renewal and other support
services, provision of overall administration and supervision to Key Shelter Agencies
(KSAs), and provision of technical assistance to the Local Government Units (LGUs) on
the delivery of housing services to their constituents.

The HUDCC, together with its attached Key Shelter Agencies, addresses
various issues in the areas of housing finance, housing regulation, housing production
and institutional development.

EXECUTIVE ORDER NO. 216

EXECUTIVE ORDER NO. 216 - AMENDING EXECUTIVE ORDER NO. 159 S. 1999
AND FURTHER STRENGTHENING THE HOUSING AND URBAN DEVELOPMENT
COORDINATING COUNCIL

WHEREAS, the President, through the issuance of Executive Order No. 159 dated 12
October 1999 has identified mass housing as the centerpiece program of his
Administration;

WHEREAS, EO No. 159 created the Presidential Commission on Mass Housing


(PCMH), with the President as the Chairman and to be co-chaired by both the
Presidential Adviser on Low Cost and Open Market Housing and the Presidential
Adviser on Socialized Housing;

WHEREAS, EO 159 provided that the Secretariat of the PCMH shall be composed of
personnel from the Housing and Urban Development Coordinating Council (HUDCC)
and Presidential Management Staff (PMS);
WHEREAS, HUDCC is the lead agency in the implementation of the government’s
housing program;

WHEREAS, to harmonize and streamline efforts on mass housing, there is a need to


delegate to a responsible official the management of the housing program, thus, the
need to integrate the positions of the Presidential Adviser on Low Cost and Open
Market Housing and the Presidential Adviser on Socialized Housing;

WHEREAS, there is a need to further strengthen the HUDCC for it to effectively and
efficiently coordinate all efforts of the various agencies/sectors undertaking housing
projects nationwide;

WHEREAS, Sec. 31, Chapter 10, Title III, Book III of EO 292, otherwise known as the
Revised Administrative Code of 1987, provides continuing authority to the President to
reorganize the administrative structure of the Office of the President;

HOME GUARANTY CORPORATION (HGC)


The Home Guaranty Corporation (HGC) is a government-owned and controlled
corporation (GOCC) under the administrative supervision of the Housing and Urban
Development Coordinating Council (HUDCC).

Since its creation in 1950 as the Home Financing Commission, HGC has
institutionalized a viable system of credit guaranties that has become an integral
component of the government’s shelter program.

HGC takes the risk out of private investment in housing by providing risk covers
and fiscal incentives to housing credits extended by developers, banks and other
financing institutions. The more HGC guarantees—the more private funds flow for
housing and urban development.

With the enactment of Republic Act No. 8763, or the Home Guaranty Corporation
Act of 2000, the authorized capital of HGC was increased from P2.5 billion to P50 billion
and its corporate life extended to another 50 years.

Ng Pilipinas (BSP) under monetary Board Resolution No.2007 dated 17 th November
2000)
TITLE AND DECLARATION OF POLICY

ARTICLE 1. Title. These Rules shall be known as the Rules and Regulations
Implementing the Home Guaranty Corporation Act of 2000.

ARTICLE 2. Purpose. These Rules are promulgated pursuant to Sections 9 (d) and 37
of Republic Act No. 8763 and shall prescribe the policies and procedures that will guide
the operations of the Home Guaranty Corporation particularly the implementation of a
credit guaranty system for housing.

ARTICLE 3. Declaration of Policy . It is hereby declared the policy of the State to


undertake, in cooperation with the private sector, a continuing nationwide housing
program that will make available decent housing at affordable cost.

In recognition of the role of housing as catalyst of economic growth and


development, it is hereby declared a State Policy to strengthen, promote and support
the component activities of housing production and finance.

ARTICLE 4. Statement of Objectives. Towards this end, the State shall integrate all
laws providing for housing credit guaranty to attain the following Objectives:

Ensure continuous funding support to vigorously implement the government's


programs for urban and rural housing,resettlement, the development of sites and
services, and the renewal of blighted areas;

Enhance the capability of low income groups to acquire decent and low-cost
housing units through the introduction of support mechanisms and facilities which shall
render affordable such acquisition;

Provide for a strong and sustainable housing finance program with


complementary support systems, which will pump prime, build-up and strengthen
available resources of cheap and long-term capital;

Increase the private sectors' participation in the investment of their funds into the
mainstream of housing finance for developmental and end-user financing requirements;

Encourage the flow private funds for mass housing development and
homebuyers' financing through a viable system of mortgage and credit guaranty;

Enjoin the active participation of local government units in socialized housing


program through adequate measures for housing development in their respective areas;
Strengthen the capital base and optimize the resources of the National
Government and the Corporation to ensure the homeless families across the nation can
enjoy the benefits that can be derived from the Government's guaranty facilities;

Serve the housing requirements of all the underprivileged and those gainfully
employed especially those who are not members of any funding agencies such as the
Government Service Insurance System (GSIS), Social Security System (SSS), and
Home Development Mutual Fund (HMDF); and,

Institutionalize and promote the aided self-help approach in home ownership and
introduced support mechanisms and facilities that will enhance the capability of low-
income groups to acquire decent housing.

NATIONAL HOUSING AUTHORITY (NHA)


The National Housing Authority (NHA) is a government agency responsible for
public housing in the Philippines. It is organized as a government-owned and controlled
corporation under the Housing and Urban Development Coordinating Council as an
attached agency.

MISSION

We provide decent, adequate, and affordable housing to low-income families,


ensure the provision of community facilities, utilities, and access to social services and
economic opportunities.

VISSION

By 2019, NHA would have provided 50% of the housing needs for homeless low-
income families (based on the 2011 census) primarily those living in waterways, danger
areas, and government infrastructure project sites in Metro Manila and all regions
nationwide.

On 26 March 1986, Executive Order NO. 10 was issued placing the NHA as well
as the other agencies attached to the abolished MSH, under the administrative
supervision of the office of the President. Subsequently, Executive Order No. 90 was
issued on 17 December 1986, rationalizing the housing structure in the government
along lines of specialization and concentration.

EO 90 identified the key housing agencies to implement the National Shelter


Program and defined their respective mandates. The NHA was mandated to be the sole
government agency to engage in housing production. Under the said Executive Order,
NHA was placed under the policy and program supervision of the Housing and Urban
Development Coordinating Council (HUDCC), the umbrella agency for shelter charged

with the main function of coordination the activities of various government housing
agencies engaged in production, finance and regulation.

Executive Order No. 20 on 28 May 2001 reaffirmed mass housing as a


centerpiece program in the poverty alleviation efforts of government. Said EO likewise
reaffirmed HUDCC’s administrative supervision over the housing agencies including the
NHA.

THE SOCIAL HOUSING FINANCE CORPORATION (SHFC)


The Social Housing Finance Corporation (SHFC) is a Philippine Government
agency to undertake social housing programs that will cater to the formal and informal
sectors in the low - income bracket and shall take charge of developing and
administering social housing program schemes, particularly the CMP and the AKPF
Program (amortization support program and development financing program).

MISSION

We empower and uplift the living conditions of underprivileged communities by


Building Adequate Livable Affordable and Inclusive (BALAI) Filipino Communities
through provision of FAIR shelter solutions in strong partnerships with the national and
local government, as well as the civil society organizations and the private sector to
support the underprivileged communities.

VISSION

By 2022, SHFC shall have provided 530,000 organized homeless and low-income
families with Flexible, Affordable, Innovative, and Responsive (FAIR) shelter solutions to
their housing needs, subject to funds appropriated by Congress.

The SHFC

The Social Housing Finance Corporation (SHFC) was created through Executive
Order No. 272 (E.O.272), which directs the transfer of the Community Mortgage

Program (CMP), Abot Kaya Pabahay Fund (AKPF) Program, and other social
housing powers and functions of the National Home Mortgage Finance Corporation to
the SHFC.

Mandate
Under E.O. 272, the SHFC shall be the lead government agency to undertake
social housing programs that will cater to the formal and informal sectors in the low-
income bracket and shall take charge of developing and administering social housing
program schemes, particularly the CMP and the AKPF Program (amortization support
program and development financing program).

HOME DEVELOPMENT MUTUAL FUND (HDMF)- Pag-IBIG Fund


The Home Development Mutual Fund (abbreviated as HDMF), more popularly
known as the Pag-IBIG Fund, is a Philippine government-owned and controlled
corporation under the Housing and Urban Development Coordinating Council
responsible for the administration of the national savings program and affordable shelter
financing for Filipinos employed by local and foreign-based employers as well as
voluntary and self-employed members. It offers its members short-term loans and
access to housing programs.

Pag-IBIG Fund (Pagtutulungan sa Kinabukasan: Ikaw, Bangko, Industriya at


Gobyerno, English: Cooperation for the Future: You, the Bank, Industry and the
Government),[1] was founded to answer the national need for savings program and
affordable housing financing by virtue of Presidential Decree 1530[2] which was signed
on June 11, 1978.[3] Its original purpose was solely as a provident fund to encourage
savings among Filipinos, but it was later decried as a duplicate to the functions of Social
Security System and Government Service Insurance System. It was also criticized by
the labor sector describing the required contribution as oppressive, by employers that
opposed to any additional contribution in behalf of workers, and by the academe as a
representation of injustice of the incumbent Marcos regime. By March of 1979, the fund
was administered by the National Home Mortgage Finance Corporation (NHMFC)[1], a
government corporation mandated to increase availability of housing loans to Filipino
workers.

HOUSING AND LAND USE REGULATORY BOARD (HLURB)


The Housing and Land Use Regulatory Board (HLURB) is a national government
agency tasked as the planning, regulatory and quasi-judicial body for land use
development and real estate and housing regulation. These roles are done via a triad of
strategies namely, policy development, planning and regulation.

The measure provides the HLURB shall promulgate the rules and regulations
necessary to implement the Act. Moreover, Section 5 (r) of Executive Order No. 648,
series of 1981, Section 20 (d) of Republic Act 9904 or the "Magna Carta for
Homeowners and Homeowners' Associations" and all laws, decrees, executive orders,
rules and regulations that are inconsistent with the Act are hereby repealed, amended
or modified accordingly.

NATIONAL HOME MORTGAGE FINANCE CORPORATION


(NHMFC)
The National Home Mortgage Finance Corporation was created in 1977 by virtue
of Presidential Decree 1267, with the mandate of increasing the availability of affordable
housing loans to finance the Filipino homebuyer's on their acquisition of housing units
through the development and operation of a secondary market.

The National Home Mortgage Finance Corporation (NHMFC):

-Provide liquidity to the housing sector through securitization of mortgages/assets.

-Promote stability to the housing finance system through participation in the capital
market.

-Establish an efficient and effective organization with a professional workforce utilizing


best practices.

-Maintain efficiency in operation and efficacy in financial management to ensure


sustainability of its programs.

-Manage its subsidiaries efficiently and effectively.
