Allowances - Modified- Orders Issued.

ORDER

As per the Government Order read as 2"d above, Medical Officers

(Allopathy) in Insurance Medical Services Department were allowed
higher start in pay in the respecrive scales of pay by subsuming the
erstwhile Common Special Allowance sanctioned by the G.O read as 1',
above. As per the G.o read as 4e paper above, Government have
revised the pay and allowances of State Government Employees and
Teachers wherein the existing higher start in pay and certain allowances
specified below have been discontinued. But, the higher srart in pay
allowed to the Medical Officers under Health Services Department in the
9'h Pay Revision, which was discontinued in the 10n pay Revision, has
been restored to them at revised rate by the Government Order read as
5ttt paper above. Now the Director, Insurance Medical Services
Department, in his letter read above, has proposed to extend the benefit
of higher start to the Medical Officers (Allopathy) in Insurance Medical
Services Department also, pointing out that the circumstances that led
to the restoration of higher start in Health Services Department prevail
in Insurance Medical Services Department also. The Director, Insurance
Medical Services Department has also proposed to extend the benefit of
personal pay granted by the Government Order read as 6e paper above
to the Medical Officers in Health Services Department on promotion/ on
sanction of Time Bound Higher Grade to the Medical Officers
(Allopathy), Insurance Medical Seruices Department. It is also proposed
to restore Rural Area Allowance, Difficult Rural Area Allowance, ESI

Allowance, PG Degree/ Diploma Allowance and Charge Allowance.

2. Government have examined the matter in detail and are pleased to
restore the following benefits:
(i)Medical Officers(Allopathy)will be sanctioned Higher Start as

follows:
a. Insurance Medical Officer - Rs.75,600 in the scale of pay of
Rs.68700- 110400
b. Joint Director/ Regional Deputy Director - Rs.93,000 in the scale
of pay of Rs.85000-117600
c. Director- Rs.97,000 in the scale of pay of Rs.89000-1,20,000
(ii)Personal Pay:
In the case of Assistant Insurance Medical Officer and Insurance
Medical Officer who got promoted to the cadre of Insurance Medical
Officer and Joint Director/Regional Deputy Director respectively or
availed first and second Time Bound Higher Grade after 07.07 "2074

will be granted 'Personal Pay' at the rate equivalent to one increment at

the stage next above the pay fixed on promotion/sanction of Time
Bound Higher Grade, subject to the condition that the total amount of
pay and Personal Pay should not exceed Rs.77400 and Rs.97000
respectively. The personal pay so granted will be reckoned for benefits
such as pension, D.A, leave salary, transit pay, pay fixation, future pay
revision and deputation for higher studies.
(iii) Rural Area Allowance and Difficult Rural Area Allowance will be

sanctioned as follows:

(iv) Assistant Insurance Medical Officer (Allopathy) will be sanctioned

ESI Allowance @ Rs.700 per month.

(v) Medical Officer (Allopathy) with Post Graduate Degree,/Diploma

will be sanctioned Post Graduate Degree,/Diploma Allowance at the rate
of Rs.1000 and Rs.800 per month respectively.
(vi) Medical Officer (Allopathy) in charge of an institution will be
sanctioned Charge Allowance @ Rs. 500/- per month'
3, Date of effect:
(i) Higher start will take effect from O1.O7.2014; but monetary benefit
will be allowed only with effect from 01.06'2018'
(ii) personal Pay will be paid in cash with effect from 01.06.2018
(iii)Allowances will be paid with effect from 01.06.2018
