State of South Carolina 3 County of Horry ) EXECUTIVE ORDER ‘foe Town of Surfside Beach m9 DECLARATION OF A CIVIL EMERGENCY IN THE TOWN OF SURFSIDE BEACH CURFEW IMPOSED EFFECTIVE SEPTEMBER 4", 2019 8:00 P.M. UNTIL FURTHER NOTICE, and NO PERSON SHALL ENTER THE OCEAN UNTIL FURTHER NOTIE WHEREAS, Hurricane Dorian is predicted to hit the South Carolina Coast in the imminent future; sustained hurricane force destructive winds, storm surges, and possibly flooding rains; WHEREAS, the Governor of South Carolina has declared a State of Emergency and ordered the mandatory evacuation of all areas in Flood Zone A, including the Town of Surfside Beach, and the Mayor has declared a State of Emergency for the Town of Surfside Beach by Proclamation 19-128; and WHEREAS, it is necessary for the Town of Surfside Beach to take all reasonable measures to enforce the Order of the Governor and the Mayor, and to protect the lives and property of the people who live, work, and visit in town. NOW, THERFORE, I, Robert F. Childs, III, Mayor of the Town of Surfside Beach herby issue this Executive Order pursuant to Article III, Section 2-217 of the Town of Surfside Beach Code of Orditiances the following: 1. In order to more effectively protect the lives, safety and property of the town, the mayor may define and impose a curfew applicable to all persons within the jurisdiction of the town. The mayor is hereby authorized and empowered to limit the application of such a curfew to any area specifically designated and described within the jurisdiction of the town and to specific hours of the day or night. The ‘mayor may exempt from the curfew police officers, firemen, doctors, nurses and such others as may be essential to the preservation of public order and immediately necessary to serve the needs of the people within the town; therefore, a curfew is imposed beginning on Wednesday, September 4, 2019, beginning at eight o’clock p.m. until this Order is rescinded. Violators are subject to arrest; and 2. The conditions of the ocean are dangerous, and no person should enter the water, thereby putting first responders in danger should rescue be needed. Violators are subject to arrest. Prevailing conditions may prevent rescue, and those who enter do so assuming the risk of death or injury.
