Purpose:
The purpose of this Standard Operating Procedure is to establish policy, criteria, and
requirements for the assigned vehicles.

C. Operating Guidelines:
1. Any officer who is assigned a v e h i c l e and lives outside the Hoover City
limits must use that vehicle only for commute to and from t h e i r regularly
assigned duty. Personal business, trips and errands are not allowed while outside

2. Officers who live within the Hoover City limits may use their vehicle for
reasonable personal transportation. This includes errands to and from businesses
within the Hoover City limits where the City would benefit from additional police
visibility.
3. Officers who are assigned a vehicle will have the duty to assist and render aid to
individuals in need of assistance (Example: stranded motorists, vehicle accidents,
roadway obstructions, crimes in progress, suspected criminal activity).
4. While operating the vehicle off-duty, the officer will have an authorized firearm,
badge, traffic vest, readily identifiable police vest, police jacket or uniform and
police identification card with him at all times.
5. Officers are responsible for delivering their vehicles to Fleet Services for regularly
scheduled maintenance. A “pool” vehicle may be checked out. Pool vehicles are
not to be taken home without approval of the Bureau Commander.
6. Assigned vehicles may not be used for non-police employment. However, the
vehicles may be used for off-duty police employment.
8. Officers may not alter any mechanical or electrical equipment of the vehicle
without authorization from their Bureau Commander. No personal equipment will
be permanently affixed to the vehicle without authorization from their Bureau
Commander.
9. Officers will be responsible for the appearance and cleanliness of the vehicle. It
should always project a positive image for the Hoover Police Department. Officers
will not drive or use a departmental vehicle in a manner that may reflect discredit
upon the officer or the Department.
10. Any damage to a vehicle should be reported immediately to the officer’s supervisor
and the proper paperwork should be completed. The vehicle should be delivered to
Fleet Services as soon as is practical so a certified mechanic can inspect/assess the
damage.
11. Officers and all passengers must wear seat belts during vehicle movement.
Officers are responsible for the proper appearance and conduct of all passengers.
12. Any reportable offense (e.g., traffic accidents, burglary) that is brought to the
attention of an off-duty officer driving a departmental vehicle will be properly

reported.
a. The off-duty officer will not be responsible for completing any paperwork on
the incident unless direct action was taken by the officer.
b. The off-duty officer will report the incident and stand by until an on-duty
officer arrives at the scene.
c. Off-duty officers driving a departmental vehicle must respond to crimes in
progress if at all feasible, and any need for public assistance on the
roadways of the city.
d. When the off-duty officer responds to police action and has passengers in
the departmental vehicle, consideration for safety of passengers shall include
placing them in a safe location before police action is taken.
D. Program Review:
The Hoover Police Department will review and modify this program as necessary to
address any problems or deficiencies encountered with the operation of this
program. In addition, this program will also be evaluated periodically for
efficiency and cost effectiveness.
E. Overview:
1. The Hoover Police Department assign ed v ehi cle program is a privilege which
may be suspended or revoked for violation of this policy, abuse or misuse of the
vehicle, or for disciplinary reasons.
