CHAPTER- 1

INTRODUCTION OF THE ORGANIZATION

Assam Startup-the nest

The Government of Assam has set up an incubation centre for the startups of
Assam in association with IIM Calcutta Innovation Park. With the name
“Assam Startup- the nest”, this incubation centre is a state-owned marquee
setup situated in the heart of the city Guwahati (at G.N.B. Road, Ambari).
The nest will assist in fostering the spirit of entrepreneurship in the
community and fuel startups with infrastructure support, comprehensive
mentorship and investment opportunities.

Vision

“Create a culture of an entrepreneurship in Assam by promoting and


empowering the youth to become job creators and pursue their
entrepreneurial dreams, thereby transforming Assam into a leading Startup
Hub of India by 2020.”

Mission

“Startup Assam aims to facilitate the growth of 1,000 new startups over the
next 5 years and attract funding opportunities of $250 million. It aims to
create 1 lakh job opportunities in the next 5 years.”

Startup Objectives

Basic Objectives of the policy are to:

Facilitate the growth of at least 1,000 new startups over the next 5 years;

Establish a state owned marquee incubator;

Attract funding opportunities of USD 250 million for state startups in
incubators;

Create 1 lakh direct and indirect opportunities over the next 5 years;

Develop a mechanism of problem solving and culture of entrepreneurship in


the state.

Pillars of the policy

Assam Knowledge & education Hub

State owned incubator

Developing an ultra-modern state-owned incubator and various ancillary


infrastructure that will be linked to this marquee incubator. This will assist in
fostering the spirit of entrepreneurship in the community and fuel startups
with infrastructure support, comprehensive mentorship and investment
opportunities

Incentives

Providing funding support through various fiscal and non fiscal incentives
that would encourage budding Assamese entrepreneurs to transform their
ideas into fully fledged Ventures

Academic intervention

Proactive academic intervention to inculcate and simulate the culture of


innovation amongst the next generation of entrepreneurs by creating the
right environment for learning and experimentation from the early phases of
education

Digital Startup Ecosystem

Constituting a digital environment for the state ecosystem which shall


include the startup Assam portal, Mobile App and Helpline. These
components will act as an interface for ensuring easy access to
infrastructure, incentives, MOOC(massive open online course) for

entrepreneurs and connect various Symbiotic components of the startup
ecosystem.

Facilities in Startup the Nest (Tangible)

 Co-working space: Each startup incubate can avail the co working


space to do their official work with a desktop computer will be
available in the nest.
 Lockers: Separate lockers are available for the incubate to keep their
official documents.
 High Speed Internet: Both LAN (Broadband) connection and Wi-Fi is
also available in the nest for the incubates to avail.
 Conference and meeting rooms: Conference room with projector and
meeting room are separately available for the incubates in the nest.
 Other facilities: Printers and scanners, photocopiers, etc. are also
available in the nest for the startups.
 Canteen: A canteen is also available in the nest for the startups for
their meals and tea-snacks.
 Shared Services Desks: Separate desks comprising professionals
providing shared services like legal, accounting, secretarial, etc. are
also available in the nest for the startups at preferential rates.
 Facilities of Startup the nest (Intangible).
 Dedicated Mentorship: A dedicated pool of mentors, comprising
IIMC Alumni, Faculty, Entrepreneurs, and investors with expertise on
different domains, will be on boarded and assigned to each of the
startup incubates.
 Capacity Enhancement Training: Various capacity building trainings
will be provided to the startup entrepreneurs in the nest like a) Basic
financial tools, valuation/how to present financials for funding; b)
Legal compliance & accounting; c) Branding & Marketing / Digital
Marketing; d) training on Central & State govt facilities, support they
offer; e) Pitching – presentation to the investor; f) Communication.

Training programme on various aspects of entrepreneurship: Besides,


various other training programmes will be provided in the field of

entrepreneurship like a) Social entrepreneurship basics, understanding of
rural markets, base of pyramid consumers; b) Understanding the consumer;
c) Managing team/leadership skills; d) Penetrating into foreign markets.

Market Connect: Startup incubates will also be provided market connect


support by linking them with various programmes exposure visits, buyer-
seller meet, exhibitions and other related opportunities.

Networking Opportunities & Funding Connect: Through various forums,


industry associates, financial institutes, academia, government schemes,
mentors and investors the incubates will be provided ample networking
platforms where they can connect, get funded and grow their business.

Branding and visibility: Once the incubates are selected proper guidance
will be given to them for increasing their market visibility. Brand building
and brand promotion training through various forums and media will also be
given to them. They will also be guided and linked to various other
platforms and their startups will also be showcased through the media
“success stories” of the nest eventually boosting their brand and increasing
their visibility.

Funding Connect: Connect incubates to various funding sources including


venture funds, angel funds, Government seed / venture fund, collateral free
Bank loan (if eligible) and ensuring successful exit in 18-24 months time
frame.

Capacity Building program for Facilitators of the Spokes (E-Cells /


Incubators) will also be provided by the nest with the help of its pool of
mentors and subject matter experts.

Boot camps will also be organized by the nest across the state for incubated
startups on various aspects of entrepreneurship.

ABOUT THE PROJECT

2.1 Objectives of the project-

 To find out the schemes of the Govt. departments for startups and
entrepreneur.
 To find out the benefits of the schemes and the process of application.
 To study the Quantum of Financial assistance by the Govt.
departments under the schemes.

2.2 Scope of the project-

 This project will help us to study about the schemes provided by the
state and central government for startups and entrepreneurs in Assam.

 It will provide an overall view of the various benefits related to the


scheme provided by different government department and ministries.

 It will also help the general people to know the startup schemes and
the facilities provided by various organizations.

2.3 Limitations of the study-

 The time for the study or research was less for which it was difficult
to collect data easily.
 The respondents sometimes failed to give proper time for providing
data for which extra time needed.
 Some data of the schemes were changed during the study period for
which update was mandatory by analyzing again.

RESEARCH METHODOLOGY

Research is a procedure of logical and systematic application of the


fundamentals of science to the general and overall questions of the study and
scientific technique which provides tools, specific procedure and technical
rather than philosophical means for getting and ordering the data prior to
their logical analysis and manipulation. Different types of research design
are available depending upon the nature of research project, and
circumstances.

3.1 Research Design:

The study includes the survey method of descriptive research design. It helps
to collect quantitative information, other necessary details needed for the
study from predefined group of respondents.

3.2 Sources of Data-

Both Primary and Secondary data are used.

 3.2.1 Primary Data:

Primary data is the data collected from the first hand sources by
interviews . I have used questionnaire for collecting the required data
from the organization.

 3.2.2 Secondary Data:

Data which has already gone through the process of analysis orwere
used by someone earlier is referred to secondary data. Secondary data
is collected from websites from the books, journals, and internet etc. I
have collected from various government websites.

3.3 Research Instrument:

Research instrument used for the primary data collection is Interview


Schedule.

3.4 Sampling :

“Sampling can be defined as the process of selecting a representative portion


of the population under study for the analysis”

In the study Convenience Sampling has been used for collecting data from
the organizations.

2 months is the study period i.e. May and June,2019

FINDINGS

Schemes Under Various Departments And Ministries For Startups And


Entrepreneurs Are Discussed Below -

4.1DEPARTMENT OF INDUSTRIES AND COMMERCE


It is a department under the Ministry of Commerce and Industry,
India which basically have some objectives like promotion of MSME,
entrepreneurship, skill development, infrastructural development etc. It
functions like Registration of the new industrial undertakings, industrial fairs
etc.

Schemes under DIC, Assam are as follows-

4.1.1 SWAMI VIVEKANANDA ASSAM YOUTH EMPOWERMENT


(SVAYEM) YOJANA-

A. INTRODUCTION OF THE SCHEME-

SVAYEM is a flagship program to provide financial support to the


youths of Assam to take up income generating activities in the
manufacturing, trading and service sector.

B. OBJECTIVE OF THE SCHEME-

 To provide financial assistance to micro and small business entities


engaged in the manufacturing, trading and services sector.
 To provide financial assistance for enhancement of income level of
traditional artisans ensuring sustainable growth.

C. BENEFITS AND QUANTUM OF ASSISTANCE-

 Rs. 1 lakh for new startups and Rs. 2 lakhs for the existing ones.
 Beneficiary contribution will be maximum 25 % of the total
cost.
 The credit guarantee should be 55% of the total dues as on the
date of the account turning NPA subject to maximum Rs.
60,500.
 Repayment schedule range between 3-7 yrs. after an initial
moratorium.

D. ELIGIBILITY CRITERIA TO AVAIL THE SCHME-

 The candidates who possess special knowledge in skill


development, . experience etc will be given more preference.
 Should be at least Class 7 educated.
 Should not be a defaulter of any loan.

(PMEGP beneficiaries of the last 5 years will not be eligible under this
scheme)

E. PROCEDURE OF APPLICATION FOR THE SCHEME-

a. Project proposals will be invited from beneficiaries at District level


through advertisement.

b. Application for the financial assistance under the scheme will be


received online in the format as given in Annexure-I. Supporting documents
need to be uploaded online also.

4.1.2 SAROTHI SCHEME-

A. INTRODUCTION OF THE SCHEME-

The first generation entrepreneurs face the problem of initial finance


or capital. So to remove this hurdle of equity /fund crunch, the State
Government has proposed to launch a new scheme called Chief Minister's
Start-up fund “Sarothi” with an initial amount of Rs.10 Cr during 2016-17.
The fund shall be managed by the Industries & Commerce Department as
per its operational guidelines.

B. OBJECTIVE OF THE SCHEME-

The basic objective of this scheme is to provide financial assistance as


loan with interest subvention @5% which will be supported by SBI.

C. BENEFITS AND QUANTUM OF FINANCIAL ASSISTANCE OF


THE SCHEME –

 Maximum rupees 10 lakhs


 Equity or Promoters margin will be 15% of the project cost
 Bank will charge interest as norms and 5% will be subverted to the
loan account of beneficiaries by the DIC,GOA 5 years old agreed to
turn taxes to 5 yrs.

 The Government of Assam for DIC will borne every documentation
for 3% of sanctioned amount may be charged with mutual agreement.
 There shall be interest free Moratorium of maximum 10 months from
the date of first disbursement depending upon the nature of activity.
 A maximum of 2% interest rate will be charged in default of loan
repayment.

D. PROCEDURE OF APPLICATION FOR THE SCHEME-

Application for the financial assistance under the scheme shall be


submitted to the concerned General Manager, District Industries &
Commerce Centre (DICC) in prescribed form (Annexure-A ) along with the
supporting documents as per checklist annexed with the application form.

4.1.3 BIPONI SCHEME-

A. INTRODUCTION OF THE SCHEME-

It is a scheme to provide help to MSME in various trade fairs within


and outside the state or country.

B. OBJECTIVE OF THE SCHEME-

 To support MSME unit to participate in different Trade Fair


and events for marketing their products.
 Government helps them to promote their products in state,
outside state, outside the country in different events, Melas etc.
Reimbursement is done to the stores for some for some
expenses.

C. BENEFITS AND QUANTUM OF FINANCIAL ASSISTANCE

OF THE SCHEME-

FOR PROMOTION WITHIN STATE

 From the events 100 participants covering all districts will be


selected.
 Maximum Rs.5000 per entrepreneur towards stall rent in Rs.
500 will be given to those coming for the event from other
districts.

FOR PROMOTION OUTSIDE STATE

 50% reimbursement of the stall rent up to maximum Rs. 10,000


and actual sleeper class to and fro Railway fair 2 persons per
unit along with Rs.300 per person per day .

PROMOTION OUTSIDE THE COUNTRY

 Free stall space will be given on sharing and actual Economy


class airfare 1 person per unit along with Rs. 1000 per person
per day for fooding and lodging.

4.1.4 PRIME MINISTER’S EMPLOYMENT GENERATION
SCHEME (PMEGP)

A. INTRODUCTION OF THE SCHEME-

This Central sector scheme is implemented by State Khadi and


village Industries boards(KVIB's) and District Industries centre (DIC)
and banks. It is administered by Ministry of MSME. It is implemented
for generation of employment opportunities through establishment of
microenterprises in urban and rural areas.

B. OBJECTIVES OF THE SCHEME-

 To generate employment opportunities in rural as well as urban areas of the


country through setting up of new self-employment ventures/projects/micro
enterprises.
 To bring together widely dispersed traditional artisans/ rural and urban
unemployed youth and give them self-employment opportunities to the
extent possible, at their place.
 To provide continuous and sustainable employment to a large segment of
traditional and prospective artisans and rural and urban unemployed youth
in the country, so as to help arrest migration of rural youth to urban areas.
 To increase the wage earning capacity of artisans and contribute to increase
in the growth rate of rural and urban employment.

D. ELIGIBILITY CRITERIA TO AVAIL THE SCHEME-

1. Any individual, above 18 years of age


2. There will be no income ceiling for assistance for setting up projects
under PMEGP.
3. For setting up of project costing above Rs.10 lakh in the manufacturing
sector and above Rs. 5 lakh in the business /service sector, the
beneficiaries should possess at least VIII standard pass educational
qualification.
4. Assistance under the Scheme is available only for new projects
sanctioned specifically under the PMEGP.

5. Self Help Groups (including those belonging to BPL provided that they
have not availed benefits under any other Scheme) are also eligible for
assistance under PMEGP.
6. Institutions registered under Societies Registration Act,1860;
7. Production Co-operative Societies, and
8. Charitable Trusts.
9. Existing Units (under PMRY, REGP or any other scheme of
Government of India or State Government) and the units that have
already availed Government Subsidy under any other scheme of
Government of India or State Government are not eligible.

E. PROCEDURE TO APPLY FOR THE SCHEME-

 Once the application is approved, the bank allocates 95% of the


project cost (for weaker sections of society) or 90% (for general
applicants).
 Of this, 15-35% is the margin money or subsidy that is provided by
the government. The amount of margin money that will be taken by
banks will be proportional to the actual capital expenditure availed by
the applicant. The rest of the margin money that is proportional to the
amount not availed will be returned to the Khadi and Village
Industries Commission.
 The rest of the funds (i.e. 90/95% of funds allocated less 15-35%
subsidy) is provided by the bank as a term loan or PMEGP loan.
 Rate of Interest : Rate that starts at around 11-12%.

4.2 DIRECTORATE OF HANDLOOM AND TEXTILE

It is a department under the Ministry of Handloom ,Textile and


Sericulture, Assam which mainly work skill development in weaving,
production of handloom fabrics ,R&D, marketing assistance, publicity and
exhibition etc.

BENEFITS UNDER TRAINING SECTOR IN THIS DEPT. –

4.2.1 HANDLOOM TRAINING CENTER (HTC)-

Handloom Training Centre: -Artisan Training (Total 102


Centers) The Directorate of Handloom & Textiles is running 102
Handloom Training Centers throughout the State, particularly in rural
areas to impart training for creating artisans and upgrading skills on
handloom weaving, designing and dyeing etc. The course duration of
these centers is one year and intake is done in the month of February
to March. The intake capacity of 15 to 20 trainees per Training Centre
per session. Stipend provision of Rs. 80/- only per trainee per month is
available. Total capacity of these 102 Handloom Training Centers is
1645 persons per year. The Handloom Training Centers are headed by
one Instructor. The training is imparted with supporting staff of
technical Demonstrators. They are also assisted by Grade –IV staffs.

4.2.2 HANDLOOM TRAINING INSTITUTE (HTI)—
 There are 4 (four) Handloom Training Institutes under the Directorate
of Handloom & Textiles in Assam for imparting higher training to
skilled and technical persons who can in turn demonstrate weaving,
designing, dyeing and processing activities etc. to weavers for value
added production. The total capacity of trainees in these four Institutes
is 97 with stipend provision of Rs.250/- only per trainee per month.

 HTI can be joined those who pass the Artisan course . Its 1 year
certified course and if the pass it they will be qualify for the post of
Demonstrator in the industry. They can also start a startup after
passing these courses.
 Can get a loan from Rs. 50000 to 50 lacs @6% interest p.a. under
MUDRA loan scheme.

SCHEMES UNDER HANDLOOM SECTOR IN THIS DEPT.-

4.2.3 WEAVERS EXTENSION SERVICE UNIT (WESU)-

The Directorate of Handloom & Textiles, Assam has been operating 98 Nos.
of Weavers Extension Service Units (WESU) throughout the State of
Assam. Objective of the program is to enable the weavers to weave clothes
in their looms at home. The weavers are supplied with yarns from the Units
along with technical assistance as and when necessary from the technical
staff available in these centers. On return of woven fabrics the weavers
receive wages as per approved rate of the Department. About 15,000
weavers of the State are assisted through 98 WESUs every year. Besides
providing all hands on extension services through technically skilled staff.
Lack of working capital has staggered the activities of the WESUs in the
recent years. Yet the units have been providing good extension services to
the weavers of the State.

4.3.DEPARTMENT OF FISHERIES,ASSAM-
It is a department under the Fishery, Assam which basically functions to
increase fish and fish seed production, support fishery project, promote
research and studies.

SCHEME UNDER THE FISHERY DEPARTMENT-

4.3.1 “GHARE GHARE PUKHURI GHARE GHARE MAACH”


SCHEME-

A. INTRODUCTION OF THE SCHEME-

Under " Ghare Ghare Pukhuri Ghare Ghare Mach" scheme components
like a) construction of farmers individual ponds and village community
tanks. b)farmers handholding for 2 years with supply of first 2 years inputs
and c) training to the project beneficiaries are included.

This will be applicable under all the schemes of Fishery Dept. like Rural
Infrastructure Development Fund (RIDF)of NABARD, Blue Revolution of

Govt. of India, State Owned Priority Development (SoPD) , Rashtriya Krishi
Vikas Yojana (RKVY) scheme.

B. OBJECTIVE OF THE SCHEME-

1. Expansion of pond and tanks area

2. Increase fish production

3. Encouraging backward fish farming

4. Self sufficiency in fish production and nutritional security to farmers Or


villagers

5 . Popularization through community based fish farming throw community


tanks.

6.Trainings to farmers for enhancing more knowledge.

C. ELIGIBILITY CRITERIA TO AVAIL THE SCHEME-

i. For Construction of Individual Ponds-

 Avg. pond size – 0.14- 0.20 ha


 The land should belong to the concerned beneficiary and if it does not
belong to him then NOC from the actual owner for the proposed land
site duly signed by local village head. The DFDO should ensure
ownership.
 The beneficiary should not avail similar scheme for the last 5 years
and the land should be free from all legal implications.
 The beneficiary should agree to work in group approach through
Common Interest Group (CHG)/ Fishery Interest Group (FIG) if
suggested.

ii. For Construction of Village Community Tanks

 Avg. Size – 1.0 – 5.0 ha


 Land should belong to fishery cooperative societies, SHG/ NGO/CBO
etc . / Govt. khajanas land including land ownership belongs to Assam
Fisheries Development Corporation Limited (AFDC), FISHFEED etc.
Such village community tanks should be managed by the fishery
cooperative socities /SHG/NGO/CBO . In case of AFDC and
FISHFEED the community group have to enter an agreement with
AFDC and FISHFEED under direct supervision of Directorate of
Fisheries, Assam.
 Single ownership of land will not be eligible
 Against one community tank the minimum no. of beneficiary should
be 10 -15 .
 Identified area must be free from any dispute. No existing tank will be
included.
 The cooperative societies or other organization should apply as per the
application form issued by the Fishery dept. along with documents
and pre development photographs.
 If the land is in lease it should be at least more then 7 years .or at least
5 years from effective from the date of project approval.

D. UNIT COST AND SHARING PATTERN(FINANCE) OF THE


SCHEME-

 For Civil Works, 80 % of the total estimated cost (existing unit cost
of Rs. 7.0 lakhs/ ha) will be government share and remaining 20%
will be the beneficiary share .Under RIDF scheme RIDF project
share include 75% RIDF loan share and 5% state government share
and remaining 20% beneficiary share . CMSGUY share will be 80%
and beneficiary share will be 20% of the estimated project. For Blue
revolution and RKVY scheme for sharing will be taken as per
Government of India guideline.

 For Inputs, 50 % of the total estimated cost ( existing unit cost of Rs.
1.50 lakhs/ha) will be the government share and remaining 50% will
be the beneficiary share.
 For 5 days training to the farmers total estimated cost is rupees 2.5
lacs/batch of 50 farmers with 100% government share.

E. FISH INPUTS MANAGEMENT

Department will handhold the farmers for the supply of inputs at


50:50 ratio for the 1st two years. 50% by Govt. and rest by Beneficiary.
immediately after the construction of the pond.

F. BENEFICIARY SELECTION PROCEDURE UNDER THE


SCHEME-

 The applications will be sent to the district concerned and the District
fisheries Development Officer (DFDO)will scrutinize all the
applications received from the intended applicants and will prepare a
list of individual farmers for farmers for scheme and community
groups etc. for village community tanks as per eligibility criteria.

 Finally DFDO will place the list of farmers before the District Level

G. FUND RELEASE AND MODE OF PAYMENT UNDER THE
SCHEME-

i.Fund release : Civil Work

Fund will be released in 3 installments-

1st inst. – 30% RIDF loan share to start the initial pond construction work.

2nd Inst. – Based on overall physical construction of minimum 50% work


the second installment of 70% share will be provided. Before the release of
2nd installment some necessary documents as per requirement needs to be
submitted.

3rd or Final Inst. – 5 % state share will be released after submission of


detail completion of work by Directorate Of Fisheries ,ASSAM.

ii. FUND RELEASE : INPUTS

 Firstly, liming and fertilization is to be completed by beneficiary own.


 After progress fund will be released in 2 installment.

1. Total cost of fish seed and 50% of the fish seed cost amounting to Rs.
53522/- per ha against total govt. share of RS. 75000/ ha as first
installment.

2. After submission of utilization certificate of the first installment


remaining cost of fish feed RS. 21478 per ha will be released as
second installment .

 For any convergence project with Chief Minister Samagra


Gramya Unanyan Yojana (CMSGUY-FMS) out of total
estimated cost of RS. 1.5 LAKH / ha/yr. ,CMSGUY share is
Rs. 75000 /ha and beneficiary share is RS. 75000/ha/yr.

Firstly, the individual need to approach and apply in the District


Development Office of Fishery at their respective district . And after that the
application will be scrutinized along with the documents and if all are okay
then the proposal will be accepted

4.4 PANCHAYAT AND RURAL DEVELOPMENT(PNRD)-


The Panchayat & Rural Development Department largely works to
enhance livelihood opportunities, address chronic poverty, provides social
security and works for economic inclusion of rural poor families

SCHEME UNDER PNRD-

4.4.1 SWABALAMBAN-

A. INTRODUCTION OF THE SCHEME

The Swabalamban scheme is one of the major schemes launched by


the present Assam Government for Self Employment of the Surrendered
Militants of the State. The scheme was inaugurated at the SIPRD complex
at Kahikuchi on 24th March. The training will be provided by SIPRD on
various skills like organic farming, pesciculture, electricity work, DTP etc.
The entire batch will be given training in phases

B. SELECTION PROCESS FOR THE SCHEME-

The Home Department, Govt. of Assam, through the Additional Director


General of Police (SB), Assam will identify the beneficiaries who are the
Surrender of Operations / Surrendered Cadres for the Swabalamban
project. The list of surrendered militants to be trained and assisted will be
finalized by ADGP (SB) and finally handed over to SIPRD for training and
loan process. For the year 2017-18 a total of 1800 beneficiaries will be
selected. They will be trained and then credit linked in their selected
activities. SIPRD will map the activities on which Skill Development
trainings for the Surrender of Operations/ surrendered Cadres. SIPRD will
make the planning for training and then sent the loan proposals for the
trainees to the Concerned Banks for sponsoring loans in their selected
activities. The final selection of beneficiaries as well as their activities will
be done through proper Orientation Programmes in presence of the officials
of Assam police in a decentralized manner at the Extension Centres of
SIPRD. The Skill Development and upgradation trainings will be
conducted by the concerned Extension Centres for the beneficiaries of the
districts covered by each centre. The duration of skill trainings will vary
from 10 days to 25 days as per the requirement of the selected activities.
SIPRD will coordinate and take expertise from other state or national level
institutes to ensure the quality of the training Programmes

LIVELIHOODS MISSION
(DAY-NRLM)

A. OBJECTIVES OF THE SCHEME-


 To enhance the social and economic empowerment of the rural poor
in Assam.
 Self help groups.
 Skill development.

i) Promotion (Formation and Revival ) of Self Help Groups


 At least one rural member(women) from each poor household are
mobilized into SHG.
 The gram sabha authorizes the final list of poor in the village.
 SC/ST, single women, women headed household, disabled, landless,
migrant labourers, isolated communities and communities living in
remote ,hilly and distributed areas.

 The members are given training to manage their institutions ,linkage
with the market,managing existing livelihoods etc.
 Minimum 10 members in plain and 5 in hilly areas in the SHGs.
 ASRLM invests in building ‘Social Capital’- like CRPs, Active
women,Bank Mitra, Krishi Sakhietc. Who are crucial in making
NRLM community .

a. Grant of Revolving Fund (RF) to SHG-

 After SHG becomes 3 months old and opening Savings Bank Account
, they are graded up.

 Rs. 15000 per eligible SHG is given to meet the members credit needs
directly and as as catalytic capital for leveraging repeat bank finance.
 SHG practicing ‘Panchasutra’ (weekly meetings , weekly savings
,regular inter-lending, timely repayment, and proper book keeping)is a
must for getting the fund.

b. Grant of Community Investment Fund (CIF) to Cluster


Level Federations(CLF)

 CIF as seed capital to SHG Federations@ Rs.50000 per SHG is given


after preparation and appraisal of Micro Credit Plans.
 To meet the credit need and working capital as per Micro Credit Plan
to do collective activities at various levels.

c. Village organization Startup Cost

 10-25 SHGs which have been formed at the village level federate
within 6 months to form the Village organization.
 A startup cost of Rs. 25000 is provided to the eligible VOs for the
initial operation at office.

d. Credit Linkage Facilitation-

 When the SHG becomes 6 months old, ASRLM felicitates eligible


SHGs for credit linkage in multiple doses. Services of Community
Cadre like Bank Mitra/Sakhi are leveraged. Further community based
recovery mechanism ,committies,VO sub committies on bank linkage
and recovery of loans are established and made functional for
ensuring timely 100% recovery.

e. Interest Subvention

 CATEGORY 1- All women SHG s can avail the loan at 7 % upto Rs.
3 lakh. They will also receive a subvention of additional 3% for
prompt repayment .

 CATEGORY 2- All “NRLM complaint SHGs” will get subvention to


the extent of difference between the landing rates and 7% for the loan
upto Rs. 3 lakh .

B. HOW TO APPLY FOR THE SCHEME


Individuals can directly approach for the details in the office . But mainly
assigned people from ASRLM visit the villages and make them aware of the
schemes and benefits. Following to that they also help them providing
training, mentoring etc.

4.6 MICRO, SMALL & MEDIUM ENTERPRISES(MSME)

INTRODUCTION OF MSME-

The Ministry of Micro, Small and Medium Enterprises, a branch of the


Government of India, is the apex body for the formulation and
administration of rules, regulations and laws relating to micro, small and
medium enterprises in India. The Minister of Micro, Small and Medium
Enterprises is Nitin Gadkari since 31 May 2019.

OBJECTIVE OF MSME-

The main objective of the scheme is to promote & support untapped


creativity of individual and to promote adoption of latest technologies in
manufacturing as well as knowledge based innovative MSMEs (ventures)
that seek the validation of their ideas at the proof of concept level. The
scheme also supports engagement with Enablers who will advise such
MSMEs in expanding the business by supporting them in design, strategy
and execution. The Enablers will play' a pivotal role and would be integral
part of the business development.

TYPES OF ENTREPRENEUR UNDER MSME

1. PERSPECTIVE ENTREPRENEUR- Who does not have any self


industry and desire to start something. They got 6 weeks program to develop
their enterprise and skills.

2.EXISTING ENTRUPRENEUR- Who has already started their

A. INTRODUCTION OF THE SCHEME-

It is the key measure that the Govt. of India has taken to promote the
MSME’s and help them in funding ranging from Rs. 50000 to Rs. 10 lakhs.
This initiative is under PRADHAN MANTRI MUDRA YOJANA (PMMY)
of the Make In India campaign.

Mainly loan is given in 3 categories-

 SISHU CATEGORY – Covering loans upto Rs.50000

 KISHORE CATEGORY- Covering loans above Rs.50000/- and


upto Rs 5 lakh

 TARUN CATEGORY- Covering loans above Rs.5 lakh and upto Rs


10 lakh

B. OBJECTIVES OF THE SCHEME-

1. To promote the MSME and fund them in need for their


business.

2. To ensure employment creation and to help them to compete in


the business market.

C. BENEFITS OF THE SCHEME-

1. There is no minimum loan amt. and no processing fee.

2. Loan can be used for both fund and non fund based services

3. No security or collateral is needed for the farmers which is very
important.

The amount of loan has been already mentioned under 3 categories.


Interest rate as of now is 10-12%, 14-17% and 16% onwards respectively for
Sishu, Kishore and Tarun loans.

F. PROCEDURE TO APPLY FOR THE SCHEME-

To apply for the loan one should visit the PSU bank where they have the
account and ask for the loan.

2.MARKETING SCHEMES OF MSME-

4.6.2 PUBLIC PROCUREMENT POLICY (2012)

A. INTRODUCTION-

 In 1st April 2015 it has been enacted.


 Whatever procurement of the central /public sector releases
throughout the year, 25% of procurement should be from MSME
 The government of India armored eyes 58 items from only MSME for
eg- leather.
 50000 crore of market from the small screen of market. Government
of India has earmarked 358 items. All PSU has to procure their 358
items from only small scale units.

B. PROCUREMENT AND MARKETING SUPPORT (PMS)

 It is a domestic fare.
 Upto 30000rs per stall ,1500rs- travelling expenses are available for
the MSME entrepreneurs.
 State / national vendor development program
 SSM can display their products to the central public sector. ACC
invites the small scale entrepreneur free of cost and teach them how
they can register to MSME .

C. INTERNATIONAL CORPORATION

 Exposure to MSME units to international markets.


 For unit upto 2.5 lacs they provide for the stall and fare.

4.6.3 CREDIT GUARANTEE TRUST FUND FOR MICRO AND
SMALL ENTERPRISES(CGT-SME)-

A. INTRODUCTION OF THE SCHEME-

Ministry of Micro, Small and Medium Enterprises and Small Industries


Development Bank of India (SIDBI) jointly established a Trust named
Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE) in
order to implement Credit Guarantee Scheme for Micro and Small
Enterprises. The corpus of CGTMSE is contributed by Government of India
and SIDBI. 75% of the loan amount to the bank is guaranteed by the Trust
Fund.

B. OBJECTIVE OF THE SCHEME-

The objective of the CGTMSE is to enable the banks to look at small and
micro businesses with objectivity and give more importance to the project
viability and business model validation.

C. BENEFITS AND QUANTUM OF ASSISTANCE OF THE


SCHEME-

 The trust guarantees up to 75% of the defaulted principal amount (up


to 85% of the defaulted principal amount for select category of
borrowers). The cover comes with a maximum guarantee cap of Rs.
62.50 lakh / Rs. 65 lakh for the credit facilities up to Rs. 50 lakh
 The extended guarantee cover for micro enterprises for credit up to
Rs. 5 lakhs is 85%. Also, the extent of guarantee cover remains 50%
of the sanctioned amount of the credit facility for credit above Rs. 50
lakh with a maximum guarantee cover of Rs. 100 lakh (or Rs. 1 crore)

D. PROCEDURE TO APPLY FOR THE SCHEME-

Candidates meeting the eligibility criteria may approach PSU banks /


financial institutions, and select Regional Rural Banks which are eligible

4.6.4 ENTREPRENEURIAL AND MANAGERIAL DEVELOPMENT
OF SMES THROUGH INCUBATORS-

A. OBJECTIVE OF THE SCHEME-

The objective of the scheme scheme is to provide early stage funding to


nurture innovative business ideas (new indigenous technology, processes,
products, procedures, etc.) that could be commercialised in a year. The
scheme provides financial assistance for setting up business incubators.

B. BENEFITS AND QUANTUM OF FINANCIAL ASSISTANCE


UNER THE SCHEME-

Funding support for setting up of ‘Business Incubators (BI)’: The cost may
vary from Rs 4 to 8 lakh for each incubatee/idea, subject to overall ceiling of
Rs 62.5 lakh for each BI.

a) Upgradation of infrastructure Rs 2.50 lakh

b) Orientation/training Rs 1.28 lakh

c) Administrative expenses Rs 0.22 lakh

Total assistance per BI Rs 66.50 lakh


C. ELIGIBILITY CRITERIA UNDER FOR THE SCHEME-

 Any individual or MSME with innovative ideas ready for


commercialisation can apply to the host institution (e.g., IITs, NITs,
technical colleges, research institutes, etc.) in order to obtain fund
support.
 Any technical institution (as given in the EoI) that wants to become a
host institution can apply to the office of the Development
Commissioner-MSME or their nearest MSME-DI for funding support.

D. APPLICATION PROCEDURE AND LINK-

Application can be made by the technical institution desirous of becoming


the host institution, once a Request for Proposal (RFP)/ Expression of
Interest (EoI) is released.

4.6.5.A SCHEME FOR PROMOTING INNOVATION, RURAL


INDUSTRY & ENTREPRENEURSHIP (ASPIRE)

A. INTRODUCTION AND OBJECTIVES OF THE SCHEME-


It is a scheme to promote the entrepreneurs,rural industry and
innovative ideas .

(i) Create new jobs and reduce unemployment


(ii) Promote entrepreneurship culture in India
(iii) Boost Grassroots economic development at district level
(iv) Facilitate innovative business solution for un-met social
needs, and
(v) Promote innovation to further strengthen the
competitiveness of the MSME sector.

B. BENEFITS AND QUANTUM OF FINANCIAL ASSISTANCE


UNDER THE SCHEME-

NSIC/KVIC or Coir Board or any GoI or State Government agency to


set up 80 Livelihood Business Incubators for the period 2014 to 2016. The
objectives are: Promotion of Innovation, Entrepreneurship and Agro-
Industry organisation of the M/o MSME, and one-time grant of 100% of cost
of Plant & Machinery other than the land and infrastructure, or an amount up
to Rs 100 lakhs, whichever is less is to be provided In case of incubation
centres to be set up under PPP mode with NSIC, KVIC or Coir Board or any

other Institution/agency of GoI/State Government, one- time grant of 50% of
cost of Plant & Machinery, other than the land and infrastructure, or Rs
50.00 lakhs, whichever is less is to be provided.

C. ELIGIBILITY CRITERIA FOR THE SCHEME-

The Scheme aims to implement the Incubation and Commercialisation of


Business Ideas Programme through technical / research institutes, including
those in the field of agro based industry. These would be designated as
Knowledge Partners and would incubate new/existing technologies for their
commercialisation.

The scheme also provides funds for the incubator/incubation and creates
necessary synergy between this scheme and the Livelihood Business
Incubators/Technology Business Incubators and Incubation schemes of
MSME / NSIC / KVIC / Coir Board / Other Ministries/Departments as well
as Private incubators.

D. PROCEDURE TO APPLY FOR THE SCHEME-

Application can be sent to Aspire Scheme Steering Committee of the


Ministry of MSME. The Scheme Steering Committee will be responsible for
overall policy, coordination and management support. The Council will be
chaired by Secretary, Ministry of MSME.

5.1 SUGGESTIONS

 The Department of Industries and Commerce should focus to


introduce some new financial schemes that can help the entrepreneurs
to transform their innovative ideas into business easily.
 Proper awareness of the rules and regulations of DIC and marketing
of schemes should be done.
 Free training session should be arranged by Fishery department so that
people become aware of the scheme and give interest in construction
of more ponds.
 New subsidized scheme should be there for the Handloom and textile
sectors. Rural women should be given free training to motivate them
to become self employed.
 ASRLM should also introduce new schemes and initial financial
assistance for the unemployed youths.
 The schemes of MSME should be given awareness to the people and
with full details. They should also arrange training for different
innovative changes and business expansion.
 The process of availing the schemes should be fast and update with
maximum information should be there in website so that general
people easily understand.
 The knowledge and importance of Entrepreneurship and startup
should be introduced in every educational institution.

5.2 CONCLUSION

Assam is rich in natural resource. It has a lot of potential for development


and growth and for entrepreneurs there are many scopes in the growing
market. Moreover the government if also provides assistance by means of
subsidiaries and low interest loans. There are also many yojnas by the
Pradhan Mantri to support start-ups and entrepreneurs.

Generally areas chosen by start-ups or entrepreneur are – agricultural sector,


food sector, IT, education, handloom and handicraft etc.

A shift of economic activity from above such areas to industries, commerce


and other large-scale industries owned by start-ups and entrepreneurs may
be sustained.

When it comes to start-ups, a general perception is that it needs to be in a


developed country where all the resources are available. In truth, that misses
the point: start-ups can begin anywhere, and it’s often the countries with the
greatest needs that present the biggest opportunities. Start-ups are at home in
underdeveloped and developing countries.

Start-ups may be small companies but they can play a significant role in
economic growth. They create more jobs which mean employment, and
more employment means an improved economy.

Entrepreneurial development is one significant instrument for sustainable


socio-economic development.
